Partha

Partha is a very ancient nation state recently joining the modern world with a modern if somewhat schizophrenic Government of a Democracy still led by a strong Emperor who believes he has been alive for 7000 years.

It is an excellent thing that warfare is not permitted, not for any great moral convictions, but rather as the standing army while large, still uses War Elephants (Though particularly large and very gray war elephants with large nasty sharpened tusks) but supports these with Long Bows & Cross bows and long sharp Lances & Spears. In practice, this works well for suppressing riots but poorly in the modern world for defense.

The people are basically peace loving with many civil liberties and a low religious fervor.

Current policy is free trade. Strong environmental protections and short work weeks. Collective childcare. No welfare programs, but many work programs. Goal is 100% employment. Large Public works department replaces welfare roles. Education is important and year round, but scholarly work subsides in warm months for Camp like activities.

Social Security exists but relies on the huge public works warehousing of unwanted seniors. (Huge nursing home complexes run cheaply) Not nice it works. Strongly encouraged national public policy to encourage keeping elderly with family. Includes tax breaks as a reflection of governments cost of placing them in nursing homes.

Medical care is universal but on the cheap. The rich need to go to private means or out of country for cutting edge care. (Think Canada!!) Helping to keep medical cost down is the Lawyer policy.

Lawyer policy: Constant attempt to ensure lawyers are constantly exiled or executed. This and free medical care help foster business concerns despite environmental regulations and work policies that would be considered detrimental to business.
