The Great Star Empire of Allech-Atreus is a vast galactic empire, holding sway over hundreds of planets and claiming lordship over the Protectorate of Zatigao, the Protectorate of Zembana, the Kingdom of Kolthurnia, and the Grand Duchy of Abdus.

Allech-Atreus has membership in the UN, and despite it's status as an interstellar empire, has found ways of reaching the UN offices and contacting other regions and nations.


The Imperial Government

The Imperial government functions in a quasi-federal sense, with a centralized Imperial bureacracy overseeing the regional governments. The central government can be divided into three sections: the Royal House, the Ao In Ten (Chamber of Regents), and the Au She Dar (Agundan In Phar, "Will of the Emperor"). The Emperor acts in the role of the exectutive, the Regents the legislative, and the Agundans as both judicial and enforcement.

In additions to the Imperial House, currently the House of Allech-Atreus, there are a large number of noble families that have degrees of influence and power. The most notable are the former Imperial Lines of Keltan, Valten, Alastar, and Lakarik. The Imperial Court is comprised of titled nobles which advise the Emperor.

Regional Government

The regional governments are the non-central entities that govern the Empire. During the many wars which resulted in a unified Empire, the various regional government either solidified themselves or were destroyed by the Empire. Emperor Keltan XVII Has Al Kumtan pursued a policy of legitimacy, which guaranteed regional rulers their power if they submitted to the Empire. The major regional governments are the Grand Duchy of Abdus ruled by the Orn Innti, the Kingdom of Kolthurnia ruled by the Keltan, Valtenhayn and Novus ruled by the Valten, Vardacia ruled by the Star Council, Danaae ruled by the Polemarchia, Osmana ruled by the Al-Mainal, Artax by the Kantaz, and Atrax by the Supreme House.


Imperia Prime

Imperia Prime, the center and capital of the Empire for nearly three thousand years, is home to many millions of people, as well as the Imperial Government every ten years according to the Yan En Tun Law Revision. Originally named Bizan Tan, it was renamed Imperia Prime by the first Sivarik Emperor Askar I after his conquest of the Core Worlds.

Nearly the entirety of the planet is covered with some form of structure, with the exception of the Yatay Urna Grand Forest, a massive nature preserve, the Urn An Inyan Ice Cap, and the various oceans and large lakes. The city of Imperia Prime, which covers the majority of the planet, is divided into seven different districts: Shanda Harn, Ar Nat, Walan Dan Tan, Kel Tan Dan Tan, Siculus Enga, Her An In Phar, and the Yatay Khar. The residential areas are all over the planet, but the largest concentrations are in Walan and Kel Tan. Ar Nat and Shanda Harn are the main commercial areas, and Siculus Enga, named for the Lakarik Emperor Siculus, is the central government and military area. The Imperial residences and nobility housing are in the Her An In Phar. Yatay Khar, bordering the Yatay Urna, is home to the Imperia University as well as the Grand Temple.

Walanda Sigur, the central starport, is centered in Siculus Enga, where hundreds of ships and people come in every day. The trade hub of the planet, thousands of cargo transports speed along underground tubes and deliver goods to the Shanda Harn and Ar Nat. Waters carried in from the seas and lakes are purified in Shanda and tubed to the Imperial residences, feeding the massive gardens and streams.

The Imperial government is centered in the ancient Siculus Enga. Only a few buildings remain from the First Empire, one from the reign of Askar I. Thousands of bureacrats and employees recieve documents and petitions, and from these offices the Au She Dar is administered. The Imperial Grand Court is a short distance away, connected to the Imperial Palaces by a lush garden walkway. The Emperor recieves emissaries and officials here, signing documents and making decrees. When the government must move, the offices are filled by businesses. A special ten-year lease is offered when the government must switch over to Vanda Khal.


Vanda Khal

During the reign of the Keltan Emperor Hashal Kumra XV, it was decided that Imperia Prime had outlasted it's usefullness as a capital and the decision was made to turn a planet into a new hub. Vanda Khal, a minor planet is the outskirts of Kolthurnia, was chosen for its proximity to both Imperia Prime and Kolthurnia, as well as its pristine nature and size. The construction projects lasted 20 years before the government moved there, and the new capital was more organized and efficient than the old. However, during the reign of the Valten Emperor Itanda XX, the capital was moved back to Imperia. Vanda Khal was maintained as an Imperial retreat, and furnished with great palaces.

Vanda Khal, however, became the capital once more in the reign of Valten Emperor Walanda XXV, who issued the edict which created two capitals, rotating every ten years. This was to prevent the government from stagnating and becoming complacent. Some Emperors have preferred Vanda Khal to the older capital, but others, including Allech-Atreus XIV, have publicly stated their love for Imperia Prime.


Language of the Empire

The languages of the Empire are diverse and numerous. There are several "official" languages, namely Gaddam, Poplaran, and Valten, but each region maintains its own language and culture.

Gaddam, the language prevalent in the Core Worlds, has been the official court language since the reign of the Lakarik Emperors. In the same language family as Daxian, Vardacian, Valten, and Poplaran, Gaddam is considered old-fashioned and stuffy by many, but Imperia Law states that all laws, proceedings, and titles must be delivered in Gaddam. Imperial Royal titles are given in Valten, and the more important Imperial Palaces are named in Gaddam.

Poplaran, the other official language of the Empire, is a "new" language, in that it was developed with the express purpose of creating a common and unifying tongue. Derived from the Valten/Gaddam languages, Poplaran uses terms and structures common to most other languages, making it very easy to learn and use. However, it is mostly used as a business language, and common people retain their mother tongues.

Valten, the official langauge of Valtenhayn and Novus, is dervied from Old Hayn, a language present before the Scourging of Valtenhayn. Modern Valten mixes Novan words and Kolthurnian phrases, and is spoken on Valtenhayn. It is not common outside of the Valten families or the Valten Confederacy, but as the Allech-Atreus family is of nominal Valten blood, it remains an official language.

Other languages are common throughout the Empire. Abdicin, Rutangii, Beldan, Artazii and others are commonly spoken.

Ethnicities

Because the Empire holds sway over hundreds of planets and regions, there can be no single ethnicity the Empire is known for. By and large, the ethnic makeup of the Empire is divided by region, and subdivided by planet. The major ethnic groups are the Kolthurnians, Abdians, Artaxians, Atraxians, Kazamal, Danaan, Osmanan, Vardacian, Daxians, Valtens, and Novans. Each of these is a generally distinct race with specific physical characteristics, languages, and customs, with the exception of the Vardacians and Daxians, and Valtens and Novans.

Daxia, a region adjacent to Vardacia, has been at various points in history subject to the Vardacians. The individual "Daxian" race is in essence identical to the Vardacian. This is also true of Novans and Valtens. True "Novans" ceased to exist some time before the Third Empire when exodite Valtens displaced and assimilated the natives.

The Core Worlds are the only regions which no longer has a native ethnicity. The Fortress Worlds are all similar in race, and Imperia Prime has long lost track of the native Bizantyians - there are some rumours which imply that the Yatay Kharna holds the lost race.

Each regional ethnicity can be divided into planetary races. Native inhabitants can be so called if they bear the genetic traits of that planet's ancient natives- within the reign of the Kolthurnian Empire, when the first traits were compiled. The Danbians, the ancient inhabitants of Danbus IV, were recently rediscovered on that planet, hidden in the mountain valleys.

Food and Drink

Food and drink varies across the Empire. On Abdus IV, visdach, an animal seen throughout the Empire, is prepared with rye dough and fried into dumplings, called "Innya." A popular dish on Kazman Prime is Gaya Beef, pounded beef seasoned with salts, cooked over a wood fire, and served with Tursh, a red, juicy fruit grown in Osmana.

Old Earth staples are still used, such as wheath, barley, beef, and pork. However, native foods are eaten with much gusto, and table manners vary widely. The proper way to eat a meal on Wayland is to heat a cast-iron pot over open coals, boil cows blood, and cook vegetables and birds in a stew called "Wayalayt." The proper way to eat it is to dip hearty rye breads into the sauce and eat the bread, and when the sauce is gone to eat the meat with the fingers.

Cuisine generally reflects the conditions on the planet and the prevailing economic conditions.

Drinks are widespread. Alcohol is widespread in certain regions, and in Osmana, the producers of "Haoma," the regional drink, are licensed and given state honors. Fruit drinks are popular in Kolthurnia, and on Valtenhayn wine is extremely popular.


Important Figures

Emperor Karl IV : The ruler of the Old Empire, and the legendary Emperor Karliv. Defeated in the Nodic Wars by Blackledge and AG.

Askar Sivarik, Arakhalrakhan: First Great Emperor of the First Empire. Unified the galaxy under the Sivarik family.

Walanda X, the Jeddawan Emperor: The last Emperor of the Valten line during the First Reign. Never married, thus had no children. Named "Jeddawan," meaning "Glorious Father of Peace." Decreed the Kam En In, the first comprehensive Imperial Law Code.

Kolthur Keltan, King: Founder of Kolthurnia. King of Kolthurnia.

Yaganda Atreus dan Kaltus/Emperor Allech-Atreus I: First Allech-Atreus Emperor. Married Queen Ilana Allech of Allech, unifying the Empire. Began the Allech-Atreus line.

Emperor Allech-Atreus XVI, Walanda XXVI: Current Emperor. First Allech-Atreus Emperor to take a Gaddam honorific, "Walanda." Technically the 25th Walanda Emperor.

The Fleet

In order to maintain the vast interstellar nation, the Empire must maintain a massive and powerful fleet. Comprised of thousand of spacefaring ships and warcruisers, the Fleet is directly under the command of several semiautonomous officials.

In command of the Fleet are five Grand Admirals. They administer the entire fleet, and are theoretically the most experienced and veteran of all officers. The rank below them is occupied by the Lord High Admirals, 12 in number. Each Lord High Admiral is responsible for overseeing one of the 12 Fleet Sectors, comrpise dof different planets and overlapping regional borders. Under the Lords Admiral are 54 Lord Admirals, and beneath them somewhere around 220 Admirals of the Fleet, or Fleet Admirals.

Beneath the Fleet Admirals are the Fleet Captains, commanders of the ships. Unlike previous fleets, however, the Fleet Admiral posesses his own ship, and commanders from there. Many admirals are in retirement or of active duty, and as such their ships are not the best.

Organization of the Fleet can be divided according to who is in command or by how many ships are in the assembley. Technically, any fleet which is commanded by a Grand Admiral is a "Grand Imperial Warfleet," but this title is simply honorific. A fleet comprised of 100 or less ships if considered a Flotilla, 500 or less a Fleet, 1000 or less a High Fleet, and 2000 or less a Grand Fleet. The only higher designation is the Supreme Imperial Fleet, theoretically consisting of all the ships in the Fleet. Naturally, this has never been assembled becaus of the sheer magnitude of the force.

The Emperor holds the title "First Fleet Lord Grand Admiral," and any fleet with him in command is a "Grand Imperial Fleet of the Imperial Throne." Only three Emperors have ever led one of these: The Jeddawan Emperor, Alastar I Khoomsai, and Allech-Atreus I.

Technically, all seafaring ships are under a seperate command, but many Admirals in the fleet command sea ships as well. Imperial Army units are usually beholden to the Fleet, but oftentimes an army general can outrank and command a spacefleet.
