From 2000-2002 Sacha and the Cairo administration worked tirelessly to secure important national facilities. Law was restored to major urban centers and outlying rural lands settled into peace. The Military Police reasserted authority, establishing distinctive District protocols. This period of containment and reconstruction was called the Cairo Protocol, after the effective government in exile.

The [[Roman Union]], [[First Union]], [[Kay Medical]] and [[Nation United Union]] were reinstated. A District Speaker is elected upon which union has majority enrollment. A total of four-hundred District Speakers were elected to Popular House. RU netting 220, FU netting 103, KM netting 43 and NU netting 34.
