The Constitution of the Confederate Sociocracies of Mulhollandgradia

Preamble: The Confederate Sociocracies of Mulhollandgradia is a voluntary association of autonomous sociocracies. In order to promote social justice, certain decisions shall be taken for the confederacy. These decisions shall be binding on all constituent sociocracies.

Purpose: The Confederate Sociocracies of Mulhollandgradia exists to promote social justice. The primary way that it seeks to promote social justice is through the promotion of the NUBOS (New Union of the Brotherhood of Socialists) Pact, protecting Social Democracy, utilizing the Electronic Grain Unit (EGU) as the national currency, obeying United Nations resolutions, and through peacekeeping operations.

Head of State: The Confederate Sociocracies of Mulhollandgradia is a constitutional Lord Protectorship. The leader of Horvathia-Augusta is the Lord Protector of the confederacy. The Lord Protector is the head of state and serves an honorary role in uniting the country and rewarding heroic citizens. All political and military acts are accomplished in the name of the Lord Protector.

Horvathian Parliament: The Horvathian Parliament shall be composed of nine representatives elected using proportional representation from each sociocracy. All proposals become law after attaining a simple majority. Constitutional amendments require a three-fourths majority and the accent of the Sociocratic Consulate. Parliamentarians serve five-year, renewable terms.

NUBOS Minister: A NUBOS Minister shall be chosen from among the members of the Horvathian Parliament. The NUBOS Minister chairs the Sociocratic Consulate, represents the Confederate Sociocracies of Mulhollandgradia internationally, and seeks to expand NUBOS. The Horvathian Parliament makes no other government appointments. The Horvathian Parliament may remove the NUBOS Minister with a constructive vote of no confidence.

Sociocratic Consulate: The Sociocratic Consulate shall be composed of ambassadors sent by each sociocracy’s premier. The Sociocratic Consulate’s duty is to provide for the defense of the Confederate Sociocracies of Mulhollandgradia. It does this by regulating each sociocracies national guard and advising the NUBOS Minister if it sanctioned military operations. Additionally, the Sociocratic Consulate has the responsibility to ratify treaties and make national appointments to the national departments and judiciary. Its actions require a three-fourths majority.
