Partha
Partha is a very ancient nation state recently joining the modern world with a modern if somewhat schizophrenic Government of a Democracy still led by a strong Emperor who believes he has been alive for 7000 years.
It is an excellent thing that warfare is not permitted, not for any great moral convictions, but rather as the standing army while large, still uses War Elephants (Though particularly large and very gray war elephants with large nasty sharpened tusks) but supports these with Long Bows & Cross bows and long sharp Lances & Spears. In practice, this works well for suppressing riots but poorly in the modern world for defense. The people are basically peace loving with many civil liberties and a low religious fervor.
