The Great Star Empire of Allech-Atreus (Ah-lesh-Ah-treyus, or Ah-llesh-Ay-treyus) was a galactic empire composed of the regions Kolthurnia, Abdus, Atraxia, Osmana, Vardacia, Daxia, Artaxia, Longyear, Kazamal, Far Reach, Danaae, The League of Independent Systems and the Core Worlds. The Imperial system was a vast bureacracy, ruled by a near absolute Emperor, and dealing with the various regional governments composing the Empire. Internal strife after the death of the Emperor destroyed the state after some 30,000 years of existence, throwing the universe into discord and chaos.

Existing in an alternate dimension termed the "Multiverse" by scientists, the Great Star Empire had no contact (with a few exceptions) with the normal world save through interdimensional wormhole travel. Although most of the laws of physics remain the same as in the normal world, some are different. Multiverse Science attempts to gather and explain all differences between the Multiverse and the regular universe.

Allech-Atreus had membership in the NationStates United Nations and organizd it's embassy through the Allech-Atreus UN Office. Despite its status as an interstellar, extra-dimensional empire, the Imperial government found ways of reaching the UN offices and contacting other regions and nations.

The Empire maintained an Enclave in the Antarctic Oasis, headed by Governor-General Lord Surahio Karazon. The Imperial Census kept a record of all Imperial planets and settlements.

Quick Reference

The Great Star Empire was an autocratic federal empire, with a strong central government overseeing regional governments as well as managing a vast bureacracy. The Head of State and Government is the Emperor Allech-Atreus XVI, Walanda XXVI. He was assisted by the Imperial Regent. There was no democratic body present.

The national anthem of the Empire was the Saveraj In Phar, which translates to "Praise to the Emperor." The song is a modern adaptation as the concept of a national anthem was not one used in history, and is set to the tuen of composer Edward Elgar's "March of the Mogul Emperors."

The Great Star Empire was a member of the United Nations, and had diplomatic relations with many nations, as well as free trade agreements with the Sultanate of Gruenberg, and was a signeur of several Antarctic Oasis treaties. The Empire had served as the UN Delegate for the Union of Independent States.

The main exports of the Empire were weapons, electronics, cereals, and industrial equipment. The Imperial Government formerly sought trade relations and free trade agreements, and invested in foreign banks.

The Empire boasted one of the largest and most successful educational establishments known, the Imperial University, based on Bibliotecos. With a current enrollment of five million undergraduate students and three million graduate, with educational and independent research faculty numbering six million, the Imperial University is the largest school in the Empire, and conducts immense and far-reaching research projects. The University also boasts the largest library in the Empire, roughly 9,631,420 square kilometers in size, spread over several continents.

After the illness and death of Emperor Allech-Atreus XVI, his son Mammaram took the throne against his father's will, having been ruling as Imperial Regent. His inability to control mutinies in the Imperial Fleet, maintain the allegiance of regional powers, and the advent of a devastating epidemic shattered the 30,000 year rule of the Empire, destroying the regional and planetary powers and ending space travel, isolating the people. What remains of Allech-Atreus are the human settelements that survived the chaos, disease, and mass destruction.

The Empire and the Multiverse

Allech-Atreus inhabits a dimension of the NationStates Multiverse not fully explored nor understood. Humans first inhabited the star systems now called the Empire after prehistoric science experiments and weapons went horribly wrong, although this is not known to the modern peoples.

To reach the Empire, one needs only to find an Imperial citizen outside of the Empire itself- the best place to do this is the United Nations building, where the Allech-Atreus offices serve as a sort of multidimensional clearinghouse for Imperial business, travel, communication, and culture. From there, dimensional wormholes will provide transport to one of several (or to some unfortunates, all) dimensional hubs in the Empire. One can book transport on spacecraft to travel the Empire in these hubs, and apply for visas, citizenship, military service, or indetured servitude.

Most importantly, it is to be remembered that some laws of physics do not apply in the Imperial dimension, and some things may be different and strange. But what the traveler will find is a nation with myriad diversity, and a rich cultural tapestry.

History of Allech-Atreus

The current incarnation of Allech-Atreus is some 20,000 years old. Imperial history is generally defined by warfare, and time is marked by the rise and fall of leaders.

The term "Allech-Atreus" refers to two points in history: the legendary Old Empire of Allech-Atreus, and the modern Great Star Empire of Allech-Atreus. Modern Allech-Atreus is the combination of two hereditary states: Allech and Atreus, through marriage. Historically, however, a single group conquered the entire galaxy and proclaimed an empire. Rebellions and large civil conflicts have periodically interrupted the functions of the Empire, the largest being the Great Civil Conflict. Even in modern times, small insurrections are common and usually put down quickly.

The modern government is built upon thousands of years of history, and much of the legal code in use was in use thousands of years ago. It is a testament to the resourcefullness and pragmaticism of previous rulers that their laws have withstood the test of time.

The Imperial Government

The Imperial government functions in a quasi-federal sense, with a centralized Imperial bureacracy overseeing the regional governments. Formerly, the central government was divided into three sections: the Imperial Royal House, the Ao In Ten (Chamber of Regents), and the Au She Dar (Agundan In Phar, "Will of the Emperor"). However, the Chamber of Regents was disbanded by Imperial Decree a short time ago in a political move intended to strenghten the throne.

The Emperor acts in the role of the exectutive, the Regents the legislative, and the Agundans as both judicial and enforcement. In practice, the Emperor is checked by the legislature and the judiciary, but in reality the Emperor holds near absolute power. With the dissolution of the only democratic assembly in the Empire, there is no longer any doubt about where power lies: with the Throne.

In addition to the Imperial House, currently the House of Allech-Atreus, there are a large number of noble families that have degrees of influence and power in both Imperial and regional politics. The most notable are the former Imperial Lines of Keltan, Valten, Alastar, and Lakarik. Each of these houses once held the throne. The Imperial Court is comprised of titled nobles which advise the Emperor. There are hundreds of noble houses that hold power or hereditary titles in the Empire; these houses are kept on the rolls in the Imperial Court House Record

The main issue with the Imperial government is the nearly crippling bureacracy infecting most levels of the government. With the exception of the Agundan, the upper levels of the Directorate, and the Military, it takes an inordinate amount of time to get anything worthwhile done. Massive amounts of money are moved around various government agencies, and bureaus which did not serve an important function in the eyes of the Directorate, or were deemed not to be in the "best interest" of the Empire, are relegated to bit jobs at poor pay in far-flung places. The Chamber of Regents was usually half-empty during planetary elections.

Regional Government

The regional governments are the non-central entities that govern the Empire. During the many wars which resulted in a unified Empire, the various regional government either solidified themselves or were destroyed . Emperor Keltan XVII Has Al Kumtan pursued a policy of legitimacy, which guaranteed regional rulers their power if they submitted to the Empire. The major regional governments are the Grand Duchy of Abdus ruled by Grand Duke Orn IV Innti, the Kingdom of Kolthurnia ruled by the Malachi Keltan, Valtenhayn and Novus ruled by the Valten Nobles, Vardacia ruled by the Star Council, Danaae ruled by the Polemarchia, Osmana ruled by the Sultanshah Mainal, Artaxia by the Kantaz, and Atraxia by the Supreme House.

Politics

Internal Politics

Most recently, the Chamber of Regents was disbanded by order of the Emperor. The action was apparently protested, with the Regents beginning a rebellion. According to Imperial News Agency reports, the Imperial Guards put the rebellion down, with minor damage to the Chamber building.

Foreign Policy

Recently, Imperial Foreign Policy has changed dramatically. The Emperor opened the borders of the Empire to the greates multiverse, and revealed the existence of multiple dimensions, and the United Nations. This marked the moast radical change in Imperial policy in history, made even more remarkable by the fact that the longest-serving Director of Foreign Affairs, Thuryaman Pendankr, was once an ardent supporter of isolation.

Neighboring the Empire in the multiverse are four other interstellar nations- Tangallamarnay, Beldani, Zurria, and Dakash, the Vepazanii word for the nation known as Dark Zion.

The Tangols inhabit the Empire of Tangallamarnay. Relations have been established with the Tangols, and there are rumours of an alliance and possible joinder with the Empire. Recently, the Imperial garrisons on Jabal Kaman came into contact with foreigners claiming to be from the nation of True Canaan, and other evidence indicates that the Dark Zionites are also involved.

Foreign embassies are quartered in the Embassy Building in the Imperial city, and administered by the Directorate of Foreign Affairs through the Office of the Imperial Legation, which also handles Imperial embassies.

Military

The military of Allech-Atreus is divided in two- terrestrial forces, and the Imperial Fleet. Spaceships are the most modern and best equipped, largely supplied by the famous shipbuilders at Rengazaan Fleet Works.

Regional governments are allowed to keep their own armies, provided that they do not threaten the Imperial government. In fact, there are specific laws that allow regional leaders to war with one another, provided they do not attack the Imperial authorities. Such battles are called "Sanctioned Wars"

The Capital

Unlike most nations, there are two capitals in Allech-Atreus. The ancient planet of Imperia Prime has served as the primary capital of the Empire since the reign of the Sivarik Emperors, but in during the reign of the Valten Emperor the planet Vanda Khal was designated as a new capital. The Keltan Emperors returned the capital to Imperia Prime, but in modern days the capital switches from Imperia Prime to Vanda Khal every 10 years. However, even though the government itself may move, the Emperor often remains on Imperia Prime for much of the decade, traveling to Vanda Khal only for important events.

Imperia Prime

Imperia Prime, the center and capital of the Empire for nearly three thousand years, is home to many millions of people, as well as the Imperial Government every ten years according to the Yan En Tun Law Revision. Originally named Bizan Tan, it was renamed Imperia Prime by the first Sivarik Emperor Askar I after his conquest of the Core Worlds.

Vanda Khal

During the reign of the Keltan Emperor Hashal Kumra XV, it was decided that Imperia Prime had outlasted it's usefullness as a capital and the decision was made to turn a planet into a new hub. Vanda Khal, a minor planet is the outskirts of Kolthurnia, was chosen for its proximity to both Imperia Prime and Kolthurnia, as well as its pristine nature and size. The construction projects lasted 20 years before the government moved there, and the new capital was more organized and efficient than the old. However, during the reign of the Valten Emperor Itanda XX, the capital was moved back to Imperia. Vanda Khal was maintained as an Imperial retreat, and furnished with great palaces.

Vanda Khal, however, became the capital once more in the reign of Valten Emperor Walanda XXV, who issued the edict which created two capitals, rotating every ten years. This was to prevent the government from stagnating and becoming complacent. Some Emperors have preferred Vanda Khal to the older capital, but others, including Allech-Atreus XIV, have publicly stated their love for Imperia Prime.

Language of the Empire

There are two official languages of the Empire, namely Gaddam and Vepazanii. Gaddam is the official court language, used in diplomatic and official documents, and is spoken in the Imperial Court. Vepazanii is actually more of a language family, covering many languages spoken in Kolthurnia, Abdus, and the Core Worlds. Apparently, the langauges spoken by the inhabitants of True Canaan, are also a part of the Vepazanii family.


Poplaran is an artifical language devised during the reign of the Alastar Emperor, developed with the express purpose of creating a common and unifying tongue. Derived from the Valten/Gaddam languages, Poplaran uses terms and structures common to most other languages, making it very easy to learn and use. However, it is mostly used as a business language, and common people retain their mother tongues. Initially unsuccessful due to the political climate of the time, Poplaran has been gaining popularity and is now tought in most education systems, alongside Gaddam and the regional languages.

Valten, the official langauge of Valtenhayn and Novus, is dervied from Old Hayn, a language present before the Scourging of Valtenhayn. Modern Valten mixes Novan words and Kolthurnian phrases, and is spoken on Valtenhayn. It is not common outside of the Valten families or the Valten Confederacy, but as the Allech-Atreus family is of nominal Valten blood, it remains an official language. Some scholars say that Valten is technically a Vepazanii language, but it is more properly classified as a Kasanmian language, the family that encompasses Vardacian, Daxian, and others.

Other languages are common throughout the Empire. Abdicin, Rutangii, Beldan, Artazii and others are commonly spoken.

Imperial Culture

The daily life of an Imperial citizen varies from planet to planet and region to region. In most regions, strong emphasis is put on labor and working as well as military service. However, there is a rich literary and artistic traditions in the Empire, and the liberal arts are well represented in the Empire.

The most prevalent cultural style is the Imperial High Culture, or Core World culture. When the Sivarik Emperors first unified the Empire and established their capital on Imperia Prime, millions of citizens moved to the new capital from the planets of the Core Worlds, which had been turned into fortress planets. They contributed their culture to the Emperor's court, and their languages and dress became the chosen style of the Imperial Court. Court style has always been seen as giving legitimacy, which is why many choose to follow the Imperial Style.

Demographics

The inhabitants of the Empire belong to the larger homo sapiens sapiens species, most accurately classified as homo universus idaltu, or rather "elder universal man." Within this main species, there are several major ethnic groups- Beldani-Abdian, Kazamal, Tangol-Atraxian, Zurro-Artaxian, Danaan, Osmanan, Dacian, Kolthurnian, and Vepazan.

The major ethnic groups in the Empire are the successors to ancient Earth races, representing the evolution that has taken place in the 30,000 years since the Great Event, when humans first appeared in the modern Imperial galaxy. While genetically similar to homo sapiens, homo universus idaltu is distinct. However, breeding between homo sapiens and homo universus idaltu is possible.

Blessed with incredibly long lives (average life expectancy is 200, without medicinal treatment), a very strong immune system, an enlarged brain stem and increased thought processes and preceptions, homo universus survived the harsh existence of the chaotic early multiverse. It is unclear whether the evolution to homo universus occurred because of the Great Event or after.

Social Life

The social life of an Imperial citizen is largely community oriented, but there are regional excpetions. In most communities, involvement is high and there is much interaction. Parades and gatherings are popular, especially in smaller towns and on smaller planets.

The family unit on most Imperial planets is the extended family, with parents and children living with or very close to grandparents and other family members. In larger cities, it is much less common to see the extended family, and the "nuclear" family is much more prevalent. There are regional expections, however, and in some cases the family divides when children come of age.

Imperial citizens have many political rights, such as the election of Regents to the Ao In Ten, and the relation between nobles, leaders, and common citizens is a largely good one. The Imperial Family is held in extremely high regard.

Entertainment & Recreation

Imperial citizens enjoy a wide variety of sports and music, many of which are just being imported to the Empire.

Music, both classical and modern, is widely enjoyed. Popular music is a huge industry, and many people enjoy contemporary artists such as Nakrat. The Imperial House Symphony is the most famed classical symphony in the Empire, critically acclaimed. Directed by Porus Likhmaynn, the Symphony is personally funded by the Emperor.

Traditional Imperial music is best compared to the sounds of Bulgarian folk music, with much emphasis placed on unique rhythms, harmony and polyphony, the use of close intervals like the major second, and the singing of a drone accompaniment. Many regional specializations exist, and traditional instruments are very popular.

Sports are also very popular in the Empire, both traditional and foreign. The martial arts are extremely popular, and in addition to many foreign styles, many traditional forms are practiced. All foreign martial forms must be registered with a government office, but there are literally thousands of independent, unregistered schools across the Empire.

Philosophies

For the most part, the average Imperial citizen is a pragmatic person, strongly patriotic, and devoted to improving their lot in life. In regions such as Abdus and Danaae, personal honor and physical prowess are held in high regard.

The Emperor and the Imperial Family is highly respected, and with the exception of some radical and activist groups, support for the government is high. Recently, the government has allowed more personal freedoms, which met with great success in the public eye.

Imperial thought has been shaped by many philsophers, rulers, soldiers, and people of civic responsibility in the past, and their ideas are to this day highly respected and influential. Yan Ren Hok, a philosopher alive during the First Empire, has been called the "Father of the Core" due to his influential teachings, codified in the Mar Yun, a treatise on proper government. Oskyrosios, a Danaan priest, advanced the idea of honor in battle and devotion to leadership, which gained great credence in Danaae and spread to the Core Worlds and Osmana.

In the modern day, learning and philosophy finds excellent breeding grounds at the universities in Allech-Atreus, as well as within the regional courts of the Empire. Education in the Empire is taken seriously, with much emphasis put upon the parent's duty to educate the child, and the right of the state to provide that education.

Religion

There are very few major organized religions in the Empire, and the majority of people follow local cults and faiths that grew out of the isolation of the Great Event. However, in the centuries that have passed, several large, organized religions have grown. The Empire extends official religious tolerance to all faiths, but has very strict registration laws for organized faiths, and has been accused of showing bias and preference for members of Taam In Phar. These accusations, of course, are entirely true.

  • Husmayagyana: Based on Danbus, this faith is centered around the Avatars of Husmangaiyu, a deity worshipped by the ancient Danbians. The priests are all men, and many ceremonies are centered on sexual practices, prayer and sacrifices. This faith has many adherents in Osmana and Atraxia.
  • Sulbein Osmanaran: Centered in Osmana, this faith is heavy in mysticism, its priests being covered from head to toe. The specifics of the religion are very secretive, and only members of the faith know much about it.
  • Taam In Phar: The semi-official religion of the Empire, based on Imperia Prime. Built around the thousands of years of Imperial rule, this faith is centered on veneration of the Emperor and the performance of ancient ceremonies and rituals. Considers the Emperor to be a godhead. Only major religion to have no real codex, but has a collection of literature and decrees that form a canon of religious works.

  • Idal Tan: Religion found in Artaxia and Kolthurnia. Centered around the worship of personal deities and the deities of the town, planet, and system. A highly developed form of many ancient and indigenous faiths.
  • Extra-Imperial faiths: There are religions found in Zurria, Dakash, Beldan, and Tangallamarnay that occur in the Empire. These are not sanctioned, and generally considered an oddity. Religions such as Christianity, Buddhism, Taoism, and Deism are gaining more adherents, but these faiths are still in the extreme minority.

Commerce and Business

The Great Star Empire is a free-market, capitalist nation. The government supports free trade and has many agreements with other nations, and advocates international fair, free trade in all commodities. The government generally frowns upon subsidies, but is sometimes forced to issue government support to vital industries in the Empire.

There is sometimes a grey area between privately-owned enterprise and state-owned enterprise. However, there are no state-owned enterprises, which makes the line even more lburry. The relationship between business and government is a close one, to simplify.

Union of Independent Nations

Allech-Atreus is a member of the Union of Independent Nations. Currently, the Empire is serving as the regional delegate.
