The Constitution of the Region of World Eye

Preamble
 
 
We the People of the Region of World Eye; in order to form a more democratic government, establish the rights of every nation, and enforce the Knowledge, Independence, and Perseverance of this mighty region do hereby ratify this Constitution, under the free will of every nation. Every nation hereby presiding under this constitution do hereby acknowledge that this constitution presides under all Nations of World Eye, the Region World Eye, all subsidiary World Eye Regions, all sponsored regions, and all offsite forums and websites. All nations recognize that only the Moderators of NationStates hold higher power over this Constitution
 
 
The Constitution
 
 
Section One: Nation Rights and Responsibilities
 
 
Article 1.1 - Any nation may have the freewill to reside within World Eye at any time, and likewise may choose to depart World Eye at any time.
 
Article 1.2 - No nation may be ejected from World Eye without the mutual consent of the Prime Minister, Interior Minister, and 80 per cent, or more, of the United Nations population within World Eye.
 
Article 1.3 - Every nation has the right to choose to what extent they interact with other nations and World Eye subsidiary places within World Eye.
 
Article 1.4 - Every nation within World Eye has the right to express their opinion on any topic, provided that the opinion in question is not in rules violation of NationStates, Proboard Forums or other subsidiary place.
 
Article 1.5 - Every nation has the opportunity to democratically be campaign for the Central Government of World Eye. Only nations who are members of the United Nations may be elected. All elected Central Government nations are required to remain within the United Nations throughout their term of office.
 
Article 1.6 - All nations are strongly encouraged to join the United Nations, Regional Forum, and all other subsidiary places for World Eye.
 
Article 1.7 - Every nation within World Eye is permitted one subsidiary (puppet) nation to reside within the region.
 
Article 1.8 - Nations who have subsidiary nations are required to telegram the Interior Minister or Prime Minister and inform him of the subsidiary nation within World Eye, and if you choose, any other subsidiary nation within the world.
 
Article 1.9 - Subsidiary Nations are not permitted to join the Regional Forum or the United Nations.
 
Article 1.10 - Any nation who has a subsidiary nation within World Eye is required to have their primary nation enrolled into the United Nations
 
Article 1.11 - No nation within World Eye is permitted to Invade or participate in offensive strikes against any nation or region. UN Nations are required to defend other allied regions should they come under attack from invaders in accordance with the World Eye Terms of Alliance agreement with those allied regions.
 
Article 1.12 - Nations are permitted to double post on the regional message board, but may not spam the regional message board or regional happenings list.
 
Article 1.13 - Excessive use of vulgar language or profanity on the regional message board is prohibited.
 
Article 1.14 - All nations are expected to comply, fully, with all NationState rules and terms of agreement.
 
Article 1.15 - Only a passing vote of 60 Percent of the Nations of World Eye and the mutual consent of the five Major Ministers may modify this constitution.
 
Article 1.16 - Endorsement Exchanges are permitted within World Eye provided that the Current UN Delegate has more than 4 endorsements. Nations may only have a maximum of two endorsements at all times. (this makes your UN nation eligible to participate in all activities for the United Nations.
 
 
Section Two: Regional Political Stance
 
 
Article 2.1 - The Region of World Eye shall conduct all regional affairs in a democratic fashion in accordance with this Constitution.
 
Article 2.2 - The Region of World Eye does not recognize any occupation of a foreign region on this region.
 
Article 2.3 - The World Eye Central Government shall operate under clean and democratic values.
 
 
Section Three: World Eye Central Government
 
 
Article 3.1 - The World Eye Central Government shall be composed of four Major Ministers. These Ministers shall consist of the Prime Minister, Interior Minister, Exterior Minister, and Defense Minister.
 
Article 3.2 - The four Major Ministers of the World Eye Central Government shall never cease to exist.
 
Article 3.3 - Each of the Major Offices may elect or repeal, from the former administration, up to two Lesser Ministers fifteen days after the Major Minister Elections take place.
 
 
Section Four: Elections of the Major and Lesser Ministers
 
 
Article 4.1 - Every Minister, Major or Lesser, must be elected to assume office within the World Eye Central Government
 
Article 4.2 - Elections result finalization for all Major Ministers shall be conducted on the first day of the months of February, May, August, and November.
 
Article 4.3 - Election result finalization for all Lesser Ministers, should any Major Minister choose to have Lesser Ministers, shall be conducted on the fifteenth day of the months of February, May, August, and November.
 
Article 4.4 - Major Ministers have the right to or not to have Lesser Ministers working under them.
 
Article 4.5 - Should a tie occur for any Major Minister, a re-election shall be conducted immediately. The Re-election shall last for three days. If the re-election also ends in a tie, then all Major Ministers of the former administration shall hold an Election Council, in secret, and decide the results.
 
Article 4.6 - Should a tie occur for any Lesser Minister, the current administration shall hold and Election Council, in secret, and decide the results.
 
Article 4.7 - Ministers within any Election Council shall not reveal the conversations held within the council, or reveal what Ministers voted for who.
 
Article 4.8 - Nations running for a Major or Lesser Minister may not run for more than one position.
 
Article 4.9 - A nation may be re-elected in perpetually should the nations of World Eye so elect.
 
Article 4.10 - A nation may campaign for any Minister Position at any time.
 
Article 4.11 - Polls for elections shall be placed three days prior to the first of the election months and remain unlocked until 6:00 a.m. Eastern Standard Time.
 
Article 4.12 - All Ministers are required to post any absence they may have longer than two days in the Desk of the … Minister board within the forum.
 
Article 4.13 - Any Minister who chooses to resign must notify the other Major ministers seven days in advance. If notification is not given, an immediate election lasting three days shall be established to elect a new nation for that position.
 
Article 4.14 - Any Minister may be voted out of office if jointly, three other Major Ministers and 80 per cent of the Nations of World Eye hold consensus. Should this occur, an immediate election lasting three days shall be established to elect a new nation for that position.
 
Article 4.15 - It is the duty of every nation to democratically hold the World Eye Central Government in high standards. At any time should an administration become corrupt, it is the right and responsibility of every nation to take action. If the Nations of World Eye feel that their current Administration has become corrupt and denies the rights of the Nations, then the Nations are permitted to remove the current Administration from World Eye Central Government and establish for themselves a new Central Government and Administration, in accordance with the people, if 90% of the Nations of World Eye agree.
 
Article 4.16 - At any time, may a Minister call a meeting.
 
 
 
Section Five: Duties of the Prime Minister
 
 
Article 5.1 - The Prime Minister is the top elected position of World Eye. The Prime Minister delegates the successful functioning of the Region of World Eye.
 
Article 5.2 - Upon election, the Prime Minister is required to be elected the UN Delegate of World Eye.
 
Article 5.3 - The Prime Minister is required to take a census of all nations and their UN status of those nations on the fifth day of every month and publicly post it within the Forum.
 
Article 5.4 - The Prime Minister may issue Martial Law on World Eye only in the event of invasion, other major security threat, or for testing purposes if the Prime Minister, and Defense Minister both agree to it.
 
Article 5.5 - The Prime Minister only may perform all other duties of other Ministers.
 
Article 5.6 - The Prime Minister officially signs all alliances proposed by the Exterior Minister
 
 
Section Six: Duties of the Interior Minister
 
 
Article 6.1 - The Interior Minister is required to uphold the good nature of every citizen and insure that this Constitution is abided by.
 
Article 6.2 - The Interior Minister may hold a trial for any nation in violation of this Constitution.
 
Article 6.3 - The Interior Minister shall welcome all new Nations to World Eye, provide an Introduction to the Region, and invite them to join the United Nations, Forum and all other subsidiary places.
 
Article 6.4 - The Interior Minister is required to notify the Prime Minister should a trial occur, any Constitutional modifications or Amendments are proposed.
 
Article 6.5 - The Interior Minister is required to post , daily the United Nations Region Report on the forum.
 
 
Section Seven: Duties of the Judicial Minister
 
 
Article 7.1 - The Judicial Minister shall interpret the law via this Constitution, and is liable to maintain peace and prosperity within the walls of World Eye and all subsidiary places under the jurisdiction of World Eye.
 
Article 7.2 - The Judicial Minister is required to elect a Head of Justice within one week of of his/her election.
 
Article 7.3 - The Head of Justice oversees the fair trial of any internal affair within World Eye.
 
Article 7.4 - The Head of Justice shall appoint one Justice of the Peace for every ten nations currently residing in World Eye to act as Jurors should a trial occur.
 
Article 7.5 - The Judicial Minister shall preside over all trials, unless the Judicial Minister is absent or is involved in the trial itself. In such case, a Justice of the Peace shall be appointed Judicial Minister.
 
Article 7.6 - The Judicial Minister may not appoint Lesser Ministers for the position, but must maintain the hierarchy in the articles above.
 
 
Section Eight: Duties of the Exterior Minister
 
 
Article 8.1 - The Exterior Minister is required to send Recruitment Advertisements to all “Feeder Regions” daily and to Telegram at least 10 nations daily, asking them to join the Region of World Eye.
 
Article 8.2 - The Exterior Minister is responsible for establishing alliances with other like-minded regions, and acting as ambassador to those regions should they inquire for an ambassador.
 
Article 8.3 - The Exterior Minister is required to notify the Prime Minister should any Alliance is signed, notices an invasion or liberation in another region and collect any significant information about change in the government of any allied region.
 
Article 8.4 - If the Exterior Minister finds that another region wishes to ally with World Eye, the Exterior Minister shall notify the Prime Minister for the official signing of the Alliance. The Exterior Minister may not do this on his own.
 
 
Section Nine: Duties of the Defense Minister
 
 
Article 9.1 - The Defense Minister is required to provide defense for the Region of World Eye, as top priority.
 
Article 9.2 - The Defense Minister shall gather information on any region to identify its security threats toward World Eye.
 
Article 9.3 - The Defense Minister is required to post all gathered information in a secure board within the forum that only the Prime Minister may view.
 
Article 9.4 - The Defense Minister shall report any information concerning invasions and liberations that is found throughout the world to the Prime Minister.
 
 
 
Amendments
 
 
1. Every nation has the right to freedom of expression, free speech, and freedom to relocate at any time.
 
2. Every nation has the right to a fair and open trial, and notice of up to three days of the trial.
 
3. As World Eye is a Defense Region, it shall hereby be required that the leader or member nation of the region requiring defense shall request World Eye support in their defensive needs.

The World Eye was founded on July 13, 2005 by the nation of WORLD EYE. The Nation, WORLD EYE intended for this region to be democratic and independent when it comes to Liberation. Forming alliances with the region is permitted, provided that those regions are not invaders.

The core values of World Eye are Democracy, Independence, and Perseverance.

Individual nation rights is a top priority for World Eye. World Eye strives to make it easy for every nation to participate in as much or little of the running of the region as possible. Every nation has the right to run for a Minister or Officer position provided they are enrolled in the United Nations. All nations are permitted to voice their opinion.

World Eye currently has 42 alliances. A majority of them are from the League of Small Regions, which World Eye is a member of.
