The High Commander

The High Commander is the title of the "emperor" of Zukariaa. The position is elected by the people to be served out for life. The successor does not have to be of the same family, and usually is not. The High Commander has power over everything, and can do whatever he likes. They generally listen to what the people want, because most Zukariaans care for other Zukariaans enough to want them to not be miserable.
