Introduction
The July 2005 - Constitution of the USSM provided for a Lord Protector as head of state. This position was elected nationally for a lifetime appointment. He now rules directly over the independent territory of Horvathia Augusta. The Lord Protector is a unifying figure, with few political powers and a constitutional prohibition on commenting about politics. The position has now begun to be understood as the visible leader of the Horvathian Church.
On August 17, 2005, a constitutional convention signed and then had ratified a constition for a new country, the Confederate Sociocracies of Mulhollandgradia. A sucessor for the Lord Protector will probably be decided by the Sociocratic Consulate.
The Constitution of the Confederate Sociocracies of Mulhollandgradia
Preamble

Constitution Amended August 23, 2005
Amendment 1: The Horvathian Sociocracies of Mulhollandgradia
The official name of Mulhollandgradia is hearby changed from the Confederate Sociocracies of Mulhollandgradia to the Horvathian Sociocracies of Mulhollandgradia in order to affirm that the country defends the Horvathian principles of Brotherhood, Equity, Tolerance.
Amendment 2: The Virtuous Guidance of Horvathia Augusta
In order to further assure that the Horvathian Sociocracies of Mulhollandgradia implements a foreign policy compatible with Horvathian principles, a representative from Horvathian Augusta, despite its full independence from the Horvathian Sociocracies of Mulhollandgradia, will be offered a voting seat at the Sociocratic Consulate.
Amendement 3: The Selection of Prime Minister, Guided by Horvathian Principles
Section 1: In order to further assure that the Horvathian Sociocracies of Mulhollandgradia implements a domestic policy compatible with Horvathian principles, the Lord Protector will be given the right to name a Prime Minister.
Section 2: After selection, the Horvathian Parliament will attempt to confirm the choice with a majority of the members of the Horvathian Parliament. If this fails three times, the Lord Protector will again name a Prime Minister. After this selection, the Horvathian Parliament will be allowed to confirm the choice with a plurality.
Section 3: In the event that the Parliament is incapable of functioning in this manner, the Lord Protector may propose to the Prime Minister that the Parliament be dissolved and new elections be called. If they both agree, elections occur one week later.
Section 4: The Prime Minister shall fully replace the NUBOS Minister both in status and in political authority.
Amendment 4: The Horvathian Parliament Represents People, Not Sociocracies
The Horvathian Parliament is hearby elected through proportional representation throughout the entire country. Political parties must have one-twentieth of the total vote in order to gain representation in the Horvathian Parliament.
Amendment 5: The Lord Protector's Right of Refusal
The Lord Protector has the right to refuse accent to any law passed by the Horvathian Parliament that he deems does not represent Horvathian virtue. Only the unanimous vote of the Sociocratic Consulate may overrule this decision.
Amendment 6: Reform of the Horvathian Parliament
Constitution Amended: September 3, 2005
The Horvathian Parliament shall be composed of one hundred members, regardless of the number of sociocracies that are members of the Horvathian Sociocracies of Mulhollandgradia. The entire Parliament shall be up for re-election at least once every five years.
The Horvathian Liberties

Amendment 7: The Horvathian Free States of Mulhollandgradia
Section 1: The official name of Mulhollandgradia is hearby changed from the Horvathian Sociocracies of Mulhollandgradia to the Horvathian Free States of Mulhollandgradia in order to affirm that the country defends the Horvathian oath of "Free Brotherhood." Section 2: All states that are members of the Horvathian Free States of Mulhollandgradia are free to seceed from the Confederation at any time. As members of the confederation they retain all sovereign rights, except those prohibited by this constitution and those held in common. Section 3: The only rights held in common are the promotion of a free market within the Horvathian Free States of Mulhollandgradia, environmental protection, and international diplomacy.
Amendment 8: The Illegality of Income Taxation
Section 1: All non-consuption based taxes are illegal in the Horvathian Free States of Mulhollandgradia, both together and individually. Section 2: All legal taxes must be applied identically on all products and have an equal impact on all citizens. Section 3: The Horvathian Free States of Mulhollandgradia, toegther and individually, must abolish all forms of income taxation by 2006.
Amendment 9: The Illegality of State Enterprise
Section 1: The Horvathian Free States of Mulhollandgradia, together and individually, are prohibited from owning any corportation, enterprise, or property. Section 2: The Horvathian Free States of Mulhollandgradia, toegther and individually, must abolish all forms of state ownership by 2006.
Amendment 10: The Principle of Non-Intervention
Section 1: The Horvathian Free States of Mulhollandgradia, together and individually, are prohibited from passing any law, unless it is designed to prevent harm to person other than the one it governs. Section 2: The Lord Protector can halt the enforcement of any law that does not pass this standard.
