* Immigration Officer - Forum Elder/Administrator.  Term unlimited or until the nation resigns, ceases, or is impeached.

* UN Delegate (aslo considered an Officer) - popularly elected to a three month term, limit two consecutive terms.

<b><big>II.  LEGISLATIVE PROCESS </big></b>

* <b>Submission of Bills </b> Any AMPW member registered in the forum may submit ideas for discussion in the Government Offices.  Each also bears the right to make suggestions, criticisms and propose amendments of current bills.

* <b>Finalization </b> Once a proposal has been discussed and the wording finalized, an Officer of the Region (separate from the member who made the proposal) must sponsor the bill and format it for submission to the Voting Booth.  Each bill should be submitted with both the author and officer listed on it.

* <b>Voting </b> A bill thus sponsored and formatted will be placed in the Voting Booth for one week and shall pass by simple majority of voting members participating during that week.  The legislation will be dismissed at the end of the week if it fails to garner a majority vote.

* <b>Withdrawal for redrafting </b>  The author of the bill may withdraw the legislation up until the third day of the election week.

* <b>Elections Integrity </b>  The Elections Officer may call a misvote if there is an issue with the integrity of the election and restart it with a fresh week of voting.

Incorporation into the Articles - Any bill that passes and becomes part of the Articles of Association shall be added to the official documents by one of the Forum Elders.

<b><big> III.  CODE OF CONDUCT AND DUE PROCESS </big></b>

<b>A.  Code of Conduct The membership shall abide by the following guidelines: </b>

* Keep it clean. Debate never allows for personal attacks.
+
* Do not insult a person based on race, religion, gender, or any other sort of characteristic.
+
* Be rational. Make solid arguments.
+
* Do not be offended. People have a right to state their opinion so long as they do not break the first three rules. Just remember, we are all friends here
+
* Refrain from baiting other members into emotional arguments
+
* Refuse to participate in any unlawful or forceful takeover of power in any region.
+

<b>B.  Mediation and Hearings </b>

If a member fails to follow the above code, any member may request Mediation from the Internal Affairs Office who will endeavor to bring the conflict to a peaceful resolution through diplomacy and communication.  If such efforts fail to solve the problem, the general membership shall act as jury in a hearing to determine the course of action with guidance from the Internal Affairs Office.

<b>C.  Impeachment of Government Officers </b>  any Officer may be impeached for dereliction of duty, abuse of power, or failure to uphold the code of conduct.

* <b>Forum Elders</b>  may be impeached by a vote of a majority of Officers or by a 2/3 referendum by the Citizens of the region.

* <b>The Delegate </b> may be brought up for impeachment by unanimous decision by the other Officers.  The impeachment must be approved by a majority of active Citizens.

* <b>Other Officers</b>  may be impeached by a vote of three other officers, or by a 2/3 referendum by the Citizens.

* <b>Ejection and Banning</b> Any Officer may be denied special permissions during the impeachment process.  Any member impeached or found violating the Code of Conduct or otherwise endangering the region may be ejected and/or banned as appropriate.

<b>D.  Filling of Vacant Posts</b>

* To fill a vacated Forum Elder position, a majority vote of Officers is required.

* To fill a vacated Delegate Office a new election shall be called.

* If any other Office is vacated, the Triumvirate shall appoint a new Officer by consensus.
