THE REGION

The region of Absolution was founded by Assorro, a benevolent nation which serves as the head of the regional guard, a fiercely loyal and distinguished force comprised of citizen members of all nations.

The region does not take part in raids or invasions and states boldly that they are no longer a region of conquest but rather a growing region of peace among contrasting nations, providing the proof that nations of political ideological contrast can and do coexist in peaceful, quiet resolution.

Absolution has an open border policy and accepts all nations. In spite of size, political alignment, political history or duration that a nation has lived within the region, all nations are considered equal and granted the same inalienable right of equal consideration and representation from their very first day. They are free to run their nations as they see fit without outside interference, pressure or judgmental persecutions and no voice goes unheard.

Their regional government is comprised of representative ministers from all nations which have registered with their regional forum. Independent nations naturally possess their own government and governing style but the region is governed by a Council of Nations which mandates itself to resolving issues affecting the region as a whole. Representative ministers possess an eligible voice and/or vote on all issues and can propose new issues, laws, propose amendments to existing laws, vote on UN resolutions, affect policy and vote in regional elections which are held two times a year. Any minister can platform and run in elections but only UN ministers can be elected as delegate.

Absolution holds a strict endorsement policy making it mandatory for all UN nations to endorse their legally elected delegate. Nations refusing to endorse the delegate are issued compliance orders and beyond that sent into temporary exile for failing to comply with regional law.

This is not done out of a lack of kindness but to preserve their electoral process from being undermined. Delegates are elected by the region and as such, their position is protected by law. No nation is permitted to annex this key position outside of an election. Any attempt to do so is looked at as an invasion attempt and is meat with swift and permanent penalties being imposed upon all nations involved.


THE REGIONAL FLAG

The regional flag of Absolution is a valid symbol and stands as the testament of a region united. Used as a war badge before the time of the great peace that the region enjoys today. The flag has seen some of the most darkest days the region has ever known.

The symbolism on the flag dates before the time of the founding nation and can be discovered through the folklore of the region. A dragon coiled sword sits predominately in the center, the keeper and guardian of the region. The rising sun in the top right corner and the descending moon in the bottom left represent the old credo of 'vigilant throughout our days and throughout our nights until death brings us no more'. Along with the regions name which sits boldly in the center are three Latin words, the language of ancient Rome: Vinimus-Vidimus-Vicimus (We came-We saw-We conquered) Words spoken by Julius Caesar, a link to the days when the region was a Roman province.

Any nation within Absolution these days may fly the regional banner, called Pax (peace). The founding nation of Assorro has adopted it not only as its regional emblem but as its national flag as well. It represents the peace enjoyed by all of its nations as well as the struggle it went through to obtain it.


GOVERNMENT ROLES and RESPONSIBILITIES

Absolution has a functioning government which deals with real issues and laws governing the actions of nations within the region.

The government is found on the regional forum and all nations which register are automatically granted the title of Minister within the government with an eligible vote and voice on all issues. Only regional ministers can become elected officials but only regional UN ministers can become regional UN delegates.

Regional member nations not registered with the government forum possess no political voice on the policies nor the issues within the region.


THE REGIONAL GOVERNMENT

The government established within the region of Absolution is a Council of Nations which will act in a advisory capacity. It will debate all regional issues, laws and policies with each nation possessing an eligible voice and/or vote.

All positions within said government will be elected positions with the exception of standard regional ministers. The chief official will be the UN delegate followed by ambassadors, interior security ministers, reporters then standard regional ministers.

Since the Council of Nations represents the political will of the region, the Founder will not, in good conscience, attempt to veto any bill unless sufficient grounds for argument be made by him and a second vote by council establishes support to his position.


REGIONAL DELEGATE

  • Regional UN delegates will be elected to power.
  • Elected UN delegates must contribute within Council.
  • Elected UN delegates will possess an eligible vote.
  • Elected UN delegates can propose new laws subject to a vote.
  • Elected UN delegates can propose amendments to existing laws or policies subject to a vote.
  • Elected UN delegates can submit UN proposals subject to debate and a vote.
  • Elected UN delegates will not have access to regional control. They will not have power of ejection and/or banning but may recommend any nation for ejection and/or banning pending a review.
  • Elected UN delegates will have full support by all UN nations by means of endorsements and it shall be considered unlawful for a nation to endorse any other than the lawfully elected UN delegate unless sanctioned to do so by the government of Absolution.
  • Any and all UN resolutions brought before council by UN delegates are subject to debate and voted on by council. The outcome of said vote will be issued to the UN delegate.
  • Any and all resolution proposals brought before council by all other Council members including standard national ministers are subject to debate and voted on by Council. The results of said vote will be issued to the UN delegate.
  • Elected UN delegates retain the right of refusal before council.
  • Failure to show before Council and participate in government issues or failure to carryout the duties of this office for a period exceeding 30 days will result in the position being deemed as "vacated" and a replacement official will be found.


REGIONAL AMBASSADORS

  • Regional ambassadors will be elected to power.
  • Elected ambassadors must contribute within Council.
  • Elected ambassadors will possess an eligible vote.
  • Elected ambassadors can propose new laws subject to a vote.
  • Elected ambassadors can propose amendments to existing laws subject to a vote.
  • Elected ambassadors can submit UN proposals subject to debate and a vote.
  • Elected ambassadors are in control of international diplomacy.
  • Elected ambassadors will welcome new nations to the region and will answer questions posted by regional nations on the regional message board.
  • Elected ambassadors will assist in recruiting for the region.
  • Elected ambassadors will be the only government officials allowed to submit questions to the Absolution Intelligence Agency pending a review of the purpose for such a request. They may ask for surveillance to be performed on any region and may ask to see the results of said surveillance.
  • Failure to show before Council and participate in government issues or failure to carryout the duties of this office for a period exceeding 30 days will result in the position being deemed as "vacated" and a replacement official will be found.


REGIONAL INTERIOR MINISTERS - (RIM)

  • Regional interior ministers will be elected to power.
  • Elected regional interior ministers must contribute within council.
  • Elected regional interior ministers will possess an eligible vote.
  • Elected regional interior ministers can propose new laws subject to a vote.
  • Elected regional interior ministers can propose amendments to existing laws subject to a vote.
  • Elected regional interior ministers can submit UN proposals subject to debate and a vote.
  • Elected regional interior ministers will be responsible for internal security. They may appoint and dismiss as many Ministry of the Interior Constables (MOIC) as they require. They will be in change of training their constables and will report regularly to both the founder and council. They will keep organized lists of MOIC's and the nations in which they monitor. They will conduct reviews of MOIC's and bare responsibility before council on behalf of their office.
  • Elected regional interior ministers will monitor endorsement levels and will orientate new UN members as to regional policies concerning endorsements.
  • Elected regional interior ministers may issue compliance orders and recommend nations for ejection and/or banning pending a review.
  • Elected regional interior ministers will monitor traffic coming and going to and from the region and will report suspicious activity.
  • Elected regional interior ministers will resolve disputes (if any) between nations and will recommend solutions to the Founder.


REGIONAL REPORTERS

  • Regional reporters will be elected to power.
  • Elected reporters must contribute within Council.
  • Elected reporters will possess an eligible vote.
  • Elected reporters can propose new laws subject to debate and a vote.
  • Elected reporters can propose amendments to existing laws subject to debate and a vote.
  • Elected reporters can submit UN proposals subject to debate and a vote.
  • Elected reporters will keep track of all government issues.
  • Elected reporters will complete all OFFICIAL ISSUE FORM data whenever necessary.
  • Elected reporters will close issues when established voting time limits are reached after recording the result of the issue debate (within issue thread, issue tracker and office of the regional reporter -- last one directed to the founder for law/role updates). If necessary they will open a poll to clarify the issue conclusion within the council of nations, and then will proceed with the above mentioned process.
  • Elected reporters will be responsible for the collection of regional data for the purpose of submitting quarterly reports of regional reviews.
  • Failure to show before Council and participate in government issues or failure to carryout the duties of this office for a period exceeding 30 days will result in the position being deemed as "vacated" and a replacement official will be found.


REGIONAL MINISTERS

  • Ministers will be the bulk of the regional forum government.
  • Ministers are not elected to power.
  • Ministers may contribute within Council.
  • Ministers will possess an eligible vote.
  • Ministers can propose new laws subject to a vote.
  • Ministers can propose amendments to existing laws subject to a vote.
  • Ministers can submit UN proposals subject to debate and a vote.


MINISTRY OF THE INTERIOR CONSTABLES - (MOIC)

  • MOIC will be considered to be in the same category as regional ministers but with duties served under the supervision of the regional interior minister.
  • MOIC are not elected to power but appointed by the regional interior minister. They can be dismissed from service directly by the RIM.
  • MOIC may contribute within council.
  • MOIC will possess an eligible vote.
  • MOIC can propose new laws subject to a vote.
  • MOIC can propose amendments to existing laws subject to a vote.
  • MOIC can submit UN proposals subject to debate and a vote.
  • MOIC are responsible for monitoring the endorsement levels of a given body of UN nations issued to them by the regional interior minister. They are responsible for reporting the departure of any of their UN nations and the issuing of reminders to UN nations endorsing other UN nations that have already reached the legal endorsement cap.
  • MOIC CAN NOT issue compliance orders.

GOVERNMENT ELECTORAL PROCESS

  • Only regional member nations which are registered forum ministers within the government of Absolution are eligible to become candidates in an election and can announce their intention to run for office at any time. However, candidates are allowed to platform in "The Podium" section of government no sooner than one month before an election.
  • Only regional UN member nations which are registered forum ministers within the government of Absolution are eligible to become candidates for the position of delegate.
  • Government elections within Absolution commence on the first day of January and July. They take place on the regional forum by means of a election poll located in the "Polling Station" section of government.
  • Government election polls remain open for 7 complete days.
  • In the case of a tie, a new poll concerning only those candidates will be opened for 2 complete days.
  • Elections are announced via the regional message board four weeks in advance of an election poll opening.
  • All members of government are eligible to vote.
  • All polls on the regional forum are anonymous.

REGIONAL LAWS of ABSOLUTION

REGION THREATENING - Law #1

Any nation entering into another region with the intention of threatening that region in the name of Absolution or otherwise shall result in permanent exile (ejection with ban) being imposed on them upon their return to Absolution. Any nation threatening, proposing or otherwise promoting a coup within the region of Absolution will be deemed guilty of the same offense and will meet with the same result.


REFUSAL TO ENDORSE DELEGATE - Law #2

All UN nations within the region of Absolution are legally obligated to endorse the elected delegate.

Any UN nation expressing a refusal to endorse any legally elected delegate by means of logging-on, finding a reminder notice telegrammed to them and then choosing to ignore it to a limit of three will result in temporary exile (ejection without ban) being imposed upon that nation.


ENDORSEMENT SWAPPING and CALLING - Law #3
Repealed by regional policy #2 (Endorsement Swapping)

Any and all UN nations found illegally swapping endorsements or calling to members for endorsements shall have a 48 hour compliance order issued to them ordering said activity to cease and to return endorsement levels to their legal order.(See "Current Endorsement Orders") Failure to comply with this order, first offense, will be temporary exile (ejection without ban). Subsequent offenses will lead to permanent exile (ejection with ban).


REGIONAL POLICIES OF ABSOLUTION

REGIONAL GENERAL POLICY - Policy #1

Absolution will always possess an open border policy and accept all nations. They will always remain free to run their nations as they see fit without outside interference, pressure or judgmental persecutions and from now to the end of all time, no voice shall ever go unheard.


ENDORSEMENT SWAPPING - Policy #2

UN members have the right to carry as many as twenty endorsements from other regional UN members. Any UN member which endorses a UN member who is already in possession of twenty endorsements is issued a reminder notice by a ministry of the interior constable (MOIC) ordering them to remove their endorsement from said nation. Failure to comply with reminder notices may result in temporary exile being imposed upon the offending nation. Subsequent failure to comply with reminder notices, should they occur, may result in a permanent ban. The legal endorsement cap is reviewed periodically by council.


UN PROPOSALS - Policy #3

Any UN member so inclined to submit a proposal to the UN has the right to do so. If said nation brings the proposal before Council first to be debated and then voted on and said proposal gains support before Council, Council will be inclined to help gather the required support from other regions to aid in passing said proposal to a resolution to be voted on by the entire UN.

However, whereas said nation has the right to submit any and all proposals to the UN without first bringing the document before Council. In doing so, they will forfeit all support and can expect that the regions delegate will not endorse their proposal.


UN MEMBERSHIP - Policy #4

No nation will ever be persecuted for not participating in the UN...Period! UN members may vote individually on UN repeals and resolutions in any manner they see fit and do not under any circumstances need to reveal nor justify their vote.


THE REGIONAL GUARD

The Regional Guard is an imposing force within the region. Its General answers to no one but Karezon, the leader of Assorro and it's members are fiercely loyal to the region as a whole.

Comprising of members from all nations, the Guard is considered to be a formidable fighting force all its own. Though it is used primarily today as a regional police force of sorts, exiling and banning nations from the region, it was once the largest, most decorated, revered and feared regiment that ever marched in the name of the region during the days of conquest.

Their regimental museum, located in Assorro's capital city of Pytriet, tells the bloody tale of the unit from it's conception as a local militia soon after the fall of the Roman Empire, through the unifying of the region to modern day. Its battle honors remain fully unsurpassed.


GYNTAV THE FIRST

When the Roman Empire collapsed, the region was thrown into chaos with each territory desperate to feed its citizens. Tribal war was a continuously looming reality and generation after generation knew little else. It was indeed a dark time.

Slaughter after slaughter, tribes turned on one another to control food, land and resources. Borders were constantly shifting as powerful opportunistic leaders competed endlessly for the position of the top ranking territory. Then came a man known simply as Gyntav.

Gyntav was a massive, brutish and unsympathetic man which stood among men over two meters tall. He was the son of a Lord and had known war all of his life. He is thought to be the single most important and influential figure in the unifying history of the region.

It was he that formed the local militia known today as the Regional Guard and it was he that sought alliance with his fellow neighbors. Leaders who opposed him opposed the alliance and as it grew, those that dared, faced an army known for its ruthlessness, tenacity and horror.

Gyntav's statue displays the man as death himself. Never in his life did he know failure and ruled the entire region until his dying day.

It is important to remember that his conquest to unify the region was not done out of a desire for peace but of greed. It was centuries before the development of independent nations and even longer before they were all finally recognized and given equal consideration but since its unification, there has not been a single bloody conflict between the separate independent nations of Absolution.
