The Treaty of Yarvez

I.  The waters in the Strait of Yarvez are hereby under the joint control of Avalya and Akaeia, and no duties or restrictions may be levied upon it without the consent of both nations.  Land to its south shall be controlled by Avalya and land to its north shall be controlled by Akaeia.

II. Yarvez is to remain under the jurisdiction of Avalya and its appropriate city-region. The Akaeian Quarter will be granted 2 representatives in the Civic Council of Yarvez.

III.  An Akaeian Quarter will be constructed in the northwest quarter of Yarvez for Akaeian citizens of Yarvez to inhabit and conduct business. This construction will be paid for by the Akaeian government.

IV.  Akaeian merchants will be permitted to use the western fourth of the harbor exclusively, though it will be under the regulations of the Baypreeta Trade Authority.

V.  While any citizen of Yarvez may live in any area of the city, the Quarter will be additionally administered by a civic government, to be appointed by the Emperor of Akaeia.  The Quarter will still be subject to the laws of Avalya, Yarvez, and all other related authorities.

VI.  Avalya and Akaeia will each supply 1/2 of the forces for the protection of the Strait of Yarvez.

VII.  Akaeia will be free to resupply and station naval vessels in Yarvez with the temporal approval of Avalya.  Avalya may do the same in Ral Shantor.

VIII.  Akaeian ships will be able to sail between Akaeia and the Akaeian Quarter without paying Avalyic, Yarvezi, or BTA tariffs or taxes.

IX.  Akaeia and Avalya will work together to end piracy in and around the strait.

X.  Any alterations to the treaty must be made by a mutual agreement between Akaeia and Avalya, recognizing that Avalya's actions may or may not need the approval of the BTA.
