Elladan Calamegil held the same principal liberal view, though; he also wished to remain autocratic over the Empire.  He did little to continue the reforms started by his grand-father; in fact he continued to pass more and more legislation that suppressed the people. He inherited a Tomania that began with a liberal reforming government and ended with oppressive dictatorial state.

During his era he began another massive building project of his own, because of the wars and rebellions Elladan wanted to people to see him as a kind man, therefore, he began a multi-billion tokken project in revolutionizes the health system.

Apothecaries and hospitals were built in every village, town, and city. Elladan institued that all people, no matter there station or caste (except for the Morquendi, the untouchables) were allowed free visitation to the medical facilities, free drugs, surgeries, and doctor visits.

Therefore, Cordon Calamegil raised taxes, for every caste even the royalty, to pay for free education, he also allowed the lower castes to be admitted into primary and secondary education. The high Calaquendi began to question the sanity of Elladan, to counter their rhetoric, he began to take their wealth and “donate” to the people. The Calaquendi organized and wanted their armies to march against Calaquendi, however, because Calamegil was giving so much of their money to the poor and to the military their loyalty stood aside Elladan and he has the treacherous Calaqueni publicly hung for heresy against the im-Bashi and treason against the Crown.
