The Alliance of Capitalists, Conservatives, and Economic Libertarians (ACCEL) is an alliance of capitalist regions and nations. ACCEL is a complex and highly organized alliance that promotes capitalism as well as national and regional sovereignty. The alliance was formed on June 29, 2005 with the ratification of the Treaty of ACCEL.

Formation

ACCEL was formed during the World Capitalist Summit hosted by the Organization of Sovereign Nations. ACCEL was designed to be a merger of the three most influential capitalist alliances: the Capitalist Economic Organization, the Conservative Defence Alliance, and MACTO. In addition to merging the above alliances, ACCEL was created to include the capitalist nations and regions who were outside the existing framework of alliances. Because of this goal it was decided that individual nations could join ACCEL even if their home region does not join the alliance.

Before the World Capitalist Summit, there had been some talk of forming an alliance to unite capitalist regions. Most of these ideas took place during February and March of 2005 in Conservatopia and The Meritocracy. Donchatryit and Sarcodina both presented plans to Conservatopia, while Jasque, who was then Quaestor of The Meritocracy, asked his region to build up the capitalist community and create a new alliance. Ultimately, all of these early ideas failed, but they had an impact on what was later to become ACCEL.

After The Meritocracy’s government disbanded on March 28, 2005, Jasque left the organization for Galts Gulch. It was there that The Anti Commi Clan encouraged Jasque to restart the process of forming an alliance to unify the capitalist world. The World Capitalist Summit was planned, and it was decided that the Organization of Sovereign Nations would serve as the neutral host of the summit.

The World Capitalist Summit lasted from April 27 to June 23, 2005. During this time many nations gave their ideas on what form the alliance should take. Two proposals were created for the governance of the alliance. One proposal set up a parliamentary system; the other proposal set up a system based on corporate governance. Many different names for the alliance were also proposed. It was decided that the alliance should take a corporate form of governance and that the name should be The Alliance of Capitalists, Conservatives, and Economic Libertarians. Jasque was assigned to write the treaty that would govern the alliance, and on June 23 the treaty was finished and ratification began. Those regions that contributed the most to the World Capitalist Summit were given the right to sign the treaty as founders of ACCEL.

On June 29, 2005 the ratification process was completed and ACCEL was brought to life.

Goals

ACCEL strives to give capitalist regions and nations more influence in world affairs. To summarize the Preamble of the Treaty of ACCEL, the alliance aims to provide defense for like-minded regions, to promote capitalism, and to “champion the sovereign rights of nations and regions in the face of the domineering United Nations.”

The alliance is not a military alliance (although it does have a military), so the goals of the alliance cannot be expressed in the typical terms of defender or invader. Instead, ACCEL prefers to define itself through its advocacy of free markets and free trade. To accomplish its goals, the alliance maintains a powerful internal structure designed to increase the ability of member regions to interact with one another. Through cooperation, organization, and collective action the alliance hopes to give capitalism and national sovereignty a more powerful voice in international politics.

Government

The Alliance of Capitalist, Conservatives, and Economic Libertarians is governed by the Treaty of ACCEL and a system of bylaws organized into the Legal Code of ACCEL. The government only has power over the affairs of the alliance and cannot violate the sovereignty of its members.

The government of ACCEL is modeled after the form of governance used by many corporations. In a corporation there exists a board of directors, a CEO (or president) and other top managers (or vice presidents), and a large number of employees. The board of directors usually creates the strategic policies of the corporation while the CEO and top managers implement those policies. In ACCEL, The Directorate acts like a board of directors and The Secretariat acts like the top level of management.

The Directorate

The Directorate of ACCEL is made up of Directors who come from the regional members of the alliance. Each regional member of ACCEL is able to appoint one ambassador to the alliance to serve as a Director. Each Director gets a single vote. In this way, all members of ACCEL are equal.

The Directorate is the sole legislative body of ACCEL, and it is charged with setting the policies of the alliance and maintaining oversight of all operations of the alliance. The policies of ACCEL are created through legislation, so a majority of the Directors must agree before the alliance can create or change its official policy on any issue. The Directorate is also responsible for hiring and firing the Secretary-General and the Secretaries (listed below). Through these two powerful tools, the Directorate shapes the long-term path that the alliance will follow.

The Directorate is headed by The Chairman who is responsible for “administering all voting and ensuring that the Directorate deals with important matters and follows its own rules of procedure.”

The Secretariat

The Secretariat of ACCEL is the executive and bureaucratic branch of the alliance. The Secretariat is responsible for implementing the policies of the Directorate and for handling the alliance’s basic activities. The Secretariat is made up of a Secretary-General and 6 departments, each headed by a Secretary. These individuals are hired by the Directorate and may be relieved of their duties at any time.

The Secretary-General, also known as the Chief Executive Officer (CEO), is responsible for administering the Secretariat and representing ACCEL to other regions and organizations. The Secretary-General may also fire members of the Secretariat and appoint temporary replacements.

The 6 departments of the Secretariat consist of:

  • The Department of Legal Affairs,
  • The Department of Trade and National Sovereignty, and
  • The Department of Administrative Affairs

Membership

ACCEL has two categories of members: Regional Members and National Members. The categories are quite clear. Regions may join ACCEL as Regional Members while nations must join as Independent National Members. This distinction was made for two reasons. ACCEL wants all capitalist nations to feel free to join the alliance even if their regional governments do not wish to join. ACCEL also wants the ability to screen nations who reside within Regional Members so that it will be more difficult for spies to infiltrate the organization. The two categories of Membership allow ACCEL to accomplish both goals.
