Parliament
There is a parliament which represents each of the provinces, including a parliament for Listeneisse itself. But it is strictly for local -- internal -- law. Parliaments have no power to set national policy without the approval of the Royal Government, or international policy at all except in terms of local and regional interrelations.
Legislature is formally considered something apart from the Royal Government, though legislative representatives have a good chance to make pleas before the King as representatives of the people -- acting as their ombudsmen.
