Kingdom of Tumnórë
The Kingdom is not well-known. In fact, almost nothing is known of this sovereign state contained within the borders of the ICEL.
However, it is known that Tumnórë possesses significantly more advanced technology than the ICEL itself - and perhaps even exerts great influence over the Commonality. Also clear is that Tumnórë's access to resources is distinctly limited - almost crippling - making the Kingdom entirely dependent on the Commonality for all raw resources.
