The Allied Poleis of Raissa
Raissa is not a nation in the conventional sense, but rather an alliance of relatively small city-states in competition with each other, with a broad range of government and social styles. They are linked by ethnicity, culture, an archaic worldview and strong xenophobic tendencies. Located on the east coast of Alçaera, they are neighbours of East Hackney, New Paristan and Okanama City.
Nicopolis
The head of the Raissan Alliance is the prosperous port of Nicopolis, which runs the Alliance as a way of funnelling trade and taxes through its own microeconomy. Its sheltered bay was historically both a vital trade link to the coastal communities of the Morgan Gulf and Tanking Sound, and also played a key role in the state's military domination of the Raissan coast.

Government is in theory democratic, if you're a wealthy male over thirty; however, in practise popular military leaders tend to dominate proceedings, and most actual politics involves their thinly-disguised squabbling and tenuous alliances.

Society
Raissan society is a bizarre mix of head-in-the-sand conservatism and ill-considered libertarian sentiment. Drug-related, sexual and indecency laws are non-existent in the average polis, but freedom of speech is always subject to attack, the national religion (a complex polytheism) must be paid at least lip service, and women's rights are virtually nonexistent.

Since most manual labour is carried out by slaves, Raissan citizens have a great deal of leisure time. Since a lot of artistic professions are, in most poleis, among the host of roles forbidden to slaves and foreigners, most of them are filled by members of citizen families without land; these fields are hence not held in very high regard.

Economy
Of the Raissan poleis only Nicopolis has really reached the Industrial Revolution, and it still holds industrialisation at arm's length. The real wealth is in land, worked largely by slaves; however, with strong property rights and a tendency to divide estates up among one's offspring, the land is split up between a lot of people. Most economic activity is local; Raissa is generally comfortably above the subsistence level, but tertiary industry rarely goes beyond the individual level. The tendency of Nicopolis to exact high taxes from the other states without reinvesting it anywhere except Nicopolis is a strong contributor to this.
Military
Every Raissan state has compulsory service of some sort, usually only for freeborn males between eighteen and thirty; in addition, education tends to have military matters high on the agenda. Since political success is heavily reliant upon military career, however, most of the nobility spend a great deal of time in the army.

Raissa's military core has always been heavy infantry, usually backed up by small cavalry units and hastily-trained slave armies. Over the las century and a half, modern warfare has gradually seeped into Raissa's military ethos, but has failed to change the basic mindset. Raissa's universal disdain of non-Raissan cultures has ensured their stagnation in this as in every other field.

Virtually all military equipment is of domestic origin, and without genuine industrialisation tanks, armoured warships and military aircraft are rare oddities, much like elephants in ancient armies: a powerful wildcard, but not a tactical necessity. They are usually produced individually and to specification, as prestige pieces for a rich general.

Because it is surrounded mostly by CACE and ACA members (which, while not powerful themselves, have superpower-scale allies to call on), most of Raissa's conflicts are internal. Slaves are either captives of such wars, or smuggled in from Arcnow.

OOC information
Raissa is a puppet of Rehochipe, and is more or less inert for purposes of roleplay. What exactly is the rationale behind putting links to NS calculators on infoboxes? I can understand the XML, but since economy calculators are fairly arbitrary and a lot of players (myself included) don't want anything to do with them whatsoever, it seems a little odd having them there as default. - Rehochipe 23:18, 23 Oct 2004 (GMT)
Rehochipehttp://archive.nswiki.org/index.php?title=Template_talk:Infobox_Nation/ArchiveTemplate talk:Infobox Nation/Archive2004-10-23T23:17:34Z
Rehochipe:

The tournament was founded by the Cirdanistan Football Association, which also hosted the first, and so far only, tournament. The Socialist Whinger, an East Hackneyite tabloid of questionable standards, has to date been the most prominent commentator on the Cup, though it tends to remain ignorant of the existence of any matches not involving East Hackney.
Geography
Rehochipe is a large, landlocked nation on the continent of Alçaera. It is bounded to the north by the Surag Desert and to the west by the Atelskrust Mountains. Its climate is principally arid subtropical, although there is higher rainfall in the various mountainous areas (notably the Edile Hills). Two major rivers, the Krata and the Veer, pass through the nation to drain into the vast Ibwe Pan at the edges of the Surag.

Peoples
The original inhabitants of Rehochipe were the hunter-gatherer Ayahalpa. Nomadic traders, the Rehoi in the Atelskrust margin and the Chipeans in the south and east, populated much of the area but did not begin to settle until the colonisation of the land by Celdonia.
More recently, immigration from Aperin, (notably from Xikuang) and refugee movements from West Hackney and Arcnow has produced significant minority populations. Rehochipe has an open-borders policy towards its allies, which has greatly encouraged these movements.
The majority of Rehochipe's population live in or near cities, but there are a wide scattering of rural communities, including some extremely isolated ones.

History
Rehochipe began its formal existence as the Protectorate of Wafootooland, a land-grab by Celdonia, but in the aftermath of Celdonia's communist revolution it was swiftly granted independence as the Veer Republic. Originally conceived as a power-sharing exercise between the three major ethnic groups, by the early 50s intermarriage was rendering these distinctions increasingly moot and the Community of Rehochipe was declared. The exception to the rule, the Mantis Ayahalpa tribe of eastern Rehochipe, elected for semi-independence in order to preserve its traditional semi-nomadic hunter-gatherer way of life; this led to the formation of the Ayahalpa Autonomous Zone.

Politics
Rehochipe is a vigorous democracy, with a strong focus on consensus and discussion; party politics is not a strong feature (there is only one organised party, and it has never gained very much influence). The five Ministry Heads and the Head of State, along with other senior positions, are directly elected by the populace; local government elects representatives to vote in the quinquates, and determines local policy by a combination of referenda and elected officials.

Government is broadly divided into five interrelated Ministries of inequal size; The Head of State holds less official power than any of these ministerial heads.
The Ministry of Being Nice
The MoBN has responsibility for social issues (welfare, health, crime) and the environment.

Rehochipe has virtually nonexistent crime, and doesn't have a conventional police force - a high proportion of Rehochipeans hold community officer badges and aikido training, however, and act as unarmed police when the need dictates. Prostitution and most recreational drugs are legal and regulated.

The environment is a high priority, and a central reason why Rehochipe avoided large-scale industrialisation. Large areas of Rehochipe's land are national parks, and hunting outside these has to be on foot and without benefit of guns. Vast amounts of open desert space have made solar power a genuine prospect. Petrochemical-burning personal vehicles are banned in urban centres, leading to a high reliance on public transport, horses and cycles. There are huge efforts being made on waste-reduction and recycling.

The current Minister is Elsepeth R. Nibbling.
The Ministry of Trade and Industry
Rehochipe is a non-capitalist economy, operating a homebrewed system nicknamed 'tranquil economics', which gives relatively strong independence to individual communes but makes all ultimately members of the Ministry of Trade and Industry, unless they're a one-man operation in name and effect and desire to be exempt. Rehochipe never underwent a period of heavy industrialisation, and its land makes it unsuitable for heavy agriculture without dire environmental consequences; it relies largely on small, specialised industries, tourism and culture, although a few cash crops and some iron mining supplement this. The MoBN is also responsible for infrastructure issues.

The current Minister is Kamquin Dakar.
The Ministry of Personal Development
The MoPD deals with education and religious affairs. All education in Rehochipe is free and noncompulsory; there is no national curriculum, and a great deal of choice is offered between institutions. Particularly at the primary level, most educators have teaching as a second job.

Rehochipe's universities have had a hard time competing with the strong traditional practise of sending students overseas, particularly to Celdonia. However, it has one world-class university in the form of Culbarbis, and competitors Gabran and Bakrata are not far behind.

Rehochipean religion has a strong leaning against organised and heirarchical religions, giving them no special taxation status and looking sternly on the conversion of minors. However, it strongly encourages personal faith, with comparative religion high among academic priorities, and builds a great many places of worship.

The current Minister is Thackeray Sung.

The Ministry of Defensive Incapacitation
...or, strictly speaking, Defensive Incapacitation, Aikido and Productive Dialogue. Rehochipe's constitution forbids aggressive war, and only allows counterinvasion if the Minister is on the front line of the first attack; it nonetheless has a medium-sized and extremely well-trained military. Involuntary conscription is also constitutionally forbidden, and no conflict can be entered into without a three-quarters Quinquate majority.

There is a strong emphasis on critical ethical thought at every level of command, and soldiers are actively encouraged to refuse direct orders if they cannot condone them. Before being allowed to so much as touch a gun, soldiers must undergo extensive training in unarmed and close-quarters combat, almost invariably with a strong bias towards incapacitating martial arts. (It is all but impossible to rise to any position of prominence within the Ministry without at least being competent at aikido). Both women and men are admitted in all roles, though there are a handful of exclusively male or female batallions.

The military is organised into two major branches, the First Army and the Special Forces, the latter including the Ranger Corps responsible for patrolling Rehochipe's vast wildernesses. Being landlocked, Rehochipe has no navy to speak of (except a river patrols brigade) and no real airforce except for various forms of troop transport. It therefore would rely heavily on the much larger militaries of its allies if it were ever involved in open warfare - something that has never happened in the nation's hisory.

The current Minister is Sensei Amadeus Sable, though equally significant is former Minister and Special Liason to the UN, Nusku Capleton.

The Ministry of Wu-Wei
The MoWW, Rehochipe's smallest Ministry, is responsible for arts and leisure as well as being a civil liberties watchdog; it is a crucial factor in reconciling Rehochipe's high priority on personal freedoms with its strong emphasis on social and community issues. It is also largely responsible for Rehochipe's flourishing arts and culture scene, centred around the second city Bakrata.

At present, the Ministerial position is shared by PDK Orthmann and Retswe Agono, as is standard when a Ministerial election is sufficiently close.
The Allied Poleis of Raissa
Raissa is not a nation in the conventional sense, but rather an alliance of relatively small city-states in competition with each other, with a broad range of government and social styles. They are linked by ethnicity, culture, an archaic worldview and strong xenophobic tendencies.

Military
OOC information
Raissa is a puppet of Rehochipe, and is more or less inert for purposes of roleplay. The nation's name is taken from Italo Calvino's Invisible Cities.
Rehochipehttp://archive.nswiki.org/index.php?title=RaissaRaissa2004-10-20T00:49:20Z
Rehochipe:

:*A relatively quick scan of :Category:Nations will show an abundance of custom flags in the infobox areas of many nations. I don't have a problem with the "%$#@*& flag of Menelmacar", but given the sentiment here, perhaps it shouldn't be front and center. :* This is the best of the bunch so far, but I second what's been said about flags: the US, Australian, Japanese and German flags don't really belong on there. Just to avoid contentiousness, I'd propose the default NS flag, ugly as it is, to go in the top-centre spot. (And, of course, I think my own flag would add a touch of much-needed green to the thing, but that's the ego talking.
Some roleplay is sufficiently abstract that it can be carried out regardless of the internal geography of nations and their physical relationships to each other. However, in many types of roleplay, particularly war, it becomes increasingly necessary to have a more concrete idea of these.

It is very common for nations to create maps of their own nation. However, without neighbours the uses of maps are fairly limited; a great many nations end up being islands in order to elude this problem. The obvious solution to this is the multinational map: usually organised by one player and joined by request. Usually players have control of the major features of their geography, which the player controlling the map then does their best to implent to everybody's satisfaction. Another version is for one player to define just the borders and major topographical features of all the nations on a map, and then let individual players fill in the details on their own nation themselves.

Multinational maps are strong constraints on roleplay, and demand a high level of cooperation between neighbouring nations to establish consistent histories, languages and so forth.

A problem with the consistency of maps is player turnover; because nations join and leave NS at a fairly high rate, many nations on a map will disappear over time. Mapping the North Pacific (done for a while by Thel D'Ran), for instance, is a Sisyphean task. This can be partially handled by clearing vacated space to make it available for new nations and rewriting history to match (likely to get annoying in the long run), filling the space with largely-inactive puppets representing the former nation, or only allowing nations who are very active in roleplay and likely to stay around a while.

A player in charge of a multinational map is colloquially known as a Map God.

relevant

Religion is a strong element of both the gameplay and roleplay aspects of NS. In line with the predominantly Western background of NS players, most religious issues assume that the dominant religion of NS nations is Christianity, although others, including a bloody cult dedicated to the worship of Violet, are mentioned.

Roleplay Considerations
Players generally assume that the religion described by daily issues is just a placeholder for whatever religion or religions are present in their nation. In line with the tendency to mould a nation after one's own image, often this will be the religion they themselves follow. Some nations follow religions based on other aspects of their background (such as being a nation of Elves.) Other players prefer to invent completely new religions or sects, although these rarely gain much influence outside their own nation. Notable exceptions to this rule are Sirithilism, Reich-style Christianity, the historical Ton Ton Macoute, and the Order of the Invisible Hand.

Orthodoxy
With roleplayed faiths that have real-life equivalents, how the religion's existence is justified in a fictional nation varies. (In the NS world, which country was Buddha born in? What direction do Muslims pray to?) Because of this, various flamefests have emerged between nations who have resolved this inconsistency in different ways; there are several nations that claim to be the seat of the one true Roman Catholic Pope, for instance. Generally, this kind of appropriation of real-world entities should be handled carefully, and particularly in the case of religion, which is likely to get other players very hot under the collar; it's best to make sure it's okay with everybody you roleplay with first.

Religionwank
Like other forms of wank, this is essentially making up a religion in order to be offended about something, usually a UN proposal. If the UN proposes that quotas be put upon the hunting of hoary marmots, it's easy to respond 'My Ascending Theokarnitic sects consider the hunting of the marmot to be a core pillar of their faith! How can you oppress them so?' rather than coming up with actual arguments. On the other hand, doing this with pre-invented religions is considered more acceptable, and if someone invents a religion on the spot in the hopes of stimulating good RP (rather than just being obstructionist), there is less of a problem.
The International Fair Trade Agreement is a treaty that forms a closed trading bloc of nations that have chosen to trade only with other nations that have made a commitment to protect workers' rights. The IFTA was created by a CACE initiative and was quickly ratified by a large number of other nations. It is currently one of the largest formal trading blocs in the world, and the only to require legal commitments from signatories to maintain a living wage, a safe workplace and a economy which respects the ideas of worker's rights within their nations. Other than meeting the standards set out in the treaty, there is no restriction on membership - any nation may sign the agreement and join the IFTA trading bloc, except (by general agreement) puppets.

Religion is a strong element of both the gameplay and roleplay aspects of NS. In line with the implicit assumption of a modern Western state, most religious issues assume that the dominant religion of NS nations is Christianity, although others, including a bloody cult dedicated to the worship of Violet, are mentioned.

Roleplay Considerations
Players generally assume that the religion described by daily issues is just a placeholder for whatever religion or religions are present in their nation. In line with the tendency to mould a nation after one's own image, often this will be the religion they themselves follow. Other players prefer to invent completely new religions or sects, although these rarely gain much influence outside their own nation.

There are always nations who take an Anti-UN position in NationStates. These nations have decided that the potential benefits gained from UN membership (such as invasion play, proposal submitting and approving, etc.) are not worth the costs.

The costs associated with UN membership include threats to sovereignty, undesired changes to national statistics (as imposed by the Compliance Ministry), and a wide variety of philosophical differences. Others choose not to be members of the UN for Roleplaying reasons.

Some see the UN as an attempt to impose a world government over the entire collection of NationStates. This theory is dismissed by its opponents by pointing to the statistics that show that only about one-third of all nations are in fact UN members. (The number of puppets ineligible for UN membership probably skews this figure significantly.) Various attempts to form a credible competitor organisation to the UN have never had very much success, however, partly because of the difficulty of attracting enough players into such alliances, but mostly because (unlike the UN) these alliances are unable to directly affect national statistics.

A distinct variety of anti-UN sentiment originates from n00bs who join the UN thinking it will be much like the real-life United Nations or without reading the list of past resolutions. The n00bishness of this variety of anti-UN sentiment has led many UN members to dismiss more serious anti-UN concerns.

FAC
Wank
The derogatory term "wank", originally slang for masturbation, or hacker-speak for a particularly clever and quirky styling, has a special meaning in NationStates. In the NS usage, wank is the abusive over-use of a particular strategem, technique, or style. The word "wank" is often hyphenated to form a specific type of wank, as shown below. Remember, wank is not always bad or a godmod, but some forms can be.

Tech-Wank
The most common and least offensive form of wank. It is abuse of high technology, either to break the laws of reality , or to enforce adherence to minutae on an RP not concerned with technicalities of combat systems.

In general NS, most people are not technophiles, and will become irked when you proceed to explain to them exactly how your 8mm Tungsten-Carbide, Armor-Piercing, Fin-Stabilized, Discarding-Sabot fletchette firing assault rifles are perfectly designed to penetrate their mere level three kevlar vests; this would be considered wank because most players would not know about the benefits of TC/DU APFSDS Fletchettes, and would negate their infantry armor. This is NOT a godmod, however, since it does not change the rules of reality or break the roleplay. (And yes, I used my own weapon as an example of wank. It's the SAG ACR, if you want to know.)

However, announcing that, because your opponent only claimed to use "RPGs" on your tank, it did no damage (since the RPG-7 is incapable of piercing the glacis plate of a Main Battle Tank, and your opponent did not use an RPG-29 specifically) is tech wank AND a godmod, because it allows you to ignore their attack, and take no damage. Most players couldn't tell an RPG-7 from an SA-2, and they had the right idea (firing rockets at a tank), but not the intrinsic knowledge of weapons. In this case, assume that they are using the correct weapon.

Most blatant of tech-wank is the "inpenetrable shield" and the "unstoppable bullet" syndrome, in which the technology becomes a get-out-of-jail-free card, allowing blatant godmodding to be disguised as legitimate gameplay. On a side note, the effect of an unstoppable bullet striking an impenetrable shield has proven catastrophic.

Magic/Psy-Wank
Generally, the most offensive form of common wank. It is the use of magic or psychic powers to drastically alter the flow of an RP in an un-agreed-upon manner. Just as tech-wank does not preclude high-end tech use, magic wank is not simply the use of powerful magics, but the use of magics to break the RP.

For example, using your psychic or Magical Scrying abilities to instantly reveal your opponent's every move would be magic wank to a godmodish extreme. Like its technological twin, the impenetrable magic shield and the Power Word Kill are surefire techniques to be ignored on charges of Magic-Wank.

Jedi-Wank
Not common, but definately annoying, is the use of Jedi armies. Pretty self-explanatory, really.

Gene-Wank
This is one of the hallmarks of potentially great sci-fi and usually terrible RP... the use of genetic engineering/cloning to gain an advantage in an RP. This is not a rail against all GenEn in roleplay, but rather against UNSTOPPABLE, LIVING DEATH-MACHINES OF DOOM that tend to pop up every once in a while. For the use of story purposes, or scripted character-RP, this can be a great story-arc; when utilized for an advantage in a conflict, particularly en masse, it is wank of the highest caliber.

God-Wank
The mother of all wanks and godmods, it is the use... any use of Divine Intervention to sway an RP to your favor. You want to have Deus Ex Machina in a thread? Write a story. There are very few, if any, players who would tolerate the use of the Almighty, or even a Semi-mighty, to let you win a battle.

Realism-Wank
The opposite of techwank, though closely related to it. Claiming that nothing but real, existing stuff exists, comparing and arguing over FAS.org statistics, constantly bitching about others not doing the same, and, in extreme cases, claiming that nations not using RL equipment don't possess any equipment at all. (EOTED had to suffer from such a case).

Weakness-Wank
Developed on IRC, this is a somewhat humoristic version, where NS players flaunt their weaknesses, rather than their strenghts.

Number-Wank
One of the most, if not the, most common kinds of Wank. This comprises of using excessive numbers of Money and/or Equipment without any kind of rational thought, logistics, or whatnot. Incidentally, this can apply to basically any other kind of wank (With the possible exception of Weakness-Wank), it also includes claiming puppet populations or simply ignoring NS population statistics (E.g. to create galactic empires with multitrillion populations).

Statwank
This can refer to blatantly flaunting ones' UN stats, disregarding any kind of roleplay, as well as flaunting (biased) calculator stats, RL equipment stats (See Realismwank) or, even more amusingly, made-up equipment stats. Also refers to posting page-long statistics without any kind of actual content, be it numbers (See Numberwank) or weapon statistics. Poll-group wank ("99.847% of my citizens agree with me and think you smell") also falls into this category, as it's unrealistic to claim unflagging and total domestic support.

Caliber Wank
Rare among Players, but common in N00bs, this is the use of obscene cannon sizes, such as 800mm Artillery. Nations participating in Caliber Wank are probably compensating. See also: "Fascist White States".

IGNORE Wank
This is the Wank of choice for Anti-N00bs, who serve as a sort of xenophobic N00bish Rear Guard against other N00bs. IGNORE Wank is the overuse of IGNORE and IGNORE technology. You may be comitting this Wank when you create a special "IGNORE Cannon". You are committing IGNORE Wank when you make an IGNORE Storefront.

The most common use of IGNORE Wank is by nations who IGNORE anyone they don't like, lost an RP to in the past six months, or otherwise feel like falling into a bitch-fest with. IGNORE Wank often leads directly into Flaming, as both sides accuse the other of being the worse N00b. This is the most likely form of Wank likely to escalate into a breach of Terms of Service.

Honorary C'tan Wank
Self proclaimed on IRC, this medal is awarded to nations participating in God Wank, Tech Wank, Psi Wank, occasional Magic Wank, occasional Realism Wank, Gene Wank all in one efficient package, and for the low, low price of an internet connection.

Disclaimer
Remember, wank can be a godmod, but not always. Sometimes, an accusation of wank is simply a lack of knowledge on the part of the player complaining. Think before you accuse or condemn. Unless they have The Lord Jesus Christ in a tank. Then, complain away.
English is one of the principal languages of NationStates, it is used by different nations in different ways. In Gameplay it is usually the medium of communication except in regions based around certain RL nations. In Roleplay, a great deal of nations have English as their primary language. Rather then attributing historical developments in roleplay (e.g. to origins in the region of England), this is simply because a majority of the NS players are from English-speaking countries such as the United States, Great Britain, Canada and Australia. (With Dutch players having the largest non-English presence.)

Virtually all Roleplay is in English and the language for interaction between characters of different nation is often also English, at least OOC. Sometimes, English is used OOCly while assuming that the characters are speaking an IC language that is either fictional or incomprehensible to other players. (An example of a fictional language is "Celdonian" in Celdonia, which is functionally similar to English.) Using another language is sometimes indicated by using a different colour for the spoken text when players do not want to assume away the language barrier but still want other players to understand what their characters are saying.

Basics
Gabran is the capital city of Rehochipe, housing the Cave of Reckoning and the Quinquates and Ministerial headquarters of all five Ministries, as well as virtually every international embassy.

Tourism
(The following is an excerpt from the Looney Planet Guide to Rehochipe, by the dissident Shiree 'Rough' Guido Hooley).

Gabran, the administrative capital, lies at the southeastern edge of the Mokole Plateau at the fringes of the Atelskrust, hanging over the cliffs. The surrounding land, fed by the Krata, is cooler and damper than most of the country but only rarely suffers the winter cold spells suffered by Bakrata. It's also a lot more spread-out than Bakrata, and a great deal more verdant; even the city centre is riddled with good-sized parks. Despite this, it's pretty pleasant to get around; it's relatively cool, almost entirely flat and has a well-developed tram system.

Gabran's heart is the Old City, a haphazard conglomerate of colonial architecture and recent building projects. Its nominal centre is the old Celdonian Fort Wafootoo, a sprawling combination of fortress, palace and government building in the Celdonian neoclassical style. Much of it is open to the public (the remainder mostly stores remnants of the colonial era). Facing it is the Great Market, a rowdy and labyrinthine affair that is about as vigorous as Rehochipe's economic activities get.

Surrounding this is the Circles Quarter, a sprawling system of circular parks ringed by housing and workplaces. There are entertainment and culture venues here, though Gabran still lags well behind Bakrata in this respect, and you'll have to search for them. Smaller, but one of the most picturesque districts of Gabran, is the Hang. The district lies within spitting distance of the Old City, in the worryingly steep cleft that the Ecker river, a tributary of the Krata, cut in the cliffs; originally settled as a way of escaping strict colonial zoning laws, it has one very wiggly road and a great many narrow alleyways entirely composed of steps. Its residents may be identified by their overdeveloped calf muscles. Apart from the incredible steepness and the pretty buildings, there's not a whole lot to do here, although hang-gliding enthusiasts have colonised a good chunk towards the lower end.

Eating is pretty good in Gabran. The city is riddled with tgana bars: well-reputed for food are the Shattered Fasces on Granite St, the Naughty Rodent on Zola, and the Pamphleteer on Efreet. The Gypped Knee (Sibylline) is also excellent, but tends to be overcrowded with hungry diplomats. For conventional restaurants, the area between Ambassador Road and Quintian Park has the highest density; Gabran is the best place in Rehochipe for international cuisine, and you should be able to find good Paristani, Xikuang and Ecopoeian restaurants with no problem at all. For Rehochipean gourmet stuff you're better off in Quon or (once again) Bakrata. Particularly useful to the tourist in a hurry is Sokane Street, which is almost entirely taken up by take-out places, including some of the best Hackneyite rat-kebabs you'll eat west of the Wall.

This is a good point to mention Rehochipean eating codes. While about 10% of Rehochipeans are vegetarian, roughly 60% more are hunt-ethos (briefly, they'll only eat animals they've personally killed one of, as well as a bunch of other strictures on animal and environmental welfare). In effect most hunt-ethosans are also veggie for the most part; on the other hand, Rehochipe has more livestock than agriculture, so even pretty good meat tends to be quite cheap, provided you're in a place that sells it. (The enthusiastic carnivore would do well to head to Edile, where Arcnovian cuisine centres largely around lumps of cow).

As far as galleries and museums go, Gabran is very much Bakrata's poor cousin, but there are still some respected spots: the National Gallery is worth it more for the adjoining 'experimental landscape' of the Atrapani Gardens as it is for the dreary portraits of national greats. (If you're into that kind of thing, the sculpture at Granite Square is far better stuff). Similarly, the National Museum is really just a showcase for the far greater collections of the Bakratan museums, though Gabran's Atelskrust Library is quite the equal of its highland twin.

Those sniffing after a red-light district will be disappointed to discover that the colonial Loosemarket is pretty much defunct; prostitution isn't really a last-resort profession in Rehochipe, and consequently operates on the prostitute's terms. Most work from home; the register is widely available. If you're expecting it to be cheap, however, prepare for a nasty shock. Outside the Atelskrust cities, red-light districts do exist; everything else is much the same.
Nominations for bureaucratship
Rehochipehttp://archive.nswiki.org/index.php?title=Non-humansNon-humans2004-10-10T13:33:26Z
Rehochipe: fixed links

Races inhabiting the NationStates world other than humans are often referred to as "non-human." If they tend to be close to human (as in the case of Elves and Dwarves especially) or humanoid, then they are sometimes called "metahuman."

Some nations regard the use of nonhuman sentient species in RP as a form of godmoding, and nonhumans are generally more prevalent in Future Tech or Fantasy Tech nations. Generally, however, it is tolerated as long as species are functionally human for the purposes of RP; like most RP aspects, there is no indication of there being non-human species in gameplay proper.

Varieties
Most predominant (apparently, although actual numbers are hard to come by) amongst these are the Elves but other races such as Orcs, Clangers, Dwarves, Catpeople and Lizardmen are also common. Other races, typically extraterrestrial in origin, are only found in one or two nations, such as the Sakkra, ZhuQaiya, Necrontyr of C'tan, and Kzin. There are also truly unusual species or subspecies limited to singular nations, like the Reploids of Reploid Productions or the panNorm of S-14. Many species or, at least, modes of life are artificial in nature, such as Mechanoids like those in Zero-One or, again, Reploids.

It is difficult to define the various non-human species of the NationStates multiverse because there are many overlapping names. For example, there are several different forms of Catpeople; Noldorin Elves are different from Sindarin Elves which are further different from Dark Elves which are different from metahuman homo sapiens nobilis Elves although all share a same basic external similarity and thus all share the name of "Elves."

Cultural Effects
Non-humans are sometimes discriminated against in predominantly human societies, which occasionally results in persecution ranging from day-to-day racism to organized, doctrinal genocide such as in The Reich. In response to this, some non-human nations tend to unite in organizations such as the Non-Human Union in an attempt to sectionalize themselves away from humanity while others join multicultural alliances such as the United Alliance of Progressive States or the Triumvirate of Yut in an attempt to engender better understanding.

Again, it is difficult to accurately define the cultural effects of nonhuman populations as the cultural effect of nonhumans varies from society to society. Some primarily human societies have no qualms concerning nonhumans. Some react with fear and hatred. Other societies are primarily nonhuman to begin with, but may be of only one particular kind of nonhuman and are undeniably racist against other forms of humanity or nonhumanity (this is depressingly common).

Varieties

The current Minister is Sensei Amadeus Sable.

International Relations
Rehochipe was a member of CACE when in the UN, and retains strong links to the organisation. It is a signatory of IFTA.
Since every citizen of your nation comes under your RP jurisdiction, however, it is legitimate to create and run characters with marginal or no political involvement, purely to add depth to your roleplayed nation. It is considered bad etiquette, however, to create or appropriate characters from other nations without permission.

Occasionally characters will slip over to the gameplay side of things, as puppet nations carry the name of a character and the player/character begins to interact in one of the many gameplay modes.

Most characters can be found in the NationStates and International Incidents forums, though several have been seen in the UN and General forums as well.

Rehochipehttp://archive.nswiki.org/index.php?title=Tech_levelTech level2004-10-08T13:22:41Z
Rehochipe:

The fairly ambiguous daily issues that define NS nations often suggest, but do not necessitate, modern-technology nations of much the same social, economic and technological structure as the real-life Western nations. Many people consider this to be a restrictive format that spoils the fun of roleplay and nation-building, and as a result many variations have developed.

However, the vast difference between nations can pose difficulties in international roleplay, notably war and trade. Because of this, it is useful to agree Tech Level beforehand. It is the decision of each player how to play his or her nation, but you should probably choose a Tech Level and stick with it (or progress naturally). Those who roleplay their technology irresponsibly will frequently be accused of godmodding.

Modern Tech uses the conventions of present day availability. You may generally assume that technology available to real world nations is also available to your nation. It is generally assumed to be the default position.

Modern +1 Tech uses modern technology, plus allows for things currently being researched. This is much more restrictive than Postmodern Tech, and usually keeps technology within ten years of the present.

Future Tech uses a variety of different future effects. Your nation should check OOC with any potential enemies before committing to roleplay in Future Tech. The tech levels may be based on Star Wars, Star Trek, or any other futurist / science fiction variant the player may choose.

Fantasy Tech will be based in whatever conventions the players choose. Whether Elves or Vampires or something else, the tech conventions should be somewhat defined and understood before playing in this sort of campaign.

Past Tech can range from the Peloponnesian Wars to World War II, or even fictional histories.

Postmodern Tech is a halfway point between Future Tech, or "Far Future Tech", and Modern Tech. In Postmodern Tech, the societies and technologies are much like the real world equivelants, but there can be some bending of the rules. Allows roughly up until the invention of FTL travel, Teleportation, or another "rule-breaking" technology. A fickle category, but one that is popular on the forums, as it allows creativity while reins in the temptation to construct Star Armadas.

Technology at a variety of different Tech levels may sometimes be purchased at storefronts.
Similar, but not identical, is the concept of tech+1, which is to say technology that could reasonably be developed from real-life modern technology within ten years.
The Anticapitalist Alliance (ACA) is the third largest socialist region in the NationStates world, built on opposition to capitalism. It is anti-imperialist, opposed to class-division and sexism, and denounce all forms of exploitation and oppression, asserting a worldview based on the respect of our differences and the autonomy of groups, individuals and peoples. Its objective is to globalize our networks of resistance to capitalist rule, supporting a variety of governmental systems, as long as they respect fundamental human rights, anticapitalism and democratic governance.

The ACA is an alliance region rather than a geographical one. The majority of its members reside in the continents of Aperin and (latterly) Alçaera.

On 2 September 2004, the ACA joined the Red Liberty Alliance.

The Economic Revolution

Celdonia's recent history stretches back three quarters of a century to the end of the Great War, a conflict that left the nation devastated yet filled with a new sense of optimism for the future. The conflicts that had raged throughout time, eventually culminating in this latest catastrophe, left the populace disillusioned with the ruling classes constant quest for profit, a desire that had ultimately lead to the conflicts that had marred the nation’s past.

With the war over and the right to vote being given, for the first time, to all citizens aged eighteen and above the new mood of the returning soldiers led to a landslide victory for the Socialist Labour Party in the ensuing general election. During their first two terms the government set about dismantling the capitalist institutions of the nation, and within 10 years had successfully transformed the nation into one in which all major enterprises were state owned. During this period, a system of universal free healthcare was instituted, increased funding of education lead to a greater take-up of higher education opportunities amongst the populace, and a comprehensive welfare system was created to protect the less fortunate.

In the ensuing years, and armed with the greatest electoral mandate of any government in Celdonia’s history, the economy underwent a transformation that, although not entirely successful at first, eventually delivered one of the world’s strongest and most successful economies. The policies paid off, and Celdonia took assumed its place as an economic power of note. During this time the government had carefully ensured that the nation could not arbitrarily slip back into its previous capitalist ways buy rewriting the nations constitution to make sure that only huge majorities in the state legislature combined with popular referenda could undo many of the changes. The Socialist Labour Party still rules Celdonia and, due to an unprecedented increase in the quality of life experienced by almost all citizens, they do not look like loosing power any time soon.

Celdonia on the World Stage

Though never one to force its agenda on the rest of the international community, Celdonia has however played its part in international events.

Aligning itself with the Anticapitalist Alliance at an early stage in its transition, Celdonia eventually went on to successfully serve the region as its delegate to the United Nations.

Valuing diplomacy above war, the nation’s first significant contribution out with the Anticapitalist Alliance probably its peacekeeping role in Spear Chuckas, a nation torn apart by civil war. Although this incident should probably be regarded as being less than entirely successful it is believed that Celdonia’s intervention and the actions of SeOCC – a nation that would in the future become a close ally in The Coalition of Anti-Capitalist Economies (CACE), and arguably the greatest foreign influence on Celdonian foreign policy – did manage to save many lives and help restore some order.

However, Celdonia’s proudest moment involved no armies. Filled with the desire to pass on the benefits of its anti-capitalist economic miracle Celdonia instigated and hosted the first Conference of Anti-Capitalist Economies. It was from this conference that the CACE, the worlds most important anti-capitalist economic alliance, was born. Celdonia is proud to host its headquarters in a purpose built building designed by the architects of First Outside.

Celdonia’s next major involvement on the world stage was in the liberation of Ienotheisa from the invading forces of Iesus Christi, where it joined the alliance gathered by Lavenrunz. In the wake of this Celdonia was a founding member of The South Atlantic Treaty Organization (SATO), an organization from which it resigned not long after in protest at its alignment with the newly formed World Business Organisation (WBO).

More recent years have seen greater activity on the world stage, with Celdonia becoming involved in such incidents as the Jigoku Civil War, and others involving the WBO.

Whatever future historians will write about Celdonia, it is sure that when they refer to what we call its recent history they will note that it played its part in the shaping of events and in the furtherance of anticapitalism.
Rehochipehttp://archive.nswiki.org/index.php?title=CeldoniaCeldonia2004-10-08T12:09:16Z
Rehochipe: linked existing text

Political Structure

Rehochipe is a vigorous democracy, with a strong focus on consensus and discussion; party politics is not a strong feature (there is only one organised party, and it has never gained very much influence). The five Ministry Heads and the Head of State, along with other senior positions, are directly elected by the populace; local government elects representatives to vote in the quinquates, and determines local policy by a combination of referenda and elected officials.

Government is broadly divided into five interrelated Ministries on inequal size: Being Nice (welfare, crime, environment), Trade and Industry (including infrastructure), Defensive Incapacitation, Aikido and Productive Dialogue, (defence) Personal Development (education and religion) and Wu-Wei (civil liberties, legality and the arts). The Head of State holds less official power than any of these ministerial heads.

Economy

Rehochipe is a non-capitalist economy, operating a homebrewed system nicknamed 'tranquil economics', which gives relatively strong independence to individual communes but makes all ultimately members of the Ministry of Trade and Industry. Rehochipe never underwent a period of heavy industrialisation, and its land makes it unsuitable for heavy agriculture without dire environmental consequences; it relies largely on small, specialised industries, tourism and culture, although a few cash crops and some iron mining supplement this.

International Relations

Rehochipe was a member of CACE when in the UN, and retains strong links to the organisation. It is a signatory of IFTA.
