Napoleonic Empire (NE) is based on the legacy and legend of Napoleon Bonaparte, we attempt to hold up the same honor and principles of his reign and the ideals of the Revolution!!

We are a Imperial Monarchy with a Civilian Branch Government and a Military Wing. Founded out of the Regions of French Empire, Empire of France and Napoleonic Empire back in December 2004, it has been a staple amongst the Imperial Regions of NS ever since. Having had a hayday of invasions and defense action, amongst some of the most famous, Invasion of Indochina (December 2004) (Right at the start by the founding members Prince Eugène de Beauharnais and L'Empereur Matthieu) to the Invasion of Austerlitz (December 2004) and right up to the Liberation of Poland (January 2005) and the Defense of the Roman Empire (July 2005). Currently involved in a Restoration Project of the Empire and its leadership, while taking an active role with ally, One Big Island in Warzone Activity.

The Empire is currently undergoing some changes in terms of day to day operations and attempting to update outmoded laws.

The Empire has stood the test of time and has a hardcore group of members who are dedicated to Napoleonic Ideals and Legacy.

Is the Official List of accepted Citizens de l'Empire who have the right to vote, run for office and enjoy more privledges than just Residents de l'Empire (See Constitution Below) Information in regards to this People of the Empire.

Citizenship and Resident Status in the Empire

Citizenship is defined as having stayed in the realm of the Empire or having joined the forum and participated for at least one month. Application for Citizenship can be done at the Immigration Ministry and will be reviewed by the officials whom will be appointed to that job by the government. If a nation is accepted by them, then Citizen status will be applied and all rights and privileges of such status shall be enjoyed. Citizenship is defined as a privilege and not a right. Not all nations qualify for Citizenship.

All Citizens of the Empire shall have their information posted on the Official Website of the Empire under the "People of the Empire" section.

Resident status is simply anyone who lives inside the realms of the Empire.

Residents do not have beneficial priveleges as citizens do (such as voting and holding office for example).

Current Constitution of the Napoleonic Empire

Article I. The Executive Branch

Section 1. The Emperor

The government of the Republic is entrusted to an emperor, who takes the title of EMPEROR OF THE FRENCH, and EMPEROR OF THE NAPOLEONIC EMPIRE.

1. The offices of Head of State, Head Executive, Head of Government, Head Legislator,and Commander in Chief shall be vested in the Emperor.

2. The First Emperor is the nation known as Empereur Bonaparte, unless he switches nations and notifies he has done so.

3. Afterward, all Emperors will be citizens of 6 months or more that shall be elected directly by the people. An emperor can give a successor to be nominated and voted for or against when the time comes.

4. The Emperor will serve Commander in Chief of the military, command all forces in times of peace and war, and commission the officers for said forces.

5. The Emperor has the power to appoint and receive any and all foreign envoys, create or disband executive offices, and to fill any vacancies of offices in the government.

6. The Emperor shall have the power to declare war or peace and negotiate treaties of alliances, annexations, commerce, and recognition with foreign regions.

7. Upon the acceptance of a bill by the Senate by a simple majority, the Emperor may either sign the bill into law or veto it.

8. If the Emperor vetoes a bill, the Senate may override the veto by accepting the bill with a two-thirds majority.

9. The Emperor shall not have the power to veto a proposition to remove the Emperor, nor may he/she veto a proposition to remove a Councilor.

10. The Emperor may issue decrees that shall have the force of law. All decrees may be overturned by a two-thirds majority of the Senate.

11. The Emperor, when deemed necessary or asked by the Senate, will present a report of the State of the Empire to the Senate and recommend to their consideration such Measures as he shall judge necessary and expedient.

12. The Emperor shall have moderator powers on the forum, but shall not have the ability to ban people nor have access to the Admin CP unless they are the owner of the forum.

13. The Emperor may given pardons, clemency, and reprieves for any crime committed in the Napoleonic Empire.

14. The Emperor could be removed from office upon impeachment and conviction of, treason, bribery, or other high crimes and misdemeanors. The Emperor would have to be impeached first by the senate, and then put on trial to be removed from being Emperor.

15. The Emperor may declare a state of emergency during which time he may dissolve the Senate and rule by soley by decree should it become clearly apparent that the Senate is no longer able to function or the safety of the main region is in peril, thus endangering the survival of the state and empire. The Emperor shall call a national election within a month of declaring a state of emergency, thereby restoring the Senate. In the event that the Senate cannot be restored, the Emperor shall rule the land independently until such time as the people manifest an ability to govern themselves.

Section 2. Chancelier Impérial de l'Empire Napoléonien

1. Chancelier Impérial de l'Empire Napoléonien is the second in command in the executive branch. He takes over for the Emperor when the Emperor is absent.

2. Chancelier Impérial de l'Empire Napoléonien shall approve/veto all bills before they reach the Emperor.

3. Chancelier Impérial de l'Empire Napoléonien leads the Senate and is in charge of the day to day running of the region and forum.

4. Chancelier Impérial de l'Empire Napoléonien shall preside over Senate meetings and serve as Speaker of the Senate.

5. In their capacity as the Speaker of the Council, Chancelier Impérial de l'Empire Napoléonien shall preside over meetings of the Council, keeping order and enforcing rules of conduct.

6. Chancelier Impérial de l'Empire Napoléonien may designate a Député Chancelier Impérial de l'Empire Napoléonien to preside over their works with the senate in case of an absence.

7. Chancelier Impérial de l'Empire Napoléonien shall supervise the work of all those below themself in the executive branch and insure they are fulfilling their duties.

8. Chancelier Impérial de l'Empire Napoléonien can be removed from office could be removed from office upon impeachment and conviction of, treason, bribery, or other high crimes and misdemeanors. Chancelier Impérial de l'Empire Napoléonien would have to be impeached first by the Senate, and then put on trial to be removed from being Chancelier Impérial de l'Empire Napoléonien.

9. Chancelier Impérial de l'Empire Napoléonien shall only expel member states, add or remove them from the ban list, upon the recommendation of the Emperor, or by a 4/5 majority, as determined by law. Chancelier Impérial de l'Empire Napoléonien may also eject nations in the case of regional emergency.

10. Chancelier Impérial de l'Empire Napoléonien shall alter the fact book entry, upon the recommendation of the Emperor or in the determined need of an update.

11. Chancelier Impérial de l'Empire Napoléonien is appointed by the Emperor. Chancelier Impérial de l'Empire Napoléonien must be a citizen.

12. The first Chancelier Impérial de l'Empire Napoléonienis the nation of Naples and Italy/Paris City. Afterwards all other Chancelier Impérial de l'Empire Napoléonien are appointed by the Emperor, but have to be voted on by the senate.

13. Chancelier Impérial de l'Empire Napoléonien is the first person to review and decide on citizenship applications.

14. Chancelier Impérial de l'Empire Napoléonien has the exclusive duty of interpreting laws, the constitution, and resolutions as he is the link between the Senate and Emperor.

Article II. The Legislative Branch

1. The Senate of the Napoleonic Empire is the leglslative of The Napoleonic Empire.

2. Laws, resolutions, and ammendments shall be deemed passed if they receive a majority of those members voting.

3. The Senate shall be comprised of 5 people. 4 Senators are elected. Election results occur by a simple majority. Chancelier Impérial de l'Empire Napoléonien is the 5th Senator, but he is not voted for by the people.

5. Any member of the Senate may be impeached by a 4/5 vote of the Council, and a 2/3 vote of the people.

6. The Senate shall make its own rules of conduct, but it cannot withold discussions from the Emperor or anyone he deems necessary to view Senate discussions.

7. Senatorial elections happen every 3 Months, starting from January

Article IV. Imperial-Regional relations

1. No Region shall enter into any Treaty, Alliance, or Confederation; grant Letters of Marque and Reprisal; pass any Bill of Attainder, ex post facto Law, or Law impairing the Obligation of Contracts, or grant any Title of Nobility.

2. No Region shall, without the Consent of the Imperial Government, keep Troops in time of Peace, enter into any Agreement or Compact with another Region, or with a foreign Power, or engage in War, unless actually invaded, that immediate consent of the Imperial Government is not obtainable. Such action shall be for the defense of the region and shall not go over to any offensive actions or invasions without the consent of the Imperial Government.

3. This Constitution, and the Laws of the Empire which shall be made in Pursuance thereof; and all Treaties made, or which shall be made, under the Authority of the Empire, shall be the supreme Law of the Land; and the Judges in every Region shall be bound thereby, any Thing in the Constitution or Laws of any state to the contrary notwithstanding.

Article V. The Bill of Rights

Section 1. The Declaration of the Rights of Man and Citizen shall be the bill of rights for the Empire, however updating to more modern times or the state of the empire and its constitution in relation interpetation is necessary.

These are awarded Officially by the Government and are sanctioned for issuance to all people residing in the Empire as long as they meet the reuiqrements.

LOH - Legion of Honor (For Extremely Dedicated Service to the Empire)

He is also known for his aid to non-napoleonic areas, namely the Polish. He is known to show up himself at many battles, fighting right along side the men he commands unlike most other leaders in NationStates.

Prince Eugène is known for his sharp wits and practical thinking. He is the head of the civil government The Prince is a known builder, good soldier and commander, and an able diplomat, where his pen is mightier than the sword. His UN nation is Naples and Italy.

He is known for his promptness and keen ability to always show up in the right place at the right time. Always offering up his valuable opinion on matters he is a trusted officer of the Empire.

The Dominion of Marshal Mortier, MM, PHO, OSA, OOL, led by Edouard de Mortier, Duc de Picardie, also known as Emperor Charles Stefano of Prussia, Emperor of Prussia.

A close friend of the Empire, confident and always there to help Mortier is the head of the NS region of Prussia and has been with the Napoleonic Empire since our birth. With his comments and discussion he has been an excellent ally and one of our longest standing allies. Granted citizenship in the Empire, he is considered a full member of the Empire even though he not actually in the military as his UN Nation is elsewhere. His ability to work with others and the Commanders of the Empire makes him a wonderful addition to the Empire.

The Kingdom of Astridia Upsalia, OOL, MoT Matthew Kay, Duc de Varsovie.

A loyal and staunch defender of the Empire and Catholicism in the Empire, he has provided the Empire with great service and wisdom in administration.

The Federal Catholic Republic of Nova Calabria, OOL, MoT, King Camillus I, King of Venetia, Duc de Aquitaine, Gouverneur de l'Région Calabria.

A dashing young, Italian officer, known for his ability to deliver a crushing blow with his feared calvary. He joined the empire when hearing about its grand adventures and offers of opportunity. Upon time spent in the Empire he became a crutial leader in it during the time when the National Assmebly would met to discuss Constitutional Conventions and sweeping Imperial reforms. He gave the Empire its first Constitution and is knowledgable on the art of law. He served as Premier Ministre de Député de l'Empire (Deputy Prime Minister of the Empire) for all of 2005 and is still considered it de facto. He will no doubt one day come to led the Empire in some capacity.

A newer officer to the Empire, proven his worthiness, and shown the skills to be able to lead and participate in the Empire. Will be a key asset for future growth.

He is famed for his swift action and decisive nature. His ability to see the situation clearly and use his forces effectively is his greatest asset.

A German officer who joined the side of the empire for the opportunity and personal reasons. He is known for his being on time and able skills when commanding his divisions.
