The Wind Province contains the windiest places in the Five Rings. It is also home to some of the largest and most heavily armed airbases and missile silos in The Book of Five Rings.


The Wind Province's current Premier Shogun is model-turned star pilot, Akira Kurenai. As Premier Shogun, she still holds the unofficial title of "The Most Beautiful Flower of Petal Wind".


The Wind Province consists of six prefectures:


Blade Wind Prefecture


The wind here feels like blades cutting into flesh when exposed to bare skin, hence the name of the prefecture. Although the major airbases are not located here, aspiring military pilots and fighter plane prototypes must have their mettles tested in the Dragon Academy here, especially on days with turbulent air currents, of which there are many in this prefecture. Full-fledged pilots and fully commissioned fighter planes must then attend the annual Five Rings Aerial Combat Readiness Exercise (FRACRE), in the same Dragon Academy and usually on the same windy days. This place is hated by military pilots and fighter plane engineers alike.


Needle Wind Prefecture


The winds in this prefecture is much like that of Blade Wind Prefecture, except that this place is prone to blizzards, which makes the winds here a bit colder. As such, winds here have more of a stinging feel.


Plains Wind Prefecture


This prefecture has nothing but windy flatlands, making it ideal for wind power generation. This place has easily become the only prefecture to by fully energy-independent on wind power alone, and also the prefecture with highly obsessed environmentalist activists.


Sea Wind Prefecture


The winds here are strongest at the coasts, often bringing scents of brine. Otherwise, the inlands are much less windy. The inlands are where many major missile silos are located.


Breeze Prefecture


This is the least windy prefecture in the Wind Province, but still pretty windy compared to the other prefectures. Some of the largest airbases in The Book of Five Rings are located here.


Petal Wind Prefecture


This prefecture is filled with blossom trees (many of which are cherry, but there are also plum, apricot, apple, etc.) and botanical gardens with exotic flowers. and, it is as windy as it is flowery. Whenever the wind blows, they often carry torrents of flower petals with them, and such sights are universally revered by everyone in The Book of Five Rings. This gave rise to the largest tourism industry and some of the most expensive hotels (especially during blossom season) in the country.
