Count Patrique De Velice was the Prime Minister of Ouban during the Oubanarian War he was deadly agaisnt the admittance of Simonvia into the Final Alliance.
Patrique grewe up to be extemly patriotic and had a stong beleif that Ouban should rule the world, and he carreid this with him until his death in 2005 when he was killed in a scotllian bombing of the oubanarian-Aaronian palace.
