The Rogue Nation of Aendinia is a very large, socially progressive nation, notable for its complete lack of prisons. Its hard-nosed, intelligent population of 79 million enjoy extensive civil freedoms, particularly in social issues, while business tends to be more regulated.

The government -- a sprawling, bureaucracy-choked morass -- juggles the competing demands of Social Welfare, Education, and Healthcare. The average income tax rate is 42%, but much higher for the wealthy. A small but healthy private sector is dominated by the Book Publishing industry.

The Navy has outraged the international community by sinking a boatload of refugees to prevent them reaching the shore, voting is voluntary, truth is often impossible to tell from fiction on the evening news, and CEOs and corporate executives are frequently found striking for better stock options. Crime is totally unknown. Aendinia's national animal is the red crested crane, which frolics freely in the nation's many lush forests, and its currency is the platinum.

Aendinia is ranked 3143rd in the region and 61,465th in the world for Most Politically Apathetic Citizens.

Race, Ethnicity, Life and Population

The Aendinian population, overall, just passed 20 million residents according to the last census. The majority of the Aendinian population is comprised of 4th or greater generation descendants of immigrants who journey there long ago to escape political and religious zealotry. The remainder is comprised of a immigrant population and accounts for under 1% of the total number of citizens.

Aendinian Culture

Aendinian Culture is a mixuture of the last superpowers of the 21st century, namely China and the United States of America. Most of the citizens of Aendinia can trace a bloodline to one culture or the other. However with the merging of the two vastly different cultures over time has resulted in a rare mix where citizens utilize both English and Mandarin Chinese in conversation. While the languages are still considered seperate, the are utilized so often as a hybrid language that 99% of Aendinia Citizens speak both. The major religions of the nations are Buddhism and Christianity another result of the merging of cultures. Both religions thrive and tend not to interfere with each other and the government places no special value on either, or their participation in the democratic process.

It is not uncommon to see a mixture of cultural first names and surnames in the citzens of Aendinia. For instance a name like Hugara Davidson or Douglas Lien indicates the mixture of the two distinct cultures over time.

Electoral System and Government

Citizens of Aendinia are permitted to vote as early as age 16. However legal voting age is determined by each territory independently.

Executive Branch

The Federal Government of Aendinia is comprised of four distinct branches each serving in their own unique roles and within a system of checks and balances over each other. The Executive Branch contains the office of the President, who serves a 2 year term of office, limited to four total terms, and the staff of the Administration. The President is the commander of Aendinia Military Forces in times of war and approves or vetos legislation sent to him by the Aendinia Parliament. This branch is also responsible for the nomination of Judges to sit on the Bench of the Prime court, which require a 60% approval of the House of the Secretariat. Furthermore the executive maintains a Cabinet comprised of the Heads of each major Executive department, the heads of which also require a 50% approval vote of the Secretariat. The Executive also appoints ambassadors to varios foreign Nations and organizations.

Assembly Branch

The Aendinian Parliament forms the Assembly Branch and is comprised of two houses. The House of Commons, the lower house, is comprised of Tribunes, whom serve 3 year terms. Tribunes represent the different territories of Aendinia and the number of Tribunes per territory is determined by the total population of that territory, is the same way as the House of Representative did in the United States. The House of the Secretariat. Each Terrority of Aendinia elects three Secretaries whom serve terms of 5 years and each Territory has equal representation in the Secretariat. The members of the Secretariat also serve in the functions of and electoral college, casting a vote in the name of the Territory the represent in Presdiential elections. This is a measure desigend to prevent a dictator from rising to power in Aendinia. The Assembly Branch provides for oversight of all government programs and serves as balance against the single seated power of the Executive. For a bill to be sent to the President to be signed into law, it must be approved by both Houses.

Magesterial Branch

The Magisterial Branch forms the Federal Court system of the Nation and positions The Prime Court as the highest judicial body in Aendinia. The Prime Court serves as watch dog over the legislation of the Parliament and the policies of the Executive and is the highest decision making body with respect to the Aendinian Articles of Confederation and their application to law. The Prime Court is comprised of 5 seats, each of which require a Presidential Nomination and a 60% approval vote of the Secretariat. An appointment to the Prime Court is a lifetime appointment.

Policy Oversight Branch

The Policy Oversight Branch is comprised of one Prime Minister for each Territory of Aendinia. These Ministers server 7 year terms are are elected by direct election as are Tribunes, Secretaries, and The President. The Prime Ministers carry no legislative power on their own. They report to each Territory of Aendinia on the rulings of the Prime Court. The Minsters are responsible for polling each territory and then they most vote in foavor or against Prime Court Rulings in line with the majority of their Territory. This serves as a direct balance against judges attempting the legislate from the bench instead of interpret law. If a 2/3 majority of Prime Minster's votes against a Prime Court decision is reached, the ruling is negated. In this fashion, the citizens of Aendinia can direct the course of their own Articles of Confederation without requiring action by Parliament.


Military

The Aendinia Military is a small, all volunteer force. Aendinia does not participate in polciing the actions of other nations, but does lend a portion of its military, when called upon, to the United Nations. The Military is comprised of Four Distinct Branches: Army, Navy, Air Force, and Border Guard. The Army, Navy and Air Force are self explanatiory. However the Border Guard consists of a Coast Guard and Federal Marshall Service which is responsible for the security of Aendinia's coasts and land borders. The Military is also comprised of a volunteer citizen reserve in each Branch. The citizen reserve trains one weekend per month and stands at the ready to become fully active if a situtaion requiring such arises. The total combined numbers of the Aendinian Military, both active and reserve forces totals just over 325,000 personnel. Only 75,000 personnel currently serve on active duty.

The Confederation for a Democratic Pacific (CDP)

Aendinia is the founding nation in The Confederation for a Democratic Pacific (CDP). The purpose of this political organization is to fight for a true and representative process for The Pacific U.N. Regional Delegate to determine a voting course on all U.N. proposals that is representative of the Nations who endorse him.

Currently The Pacific enforces a policy of compulsory endorsement of the current U.N. Delegate as a "security" measure for the region and insist that all nations who wish to be considered citizens and in turn gain the benefits of such blindly endorse the current delegate. This process would be acceptable if the voting process that determined the course of the delegate's powerful U.N. vote was representative of only the nations endorsing him. However The Government of the Pacific currently determines the delegate's vote through an open poll, which nations that do not currently endorse the delegate recieve a vote it. The purpose of the CDP is to pursuade the government of the Pacific to reform the polling process to only include those nations who are verified to endorse the delegate, as long as the compulsory endorsement remains a requirement for citizenship in the region.

Legislation History

Budget and Business

Military Demands Increased Spending

The Government’s position is that there is neither the need for an increase in defense spending nor a need to dissolve military forces entirely. The two options presented are extremes with no middle ground. Aendinia needs a defense force, however it does not need to increase spending in our Defense Department.

Budget Time: Accountants Excited

The Government has elected to follow Option 4. The Aendinian Government stands in support of less taxation and making its citizens more responsible for their own well being. While emergency aid programs are important, we do not need to overtax our citizens in order ot fund programs and policies that they do not wish to pay for. In order for the budget to be truly fair, it should only consist of those programs which are essential to the operation of the government and our society.

Economic Collapse Looms!

The Government has given carfeul consideration to this issue. The latest Department of the Interior Report and reports from the Federal Reserve indicate that our economy is in a fragile state. While the government maintains that big businesses and corporations do more harm than good, they good that they do needs to remain a part of our inrastructure. The economy of Aendina cannot support the massive loss of jobs and tax revenue that a rapid departure of major companies from our shores would result in. Therefore I have ordered a careful review of current regulations on business and corporations. The freedoms we enjoy are dear to all Aendinians, however, we cannot survive in the global market without a competitve export base, or gross domestic product.

The expansion of business will be carefully monitored following this legislation, to ensure that expansion does not also include pollution or corruption.

Pizza Delivery Workers Strike!

The Government has decided to dismiss this issue in favor of alternative legislation. The only possible course of action is an injunction until the parties themselves can work out their differences. The Pizza Delivery Industry does form the backbone of Aendinia’s private sector. However it is not the place of the government to settle labor disputes. The responsibility for such resides in the invested parties. The government does not wish to forcibly weaken the position of business with their workforce and see the nation ravaged by daily union strikes. However it also does not wish to weaken laws protecting workers rights that would allow business management to fire union organizers on the spot.

As neither proposal fits the proper course of action, this issue will be dismissed.

Animal Liberation Front Strikes Again

The government does not seek to debate the rights of animals. The bottom line is that certain animals are in a group that compirses a base for food consumption. Chickens are among them and the government will not ban chicken nor meat eating nor attempt to stop the process of putting these foods on the table for consumption.

Hackles Raised Over Fur Clothes Debate

This issue has been dismissed because the options offered are both extreme. On one hand the option is to ban ALL clothing made from animals to include leather. THe Government does support a ban on clothing made from certain animals, including The red crested crane and endangered species, but the options offered only give an all or nothing, black and white approach, and neither option is acceptable.

Maternity Leave A Must, Say Mothers

Six months of Maternity Leave for mothers is better than none. THe Government would prefer to see a proposal of three months, but leave is better than no leave in this instance. We would like to offer some assistance to small businesses to cover the expense of this but larger corporations, those whom have an employee base larger than 100 workers, must rely on their own revenue base to fund the leave.

Soda Sales Hits New 'High'

This issues is being dismissed because the none of the options presented are acceptable. Anedinia already has sepcific laws about which recreational drugs can be used in the privacy of your own home. Adding drugs to sodas consumed in public is contrary to these laws beyond the fact that the proposal does not specify which drugs would be used. We will not place a "medicinal use only" ban on all drugs, either and drugs certainly will not be paid for and distributed at the expense of the Aendinian taxpayer.

Baseball League Steps Up To The Plate

While having baseball in Aendinia would be a good thing, it will not be established at the expense of taxpayers. Baseball teams and its organization should be an independent, privately run instiution. Tax dollars will be spent more wisely than this.

Democracy

Should Democracy Be Compulsory?

The Government of Aendinia has chosen the course of Option 1 because while voting is a right, and a civic responsibility, so is abstention. People are free to vote, but they are also free to abstain.

Appointment Of Spiritual Advisor

Church and State should be seperate, period. There is no place in the government for a spiritual position or advisor. If we select a spiritual advisor, we imply a passive endorsement of that advisor’s religion over all others. That is not tolerable. While each citizen of Aendinia is entitled to practice whichever religion they choose to, that choice is a personal one and the government has not right to have a hand in advising our citizens on spiritual matters.

It is also henceforth resolved by Executive Order 051-06 that all references to any god or any religion that appear in any government building, on any currency, any oath of office, or any government ceremony be stricken now and forever.

Cancer Sufferer Demands Euthanasia Bill

It is not the place of the Aendinian Government to apply any spiritual value to an individual’s life, nor does the government have any right to make decisions for mentally competent people with regards to their own life. Suicide is not a criminal act, not should euthanasia be. People have a right to do with their lives what they see fit, including ending it. For some pain is a factor, for others the rising costs of healthcare and a desire not to pass those costs onto their families in another. The bottom line is that there is very litle in terms of a downside for the population as a whole in the measure. Some citizens might liek to force their own views on “the sanctitiy of life” onto others and ban or criminalize this practice, however that is not their place, nor the place of the government. This is a personal decision of the individual, perhaps with the counsel of their family, and that is as far as it should extend.

Corporations Demand Political Say

It is the stance of the Aendinia Government that money is the ultimate corrupter. Money drives people to do things that would normally considered wrong by any moral or ethical code. Let people run for political office on their own merit and not while holding on to the purse strings of special interest groups. Votes and legislation should not be bought. Every person and organization should have an equal part in our democratic process regardless of their bank account.

Nazi Sympathizers Plan Rally

Yes people do have the right under our laws to argue any political view that they want and under our protected freedoms of assembly and speech, this group has as much right to stage a rally as any other. I may not agree with what you have to say, but I will defend to the death your right to say it.

Minorities Demand Representation in TV Soaps

Television programming should not be a vehicle for the discrimination issue. Aendinia boasts one of the highest levels of civil liberties in the world. It is not the place of the government to influence, one way or another, the casting decisions of television networks. If the citizens of Aendinia feel that specific programming is racist or discriminatory, then they should vote with their remote controls. If ratings fall, networks will investigate, on their own, the impetus for such and take appropraite action. It is not the place of this administration to force quotas for representation of specific demographic groups in television programming. The citizens of this nation are more than capable of making their voice poweful enough on this issue, if they feel it important enough, without government influence.

Cloning Research Promises New Breakthrough

An embryo is not a human, period. Cloning research involving embryos and embryoinc stem cells is perfectly acceptable. Fertility clincis routinely dsipose of fertilized eggs without so much as a whimper from religious radicals. In this case we are talking about cells, nothing more, which could be used to find cures for an array of diseases and illnesses. Religion and abstract discussion on “the sanctity of human life” have no place here, we are talking about embryonic cells.

Compulsory Organ Harvesting Proposed

While it does seem like a measure that would be truly beneficial to the populus as a whole, the government does not have a right to tell a person what to do with their body. Much like abortion is legal, and a woman has a right to chose what to do with her body so shall it be with a person and their organs. This will NEVER be an option.

Aendinia Awash With Red-Rimmed Eyes

It is a personal choice, however it is also detrimental to our society to have people walking around stoned 24 hours a day. If you choose to smoke marijuana, that is your choice, but it will become a choice you may exercise in the privacy of your own home, or certain designated, privately owned places. It is not acceptable for our citizens to be entrusted with the performance of a job and then be allowed to ingest something into their bodies that makes the execution of that job dangerous to themselves and others. It would be like letting people drive semi-trucks drunk.

Citizens Struggle Under “Unfair” Tax Burden

The government agrees that more public involvement in government spending practicies would streeamline the budget and help to reduce unnecessary expenditures.

Where There's A Will There's A Tax

The Government selects to enact option 3. We will allow inheritance laws to stay relatively unchanged except that we will place a maximum cap of 20 million dollars on inheritances. Any sum in an estate over that cap will be taxed at a rate of 100% in order to bolster to good of the nation while allowing individuals who have worked hard to pass on their fortunes to be able to do so and allow their posterity to still live very comfortably.

Too Much Yakking, Already, Say Delegation

The Aendinian Government has elected not to suspend any civil liberties. The era of political correctness must come to an end and people should never feel marginalized for expressing their ideas and opinions. People have grown far too sensitive to what everone says as well and if you cannot handle criticism in any form of your own ideas, then perhaps Aendinia is not the place for you.

Any moralistic argument against legalization of prostiution will fall on dead ears in Aendinia. With government regulation comes the ability to ensure proper usage far more than would be possible if the industry remained illegal. Yes there will be a higher tax but with that will come the ability to make sure prostitutes are screened for disease and licenced. More good than harm will come from the legalization of the worlds oldest profession.

Public Loudspeakers Shrill With Controversy

THe Government will not sponsor any form of tax funded propaganda for either political our consumer advertisements. This idea should be banned. People have a responsibility to keep themselves informed on such matters and make decisions for themselves, not let others tell them what to think.

Don't Puff On Me, Say Non-Smokers

It is the Business of Private business if they choose to allow smoking in their establishments or not. We will not legislate away the rights of private business owners or people on their own property.

Fluoride Controversy A Toothy Problem

The Government agress that people do expect simple clean water from their taps. It would be beneifical to all to place flouride in the water, however the government is not in the practice of legislating medicine.

Education

Harry Potter Censorship Row

Simple decision, religious influence has no place in our schools. The management of what a child chooses to read outside of the regular cirriculum is the responsibility of the the parents. The Aendinian government will never look to supplant a parent in their role as guardian and guide for their child.

If christians have a problem with children reading the new Harry Potter book, then it is up to christian parents to ensure that the child does not read the book, not the government, schools, or special interest groups.

Put The "Board" Back In Board Of Education

Any opportunity to put funding into proper education is a good one. The disciplinary issues that educators face with students come from a myriad of places including class size, teachers and most importantly parenting. The Aendinian Government can only legislate withing the school system's structure so we will put more money into our education system.

Bigtopian Protesters Cry For Full Integration

This issue will be dismissed. If Bigtopians wish to have their children attend a specific school district, then they need to live within that school district. We will not engage in a practice of bussing students all across provinces in order for them to attend a school of choice. Parents choose where they live and that in turn is a choice of school. There is also the alternative for private schooling, at cost to the parents.

Roads Like Rollercoasters, Complain Motorists

This proposal is currently being dismissed as there is already a massive overhaul of our roads underway. Perhaps, when the current construction project is completed, this proposal could be revisited.

This issue will be dismissed as none of the options presented provide an acceptable course of action.

Stricter laws will be enacted to ensure that industry disposes of its toxic waste in a responsible manner.

Law & Order

Reclaim The Streets!

The Aendinian Government is preparing to dismiss this issue becuase no acceptable proposal has been presented. Option 1 is not acceptable becuase it would lead to a nationwide breakdown in business and infrastructure. It is not plausible to simply ban automobiles on whim in a single day. If a proposal to ban current automobile types was to garner serious condieration, it should be part of a long term plan that includes proposals for alternate energy sources or transit means.

Option 2 would seem reasonable, that people should not be allowed to protest in a manner such as this. However the wording of the measure is vague and this office fears that a ban on certain types of protests could lead to suspension of the Freedoms of Speech and Assembly as a whole.

Option 3 is not acceptable because the AMA did not provide a solution of any type, only a request for further monetary funding.

Therfore, the government cannot support any of the above positions.

Nudists Demand Time In Sun

The Government reluctantly concedes that the proper course of action is Option 3. Nudists should be required to practice their specific lifestlye in the privacy of their own homes on in privately owned establishments which cater to that lifestyle. The current state of social affairs in Aendinia makes this a necessity. It is our conviction that is people were permitted to choose to conduct their daily public lives while naked, that it would serve as a signifigant distraction on others whom do not share their lifestyle choice. Whle we recognize the right of people to walk around nude, we also recognize the right of private businesses to ban smoking in their establishments if they so choose. However niether the Nudist, not the non-smoking restaurant has the right to enforce their private choice onto others.

Road Rage Rampage

The debate boils down to expanding traffic lanes or putting mour small number of police officer into the field to pursue traffic violators. It will mean an increase in costs in either department. However the government simply feels that more lanes is a better option over more police.

Immigrants Import Homeland Rivalries

Slavery will never be acceptable in Aendinia, ignoring the problem will not make it go away and Aendinia will not use our own domestic disputes as a means to militarize or take up some kind of facist ideals. We must change the root of the problem which is deep seeded and long standing ethnic differences and that will only come with education and time.

Drunk Driving On The Rise

Aendinia will never support prohibition or any other ban on the consumption of alcohol. The problem is people who cannot drink responsibly. The Government will enact programs to help save people suffering from the disease known as alcoholism in an effort to lower the number of people who are drinking and driving. The position of the government has always been rehabilitation over incarceration.

Raise Duel Standards, Say Fencers

The Rogue Nation of Aendinia will not sanction organized murder. These "gentleman" will undoubtably dupe others who have no business sword fighting into these duels and instead of matters being settled by law we will be sanctioning the murder of parties in legal matters. The answer if to ban dueling and let the law and courts do their job.

Bug 'em All, Say Police

The Government will never support a program of unmonitored taps on communications. People retain a right to personal privacy unless there is probable cause for a tap, warranted by a court.

U.N. Proposals

Remittances and Tiny Deposits

The position of the Aendinia Government is AGAINST

The reasoning for our vote is as follows. The Resolution does not establish the origin of the money being sent to people. Does it originate from our own tax base, or from U.N. funding. Furthermore, the Resolution establishes that “Secured tiny deposits”will be entrusted to an organization//bank/administration. This wording is far to vague and opens the door for corruption of this system. The Resolution further defines “Remittance” as a sum of money sent to people, accredited non-profit organizations or local community projects from a migrant worker, however it does not define the accredation process for a non-profit organization. Aendinia has a strong establishment of Seperation of Church and States and religious organizations are not considered non-profit by the Aendinia Government. The resolution does not establish if we use our own national definitions for a non-profit, r if we must adopt U.N. Standards in order to award Remittances.

Again the intent of the legislation is well-intended, however the poor draft allows too much room for corruption and leaves too many grey areas in legal definition that could be used later to infringe upon the civil rights of our citizens.

Recreational Drug Legalization

The nation of Aendinia does support the legalization of certain recreational drugs through other legislation. However the list of drugs authorized for use by this measure is to broad, and certain drugs cannot and should not be legalized.

The list includes: Amanita muscaria, Cannabis, Coffee, Ergot, Kava, Mescaline-containing cacti, Psilocin- and psilocybin-containing fungi, Qat, Salvia divinorum, Tea, and Tobacco.

We stand in opposition to the legalization of Mescaline and Psilocybin at a minimum as these drugs have such drastic effects on their consumer, and pose an enormous threat to the public safety if widely used.


Proposals Submitted by Aendinia

Repeal "Abortion Legality Convention" (Resolution 147)

ACKNOWLEDGING that Resolution 147 is not business of the United Nations.

AFFIRMING that the issue of abortion and contraception are matters for individual nations to explore and legislate without the interference of the United Nations.

REGRETTING that Resolution 147 establishes the definition of a Third Tri-mester Fetus to require "special protection" which is also in direct contervention of applicable laws (and possible "issues") in a myriad of United Nations Member Nations.

SEEKING to Establish the individual rights of government of U.N. Member Nations:

1. REMINDS member nations that Resolution 147 delcares that nations still retain the right to expand or contract the provisions of abortion in the respective nation and thus renders little value as legisation;

2. URGES member nations to remember that Resolution 147 requires you nations to provide abortion serivces in cases of rape or incest, which may be against the will of your own people;

3. DELCARES that it is not the place of the U.N. to act as a medical evaluation organization in the matter of Intact Dilation and Extraction (IDX or 'partial birth') procedure;

4. CALLS FOR the repeal of Resolution 147 in order to allow U.N. member nations to determine their own future on this matter and not allow the United Nations to speak for them.
