The Rogue Nation of -Outer-Heaven- is a large, environmentally stunning nation, notable for its strong anti-business politics. Its hard-nosed, cynical population of 26 million are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it juggles the competing demands of Defence, Education, and Law & Order. The average income tax rate is 63%. The private sector is almost wholly made up of enterprising fourteen-year-old boys selling lemonade on the sidewalk, although the government is looking at stamping this out.

Employers may fire workers without giving any reason, poets and writers are regularly rounded up and shot for entertainment, a weakened police force struggles to maintain law and order, and ethnic minorities are often refused admission to some of the nation's best schools. Crime -- especially youth-related -- is relatively low, thanks to the all-pervasive police force and progressive social policies in education and welfare. -Outer-Heaven-'s national animal is the snake, which is also the nation's favorite main course, and its currency is the dollar.

MILITARY

-Outer-Heaven-'s military is compsed of 5 branches, Army, Navy, Air Force, and it's privateised Militia known as Special Operational Forces (AKA SOF). Of the three, SOF is the most unique. SOF is a Multinational force similar to the French Forien Legon. SOF is lead by the the Military through OHSOC (-Outer-Heaven- Special Operations Command), but is otherwise a seperate entity. SOF provides its services to -Outer-Heaven- in exchange for government funding. This loosely tied Militia allows OH to skirt interational laws of war.
