Dr Andrew Cuthbert BSc Econ, M.A.-Hon(Hist.), is the 1st President of Manhattan Prime. An intelligent and charismatic leader, he is known for his honest, open and informal style, and strong commitment to civil rights, education and scientific development.

A modest man, Cuthbert rarely uses his official title of Dr Cuthbert despite being widely acnkolodged as a rising star in his field, military history and politics, prior to being elected President. He is the author of two University textbooks.

Enters Politics

Cuthbert had been interested in politics and current affairs from an early age - he elected to read politics at University, and whilst at University became a member of the Liberal Party, and was Chair of the University of Manhattan Young Liberal Society in his 2nd and 3rd years.

After becoming a Doctor of History, Cuthbert accepted a teaching position at the University of New Sydney in late 2001, to teach History and Politics.

During that year, whilst teaching as a junior lecturer, he continued research on his project and in December 2001 his first book, ‘Contempory Manhattanite military history’ was published, and became widely acclaimed as a solid introduction to military history and strategy.

The following year he continued to teach ground-breaking new modules, and published a 2nd textbook, titled ‘Manhattanite foreign policy’. In recognition of his rising reputation in his field, he becomes a senior lecturer. His interest in political activism grew too, and he became more involved in the local branch of the Liberal Party.

In 2003, tired of just teaching politics, Cuthbert decided to feed his passion by having a role in it, and a chance to affect it – giving up his teaching job, he moved home to New Cambridge, and stood for local election as the Liberal candidate for Mayor of New Cambridge. Although his theoretical knowledge of politics is extensive, he was very lacking in experience, and so lost the election, coming 2nd with 32% of the vote. Gracious in victory, and impressed with the maturity and debating skill of his 26 year old opponent, the new Mayor offers Cuthbert a place on the town council, which Cuthbert gladly accepts.

The New Cambridge council, and Cuthbert himself quickly gained a reputation for efficiency, and effective liberal policies. After gaining this invaluable first hand experience of government, Cuthbert stood as Liberal Senator for New Cambridge in the 2004 elections, and is elected to the Imperial Senate, winning 59% of the vote in an overwhelming victory – helped mainly by his good reputation as a politician in the town, and the Liberal Party’s comparative stranglehold on the region, as a very ‘safe’ seat for a new Senator.

His reputation in politics continued to grow rapidly due to his outspoken and eloquent speeches in the Senate and he was nominated as the Liberal candidate for the first Manhattanite Presidential elections to be held in 2005.

Cuthbert was elected President in March 2005, with 58% of the vote, and took office on 17th March. Cuthbert presided over many changes in Manhattan Prime after the transition to the Presidential system of government, including the creation of a unique flag for Manhattan Prime (MP had previously used a variation on the American flag), the changing of the country’s motto and of the nation’s official title from ‘Imperial Colony’ to ‘Imperial Republic’. Manhattan Prime also emerged for its long period of isolation into the International arena under his leadership, and President Cuthbert was instrumental in organising the nation’s joining of TAPRES in April 2005, the Woodstock Pact in September 2005, and of ASPIRE as a Founder Member in July 2006. He also presided over Manhattan Prime’s 1st manned space launch, on 2nd May 2005.

Economy

Economic regulation: Mininal government interference, follows Laissez-faire model.

Income tax: Flat rate, medium percentage

Unemployment rate: Concentrated effort to encorage tourism in order to create jobs and bring in money.

Social issues

Abortion: Supports a woman's right to choose – Pro-choice

Death penalty: Opposes

Euthanasia: Neutral

Gay marriage: Supports

Drugs – Cannibis use legalised in special ‘café’s’ only, strict punishments for harder drugs and dealers.

Welfare: Reserved for people who cannot help themselves

Education – One of Cuthbert’s main focuses. Supports free education for all and has abolished university tuition fees and set up a system of Government grants for university students.

Foreign policy

Diplomacy: Very important, War only as a last resort

Immigration: Only in cases of seeking genuine asylum from danger

Joining the United Nations: Opposes, wants to maintain Manhattanite sovereignty.

Religious beliefs: Pro separation of church and state. Isn’t religious and runs a very secular state, but believes in freedom to choose faith and freedom of worship.

Manhattan Prime is a liberal democracy, As a young country, talented people are promoted quickly and the government is composed of quite young individuals.
