Rogue Protoss

The Theocracy of Rogue Protoss is a very large, environmentally stunning nation, notable for its compulsory military service. Its hard-nosed, intelligent population of 69 million are fiercely patriotic and enjoy great social equality; they tend to view other, more capitalist countries as somewhat immoral and corrupt.

Geography

The country is based on a series of islands,and somewhat hilly and rich in natural resources, such as coal, silver, and gold.

Templars of Shakuras is located in the Taijitu Region. It is composed of 5 major provinces: New Antoich, Antoich, Asar, Ni Monn Adun and Scion. The region is quite cool for much of the year and rain is common, but there is a great deal of plant and animal life which thrives in the jungles.The highest mountain in Shakuras is Mount Razjan, which is regarded almost religiously by many Templars.

Economics

The government is expected to continue calling for private sector growth to lessen the Union's dependence on goverment handouts and increase employment opportunities for the swelling population. The average income tax rate is 58%, and even higher for the wealthy. A large private sector is led by the Information Technology industry, followed by Soda Sales and Beef-Based Agriculture.

Government

Executive Branch

Today Rogue Protoss is ruled by the Judicator Caste under the leadership of Heirach Artanis , There is, however, no individual official head of state or government in Rogue Protoss, with those roles instead being held by a body of 5 members of whom Artanis is only one. The Supreme Rogue Protoss Khala's Council has no official leader but the Heirach has always been its de facto head and consequently the de facto head of state and government of Rogue Protoss. The Supreme Rogue Protoss Khala's Council appoints Prelates to various provinces of its choosing.

Legislative Branch

The Khala's Assembly is Rogue Protoss national legislature, with 90 deputies in total, sixteen from each province. A higher-level province legislation always takes precedence over a lower-level soviet, so national law overrules provincial law which overrules regional law which overrules the decisions made by local soviets. A higher-level soviet may repeal the legislation of its subordinate soviets and the lower-level soviet cannot reintroduce that legislation until the higher-level soviet's repeal has been repealed.

Judicial Branch

The Supreme Rogue Protoss Khala's Council appoints judges to the Supreme Court of the Theocracy of Rogue Protoss. There are a total of twenty judges on the Supreme Court and all are of the same rank, although the order in which they were appointed determines precedence for the purposes of seating arrangements. The Council may remove judges and replace them at any time from the Supreme Court. The Supreme Court is the highest court in Rogue Protoss, from which there can be no appeal, and hears cases from all jurisdictions in Rogue Protoss. The Supreme Rogue Protoss Khala's Council also appoints judges to the Khala's Court, some one hundred and sixty in all, in the same fashion as it appoints judges to the Supreme Court. The Khala's Court hears cases regarding national law. Its decisions may only be appealed to the Supreme Court.

History and Politics

It began as a series of simple disagreements but eventually erupted into a global conflict that lasted untold centuries and became known as the “Aeon of Strife”. The clans continued to battle across the face of Aiur seeking the destruction of each other.The Aeon of Strife would have continued without pause, Throughout the course of his life, Khas developed a path of enlightenment for the Protoss, which became known as the Khala. Khas, aided by a growing number of Protoss warriors trained through the Khala, would end the fighting and bring his teachings to every part of Aiur. Centuries later, the Protoss still live by the Khala and, with the exception of the Dark Templar, have never fought each other since the end of the Aeon of Strife.

KHALA: THE PATH OF ASCENSION Although there were many different factors that led to the ending of the Aeon of Strife, one unprecedented discovery is cited with bringing about the radical changes of the Second Age. As the ancient, vicious blood feuds continued to take their toll upon yet another generation of Protoss warriors, one eccentric mystic stumbled upon a pivotal insight. The mystic, whose true name has been forgotten in the annals of history, was eventually named Khas or ?he who brings order?. Khas, having studied the archaic, forbidden teachings of the Xel'Naga, unearthed ancient, monolithic artifacts known as the Khaydarin Crystals.

Horrified by the warring emotions that had been tearing his race apart for countless centuries, Khas began to search for a way to heal the searing pains of his people. Khas, gathering many young Protoss together, was able to teach the new generation of warriors how to access their latent psychic bond. These young ones, suddenly free to distance themselves from the horrendous strife around them, were able to see clearly that the conflict of their race was folly. They believed that the Xel'Naga had been right to abandon them and that because their racial essence had been corrupted by the rise of ego, they were indeed a failed creation.

His theory, known as the Khala, or Path of Ascension, called all Protoss to forsake their own whims and strive to reunify their once might, communal race. The greatest hope of Khas was that the Khala would instill a new sense of essence and vitality within the Protoss race. Slowly, many Protoss gave up their ages-old feuds and rallied behind the ever-growing legions of the Khalai. This marked the true turning point in the Aeon of Strife and led to the rise of the Second Age. As the terrible wars subsided and the Tribes once more began to heal and bond, the premise of the Khala began to permeate even the deepest, most fundamental roots of Protoss society.

The Khala was not simply a guide to enlightenment; it had rules on how to live, how to govern, and how to wage war.Khas dedicated his life to extending the Khala to include every part of Protoss life, from the smallest chores to the largest problems. While Khas was unable to eliminate the clan structure that he saw as causing so much destruction, his vision of three castes was adopted. The Khala created three castes that would exist above the existing clan structure. The first was the Templar caste, which would act as the military for the Protoss, the most powerful warriors became members of the Templar caste. The second was the Judicator caste, which was responsible for controlling the government and all administrative positions inside of the government. The last caste was known as the Khalai, which consisted of all other positions in their society: the workers, laborers, scientists, and engineers, just to name a few. To incorporate the castes into the clan structure, many clans became dominated by a single caste, but no member of a clan was forbidden from joining any caste that suited them. The three castes and the many clans were ruled by the Conclave, which consisted of the elders of the Judicator caste and had representatives from the Templar and Khalai castes.

Culture

Protoss religion takes its roots from the wars that plagued Aiur. United under the teachings of Khas after several generations of warfare, the Protoss began to adhere to Khas's teachings of the "Khala", or Path to Ascension. When Protoss warriors die in battle it is believed that they have reached the "Khala's End."

There is also a strong family culture, in which elderly relatives and ancestors are treated with great respect. Arranged marriages are not uncommon even in urban areas. Families keep contact with one another across great distances, and this culture has a place in politics as well.

In addition, however, Executor Tassadar is revered by a large percentage of the population as a saviour of the nation. He is Praised daily by the People of Protoss

Military

Due to the fact that the religon of Rogue Protoss is based on war, all citizens must serve 2 years in the military, and train 3 weeks a year to maintain their edge. The Protoss professional military is composed of several branches:

  • Protoss Guard: controls the Police, the Army and the National Guard.
  • Protoss Navy: controls the Marines, the Navy and the Coast Guard.
  • Protoss Air Force: controls the Air Guard,the AirForce and Air Defense.
  • Protoss Praetor Guard: Protects holy sites and polices the other sections of the army.
  • Protoss Youth Corps: All children from the age of ten are recruited and taught how warefare, how to improvise and use weapons
  • Protoss Penal Legions: any prisoner with a sentence exceeding 5 years have the option of joing the military, after 2 years of service they are released into society, however not one prisoner has made it past 6 months...
