Viktor Nizhyn Draugen (Jan. 24, 1959 - Present) is the 11th President of the Federal Republic of Belarum, serving since the year 2000. His contemporaries have considered him one of the greatest Belarian presidents in recent history, and enjoys high popularity domestically despite his political party's loss of a plurality in the Belarian Senate.

Draugen is noted for his more diplomatic approach towards foreign policy, and his populist stances on issues that matter most with voters. Some of his more notable accomplishments as president include the reduction of the defense budget and the welfare state, balancing the federal budget, the regulation of the finance, telecommunications, and oil industries, the enaction of major environmental legislation, and a landmark trade agreement with the nations of Triera and Peace-Loving States.

Viktor Draugen has also been noted to act as a more forceful opposition to the Soviet Union in international affairs, and has recently been attempting to form strategic alliances in the region to counterbalance Soviet hegemony in the European Union.

Viktor Draugen was born on January 24, 1959, in Hindigen Park, an affluent community outside of Costanja. His father, James Draugen, was heavily involved in Dane Street as a stockbroker and corporate financier. His mother, Penza Draugen, was a trial lawyer. Both James and Penza came from old, wealthy families of Anatusian stock.

He attended Norma Wilda Secondary School in Hindigen Park, and graduated 31st in his class of 298 students in June 1977. After graduating, he opted to attend the University of Anatusia in Marzen, a public university founded and funded by the state. During this point in his life, Draugen made a conscious choice to earn his living based on merit as opposed to his high class standing. He graduated the university in 1981 with a major in International Relations and two minors in Political Science and Russian Studies.

In August 1981, Draugen enlisted in the Navy of the Federal Republic for two years at officer level, receiving his training at the Naval Academy in Bastia. He served out his two years across the European Union on the F.R.S. Barrio, a destroyer stationed in the Mediterrannean Sea, the Atlantic Ocean, and the Arctic Ocean between October 1981 to March 1983.
