List of Local Goverments in The Stainless Banner

Following the three tiers of the Confederate Constitution, a blanket destruction of government isn't possible, first the states were made anarchist, then the federal goverment, however in the origanal South, several local goverments have yet to read the writing on the wall. The largest is the Leesburg City Cousil, and the largest concentration is in North California.
