The '''Imperial Security Bureau''', or '''ISB''', is the respected and secretive Callidian Intelligence Service & Secret Police, which exists to ensure the loyalty of all citizens of the Empire, as well as to protect the Empire from all threats, both internal and external. The ISB has broad, sweeping powers, and its area extends to all areas of life within the Callidian Empire.

In addition to operating as a standard intelligence agency, the ISB is charged with national security and maintaining morale and loyalty among members of the Imperial Armed Forces and Police. The ISB stations moles among the officers of all military units in the '''Imperial Armed Forces'''; their duty is to report on any possibly treasonous activities or sentiments present among others in the units (especially the commanders), and to execute them if they acted upon them.
+

+
The ISB is considered above the law in many ways. In order to ensure the loyalty of all citizens, the ISB does not answer to anyone except the Praetor. The ISB sets its own budget, and chooses and trains its own personnel. This secrecy allows the ISB considerable freedom to carry out its objectives.
+

+
The ISB expects and receives the cooperation and obedience of the Callidian citizenry. Citizens are to be ever vigilant for signs of disloyalty or treason, and to report the offender to the ISB. Most people are afraid to voice opinions against anything the government tells them. Speaking out in any way is often taken as a sign of disloyalty and one never knows where the ISB spies are hiding.
+

+
Agents of the ISB also receive full cooperation from the government and military in carrying out their work, albeit somewhat grudgingly. An agent can commandeer whatever he or she considers necessary to complete his or her mission, up to and including Callidian military resources and vessels. An agent's orders are to be followed immediately, without question- and such questioning can be taken of signs of disloyalty.
+

+
The ISB carries out hundreds if not more operations daily, protecting the Empire from all the threats internal and external, gathering information and developing new technologies and techniques for protecting the citizenry.
+

+
The ISB is a constant presence in Callidian life. Every Callidian knows agents of the ISB are watching at all times, and act accordingly. However, not everyone actually encounters the ISB. For many loyal citizens, it is merely a presence, but rarely taking action.
+

+
The ISB Central Office is in the Imperial City. All communication and coordination is handled through the Central Office.

== Director of the Imperial Security Bureau ==
+

+
The '''Director''' is the unquestioned head of the ISB, second only to the Praetor. Most Directors use one of two ways to hold on to their position. They gather large amounts of embarrassing information for use as blackmail, or they perform invaluable services for influential politicians. Sometimes they do both at the same time. The most skilled ones hide their power, appearing as humble servants of the Empire while controlling vast power behind the scenes.
+

+
The power of a director makes a large difference. A weak director allows the government to retain much control over the ISB. A strong one, however, can usually circumvent the government and institute programs on their own authority.
+

+
It is a largely political position, and candidates are usually chosen from government or military officers, for their knowledge of the Empire and the law, or former ISB agent, for their knowledge of ISB Operations and their considerable field experience.
+

+
== Adjustments ==
+

+
'''Adjustments''' is the most elite branch of ISB. Adjustment agents are called in when the Director feels that a critical situation has slipped from the control of ISB, and that the situation is beyond the normal capabilities of the bureaus, yet is not completely hopeless in resolving. Agents of Adjustments will receive orders directly and in person from the Director. The Director will inform Adjustments what the problem is, what resources are available to find a solution to the problem, and the Adjustments team will then solve the situation. No record of their orders are ever kept and no mission files exist.

+
== Internal Organization Bureau ==
+

+
This bureau's mandate is to protect ISB's security from outside threats as well as from those from within. As '''Internal Organization Bureau''' must deal with the rest of the ISB, its agents have cultivated a highly civil manner and a strong sense of political etiquette, and then combined those with complete ruthlessness when the stakes are high and the threat is real.
+

+
== Internal Security ==
+

+
The '''Internal Security''' division is the group responsible for watching the various Departments and organizations of the Government and military, including the other branches of the ISB, and loyal citizens report any signs of treason or disloyalty among their neighbors, friends, and associates, allowing Internal Security to take action to correct the situation.
+

+
Most Callidians come into contact with the Internal Security Division. It monitors the population, ferreting out signs of disloyalty and arresting those who are or may become threats to the security and peace throughout the Empire.
+

+
Internal Security operatives have broad discretionary powers when it comes to defining what constitutes disloyalty, as well as what is considered a "threat to the Empire." Occasionally, they overlook offenses that might otherwise result in the offender disappearing into the night, never to be heard from again. This practice also makes it difficult for disloyal citizens to be certain where and when the ISB will act, since experience has proven that operatives are everywhere. This atmosphere makes all citizens alert for any signs of disloyalty.
+

+
Although they have many operatives in place to monitor for signs of disloyalty among the population, the citizens of the Empire are Internal Security's greatest resource.
+

+
Internal Security calls their field agents '''"keyns"''', while they call their investigative staff '''"dirtbugs"'''. The division has also developed their own collection of terms to differentiate between the ways they conduct a specific investigation.
+

+
To '''"audit"''' is to conduct an investigation in which the target and everyone around him knew the investigation was being conducted.
+

+
'''"Finesse"''' is conducting an investigation by asking the target's help in rooting out other traitors in the hopes they would give away incriminating evidence in their eagerness to point the finger at others.
+
+
'''"Scattering"''' is the method of grabbing someone whom you have no evidence of foul play of, and then observing the behavior of the person's associates to see if any of these react in suspicious ways.
+

+
'''"Crustbusting"''' is the method of harassing a suspect in the hopes he would do something criminal.
+

+
'''"Cultivation"''' is the method of allowing a suspect with only minor wrongdoing to proceed unhindered so agents would catch the suspect and any associates in a larger crime, and "irrigation" is covertly staging events so a "cultivated" suspect would have a greater opportunity to commit a larger crime.
+

+
Finally, to '''"Corner"''' is to set a suspect up in a no-win situation in which he must commit a crime. The Internal Security agent will then promise to forgive the crime if the suspect does a few favors; favors which inevitably cause the suspect to commit some other crime.
+

+
== Intelligence Analysis ==
+

+
The '''Intelligence Analysis Division''' studies all the data gathered by the other divisions of the ISB, and sifts the most useful information and conclusions from it. To determine whether any of the information is of relevance the division is particularly expert in activities like cryptology, code breaking, and decryption using highly advanced computer algorithms.
+
+
Encryption experts from Intelligence Analysis Division also provide and maintain the extensive encryption locks and security systems of the '''Callidian Information Network (CalNet)''', the system of computers and communications relays that links the regions of the Empire and provides rapid information access to its citizens and departments. Although the progressive encryption sequences are extremely difficult to break, the Network has suffered security breaches in the past.
+

+
The Intelligence Analysis division presents regular reports to the director of the ISB and to the Imperial High Council, keeping them apprised of information gathered by the bureau on matters both foreign and domestic. The reports of the division are considered some of the most accurate and reliable information available to the Callidian government, although many believe a great deal of information never reaches anyone past the director's office, censored by the ISB for reasons of security and public safety.
+

+
== Surveillance ==
+

+
'''Surveillance''' is the largest division of the ISB, with nearly 35 percent of all personnel in the Bureau. The quality of agents in Surveillance, however, is not always great. A good portion of Surveillance agents are candidates straight from the War, Police Academies, but these are poorly trained, albeit eager and promising. The rest are made up of well trained agents from various agent training centers.
+

+
Surveillance is tasked with uncovering beings or activities harmful for the Empire. Many of Surveillance's targets are later turned over to Investigations for more thorough action.
+

+
== Investigations ==
+

+
'''Investigations''' is the skillfully superior division of the Imperial Security Bureau, when compared to Surveillance. Many Modification agents and proven agents from Surveillance make up Investigations. Agents of Investigations are always in direct communication with the Imperial Armed Forces, allowing them to call on a massive amount of firepower and resources should the situation require it, so they could take down threats with considerably faster response time and effectiveness.
+

+
== Research and Development ==
+

+
The ISB works constantly to create new technologies to assist it in its work. This area is the responsibility of the '''Research and Development Division''', which designs and tests new devices intended for use by ISB agents.
+

+
In addition, Research and Development analyzes scientific data gathered by ISB operatives, along with technologies from other nations, seeking applications useful to the ISB and the Empire.
+

+
Research and Development is also devoted to the developing and refining of new technologies and techniques for interrogation, intelligence gathering, surveillance and electronic warfare.
+

+
Among the technologies worked on by the Research and Development Division are weapon systems, defensive systems, surveillance systems, and various types of espionage technology. Additionally, the Research and Development Division oversee the construction of the covert units of the ISB housed under Military Affairs.
+

+
Rumor has it the Research and Development Division is far more concerned with producing results than they are with observing proper safety precautions and testing procedures. For this reason, and that the fact that their work is highly classified, Research and Development facilities are often located on distant military bases and laboratories, their locations a state secret known to only the ISB and certain members of the Imperial Armed Forces.
+
+
== Interrogation ==
+

+
If a subject caught by Investigations is suspected of still hiding the information the ISB wanted to know, the subject is shipped off to the '''Interrogation''' division. The information they uncovered is sent to Investigations. The subject, however, disappears, and no one outside Interrogation is really willing to find out just what happened to them.
+

+
== Special Operations Division ==
+

+
Officially, the '''Special Operations Division''' handles emergency situations and serious threats to Callidian security. Unofficially, the division controls all ISB operations outside of the Empire, particularly operations directed against other international powers. This is the most secretive division of the ISB in part that many of its operations are technically illegal and in violation of several treaties signed by the Empire.
+

+
The primary task of Special Operations is gathering intelligence on governments, corporations, organizations and individuals outside the Empire. The ISB employs numerous agents for this purpose, and has placed spies on countless nations to gather information. It is not uncommon for ISB agents to use the information they have gathered to blackmail key individuals on other nations, allowing them greater access to information or possibly compromising that nation's security.
+

+
The information provided by ISB spies is used to plan the Empire's military and strategic operations. It is only natural to seek ways to test an opponent's capabilities and resolve before engaging in open conflict. The Special Operations Division seeks to test other nations and determine their readiness to fight against the Empire.
+
+
The division works to weaken states that are or may become threats to the Empire. It does so through clandestine means, usually using undercover agents or sleeper agents to carry out its bidding.
+

+
== Enforcement ==
+

+
The '''Enforcement''' division provides specialized muscle for the ISB. They occasionally operate for Internal Security, but most often they are working for Investigations. Enforcement is the only division that hires people who are not members of any state organization, which has earned the suspicion of the Internal Security division, who are worried the use of unindoctrinated personnel is too risky.
+

+
Nevertheless, Enforcement is thus able to increase the amount of available talent, and perform brutal, but effective, operations the Imperial Police Force rather not participate. In addition, Enforcement does its best to protect its operatives from unwarranted interferences from the Internal Security division, though a permanent tension exists between the two groups that no one could avoid.
+

+
== Military Affairs ==
+

+
The '''Military Affairs Division''' of the ISB is charged with ensuring the loyalty and security of Callidian military personnel, from the lowliest soldier to the high-ranking admiral. The eyes of Military Affairs are everywhere within the armed forces, constantly keeping tabs on the activities of military personnel.
+

+
The Military Affairs Division also acts as the liaison between the ISB and the military forces of the Empire. They most frequently commandeer military resources for ISB operations, ordering ships and troops to far-flung regions within the Empire, or even into the depths of foreign areas, with no explanation other than the authority of the ISB to issue such orders. More often than not, operatives treat military forces with respect.
+

+
== Diplomatic Services ==
+

+
'''Diplomatic Services''' is the catch-all division of the Bureau. It provides a sizable portion of the personnel for trade and diplomatic missions found in Callidian outposts, as well as political experts for governments and military leaders. These personnel are well trained and expected to perform only their overt duties, with the exception of reporting their action to the ISB. Others are more clandestine agents, some sent on specific anti-enemy missions, but most sent to establish and organize intelligence cells within their area of influence. It also is the group in charge of diplomatic spying and espionage, including defence of important diplomats when visiting foriegn countries.
+

+
== Assassination ==
+

+
'''Assassination''' is a division which is wholeheartedly embraced by the agents of other intelligence agencies; assassination has long been a legitimate means of removal of key members of the obstacles for intelligence agencies. Within Callidia and the ISB, it is considered a dirty branch, only to be used in extreme situations. While Assassination is careful to dilute this image, its agents are trained to take every advantage, to use every trick and subterfuge possible; in short, to weight the contest as much in the favor of the assassin as possible. It is a tribute to their highly trained agents that the actual success ration is higher than the theoretical one. This has only served to enhance the mystique of Assassination within the ISB.
