The Council of Four (Quenya, Risluma in Canta) is a committee of the highest ranking officers of the Imperial Military. Historically, as the same suggests, there were only four generals, the General of the North, of the East, of the West, and of the South.
Today, the Council of Four consists of eight military officers, four Fieldmarshals and four Grand Admirals. Though, the historic title of "General of the Armies of the North" and "General of the Armies of the East" ect. still exist as ceremonial titles.
