Elladan Edrahilion Calamegil, the grandson of Supreme Cordon Elthrol Calamegil, was appointed Supreme Cordon and Lord Chancellor on the deathbed of Elthrol. He was picked because Elthrol wanted to create a dynastic Cordonship so that his family would remain the most powerful and influence dynasty in the Imperium, save for, naturally, the holy im-Bashi.

His Grandfather’s Legacy

Elladan Calamegil held the same principal liberal view, though; he also wished to remain autocratic over the Empire. He did little to continue the reforms started by his grand-father; in fact he continued to pass more and more legislation that suppressed the people. He inherited a Tomania that began with a liberal reforming government and ended with oppressive dictatorial state.

The average person was loosing more and more respect for the Supreme Cordon, the older generation had hope in him and now saw the lies coming from Imladris and the younger generations grew up in an oppressive regime. Elladan, therefore, spent much of his era as Cordon creating a more divine image of the Cordon, giving himself titles as “Lord Protector of the Mandate” and “Right Hand of the Holy Emperor.”

He used the people’s belief to his advantage, claiming the Emperor is too holy to be seen even by men and women of religious orders, and that he, and he alone, as Supreme Cordon, is the only one worthy enough to speak to the godlike Emperor. During his reign the religious fanaticism increased and also, for the first time, a code of religious believes were issued and dietary laws were written and enforced.

Socialized Healthcare and Education

He continued his grandfathers building projects of universities, schools, libraries and museums. During his era he began another massive building project of his own, because of the wars and rebellions Elladan wanted to people to see him as a kind man, therefore, he began a multi-billion tokken project in revolutionizes the health system.

Apothecaries and hospitals were built in every village, town, and city. Elladan institued that all people, no matter there station or caste (except for the Morquendi, the untouchables) were allowed free visitation to the medical facilities, free drugs, surgeries, and doctor visits.

With the building of new hospitals, Elladan needed more doctors and very few Tomanians could afford the schooling. Therefore, Cordon Calamegil raised taxes, for every caste even the royalty, to pay for free education, he also allowed the lower castes to be admitted into primary and secondary education. The literacy rate in Tomania raised from 45% for men to 99% and from 11% for woman to 86%.

Taxation and Rebellion

Because of all the new socialized systems Elladan needed high taxes to pay for his many projects. The high Calaquendi began to question the sanity of Elladan, to counter their rhetoric, he began to take their wealth and “donate” to the people. The Calaquendi organized and wanted their armies to march against Calaquendi, however, because Calamegil was giving so much of their money to the poor and to the military their loyalty stood aside Elladan and he has the treacherous Calaqueni publicly hung for heresy against the im-Bashi and treason against the Crown.

Though, he raised taxes the benefits the people received made them very happy. And with the industrialization of Tomania and the rising of the middle-class, the Avari, Tomania reached a new dawn in economical growth.
