The Holy Empire of Rhimminia is an ancient nation claiming the stars. The emperor, or Íquanndírus, weilds absolute power, ruling throught the Senate, a collection of the empire's best administrators, lawyers, bureaucrats, military officers and ambassadors. The Emperor's power comes from the "Mandate of the Lord", which gives the head of the Numenáius family the authority to rule.

The senate

An advisory body with quasi-legislative powers, the Senate has 1008 members, appointed by the Emperor (on the recommendation of the Lord Censor or of the Emperor’s own accord) for life, until voluntary retirement or until removal by the Emperor. The Senate meets at the pleasure of the Emperor, in the Grand Audience Chamber, the Emperor’s cavernous throne room.

Senators may, individually or collectively, propose legislation to the Emperor who may make the laws or not at his discretion. As the Senate is a collection of the empire's most experienced public servants, soldiers, judges and politicians, its opinion has great bearing on the Emperor’s decisions, and as it is intricately linked with all facets of government its advice is very important to the proper governance of the Holy Empire of Rhimminia.

The Emperor appoints Senator to fill the highest government positions and military commands. Senators are sent as negotiators with other nations, they are chosen to govern the Quadrants of the empire. A seat in the Senate paves the way to the highest positions in government, and as such, hopefuls work very hard to impress the right people to climb the ladder.
