The Socialist Republic of Ardhon-nen is a massive, environmentally stunning, socially progressive nation notable for its punitive income tax rates, lack of drug laws, and privatized roads. Its compassionate, cynical population of 6 billion enjoy extensive civil freedoms, particularly in social issues, while business, while privatized, acts as puppets for a government that has no intention of ever giving up power.

It is difficult to tell where the omnipresent, liberal government stops and the rest of society begins, but it juggles the competing demands of Education, Social Equality, and The Environment, while Social Welfare and Public transport are second priorities. The average income tax rate is 100%. Crime is totally unknown.

Government

Constitutional Socialist Republic

The government of Ardhon-nen is unique among the world's nations. It is neither democratic nor a dictatorship. While these authorities are not elected by popular vote, every citizen may participate in the government in some way or another. Ardhon-nen's government is famous for its lack of leadership as no one person in the government has more power than the other.

Executive Branch: The powers of the executive branch lie in ten ministries. Each ministry contains 100 members and mangages an important part of country. Every 5 years a minister is elected (or reelected), by its ministry to represent its ministry in the People's Congress(I 'orathwaith). A member of a ministry serves for a life term; however, a minister may resigne or be impeached. A minister is elected by the College of Electorates. Executive power no longer rests with a single individual since the resignation of Chancellor Erulastannen. The ministries include... The ministries give commands to the Worker's Councils who execute the actions of the Ministries. The members of the Worker's Councils are elected directly by means of "workplace" democracy. The heads of the Worker's Councils act as the managers of the nation's industry, commerce, infrastructure, and services.

The Legislative Branch: The People's Congress is a uni-cameral body. The body is called the People's Congress. The People's Congress contains 1012 seats. The members of the People's Congress are appointed by the College of Electorates for life terms, ten seats are reserved for the Head Minister and two seats are reserved for the Consul and Supreme Chancellor; however, these seats have remained vacant for the last 350 years.

The Judicial Branch: The People's High Counsil (I Ärägoräth Gwaith) is the Judicial Branch of Ardhon-nen. It contains ten members. The members are elected by the People's Congress. Though the position is held for life, a recall may be signed by the 1/2 the Worker's Councils or 2/3 of Congress. Recalls are major events and only a Council Member who has acted in a corrupt, or "un-people" mannor may be recalled. If this member is recalled, the member is bannished from Ardhon-nen. Operating under the Ärägoräth is the People's Court of Appeals, which may appeal a decision mad by a district court. If the decision of the People's Court of Appeals is appealed than the case moves to the Ärägoräth. Operating under the People's Court of Appeals are the District Courts. The District Courts have origional jurisdiction.

The College of Electorate: The College of Electorate consists of 100 members, elected directly by the people. The Electorates serve five year terms and appoint members of Congress.

Economy

Decentralized, Planned Economics

Ardhon-nen's government is avidly socialist, though some free enterprise is tolerated. The government plans the economy with one, five, and ten year plans. The Guild of the Free Market is allowed representation so the government can include those in private buisness in the yearly plans. Employers must conform to strict labor and wage laws (both minimum and maximum wage). Because of the flat income tax of 100%, the government offers massive tax breaks and subsidies to business. The government has the right to nationalize any business for violations of the law.

Because centralized planning is highly inefficient and oppressive, the Ministry of Economics is broken into hierarchies. The National Planning Committee has little power over the economy, but simply exists to help solve conflicts of resource distribution between districts. The District Planning committee is concerned with developing its particular region of the country. The City Planning Committee micro-manages the economy of a very small area. The city planners are mainly concerned with store shelves being stocked, housing is being provided, schools are properly funded, healthcare meets national standards, and the standard of living is maintained as high as possible. In order to insure democratic production and distribution, any citizen can become part of a City Economic Planning committee. A university degree is required in Socialist Economics to become a member of a regional or national planning committee.

The supply and demand is calculated using the most up-to-date information technology. Every purchase is recorded in the national database. When consumption of a particular good increases the government makes arrangements to produce more of that good. Demand is also met by the city economic committee. Citizens voice their oppinions about products, what they want in a product, and ways to improve the quality and efficency of products. The citizens are the innovators, thus, there are rapid technological advances. A quorum is met and the majority decide what is produced.

The media is run by special intrest groups in the form of cooperatives rather than by the government or individuals. An Edhelen Cooperative is a miniture planned economy that focuses on one industry. All workers must receive nearly equal pay, based on work, and the cooperative must conform to the strict labor code. Cooperatives are exempt from income tax but must lease the land occupied from the government. Libertarian Socialists, and Communists (Anarchists), want to move all industry and business to cooperative control.

Environmental protection often plays a major role in the planning of the economy; environmentalist never let the people or the government forget this. The green belt, as well as all forests are protected. In order to prevent intrusion into these areas massive high rises grace every city. Even small towns are known to have 10-100 story skyscrapers. Recycling is compulsory, and failing to conform will lead to hefty fines, rehabilitation, and, in the most sever cases public enslavement. What can't be recycled is launched into space. The use of coal and oil are banned, and instead, nuclear power, solar powerplants as well as wind and tital harnesses are used. Most people want to move away from the use of nuclear power. The use of cars are discouraged, and one can easily get around using the well-funded public transport network. Even the smallest town is connected to the national underground metro. Cars are either electric or hydrogen powered and all foreign cars must conform to energy and environmental standards.


Society

The people of Ardhon-nen are especially proud of their wide ranging civil rights (if they arn't, and are against civil rights they are often dragged off the street by men in black suits and "reeducated"). The majority of Edhel beleive in a strong, centralized government that has a massive amount, even totalitarian, powers over the economy. However, they hold the tenet of privacy dear and believe the government should stay out of the lives of its citizens. The Edhel generally believe in the phrase "To each according to need, from each according to ability". Even though few choose to work less and still receive nearly equal amounts of income as hard workers, this behaviour is looked down upon as being immoral and corrupt. Often, one who is lazy in the workplace will be shunned by the other workers who work hard. The Edhel frown on, but tolorate political activism; seeing that the government usually knows what is best for the country, but needs to be checked on frequently.

Unlike many nations, minorities such as transexuals and homosexuals are almost totally accepted in the "norm" of society. The only places where this behaviour is not accepted are in areas where the Judeo-Christian-Islamic morals are still prevalent. The government is taking steps to "remedy" this "problem". Racial minorities have absolute equality before the law, and have the same, equal rights to material wealth. However, the government takes no affermative action, as this is seen to be reverse racism. Sexism is totally unknown. Racism, homophobia and sexism are not tolerated in society and it is illegal to make remarks of this nature. The constitution provides strict limitation on ammendments that increase rights of the majority or minority, it also restricts ammendments that attack minority, as well as majority rights. Everyone is totally equal and has the rights to persue their desires with out interference from others. It is said that one's rights stop at the tip of another's nose.

According to the Zero Crime Bill, all drugs are legal for all citizens sixteen and older. However, the consumption of drugs conisdered especially addicting, and dangerous will require the consumer to attend compulsory rehabilitation. The government attempts to keep strict control of these drugs, and assure that they are not even produced in the first place. Marajuana use is prevalent as well as tobacco and alcohol. The Zero Crime Bill provides for the treatment of all minor crimes as a disease. These crimes include but not limited to excessively harmful drugs, theft, social disruption, traffic violations, and laziness. Because the Edhel see these minor crimes as flaws caused by poor upbringing, mental disorders, or slow developement they beleve that it is not at the fault of the indeviduals, but rather society. Instead of setting these people up for failure they believe they should attempt to rehabilitate them into functional members of society. Major crimes, however, carry much harsher consequences. Muder, rape, molestation, treson, and torture are among "atrocities" considered crimes not covered by the Zero Crime Bill. The most frequently used punishment is public enslavement from one to fifty years. The death penalty is not used as it is see as hypocritic and a violation of people's rights to life. Those who committ treason are expelled from the country. Those who committ murder are given a labotomy where the brain cells from the part of the brain that controls agression are killed with electricity. The section of the brain that controls sexual desire is killed for those indeviduals who committ rape or molestation. These lobotomies are highly developed, not even needing surgery and are not even felt by the patient.

The Edhelen are also proud of their world-class education system which receives more than enough funding to maintain the best facilities, use the most recent technology, and keep class sizes small. In doing this the government has attained the highest I.Q. quotion in the region. All levels of education are provided free from charge. Education is compulsory from grades 1-12. Anyone may attend university regardless of marks earned in school. For the less academic of the Edhelen there are "Mudasguledhor pl. Medäsgeledhyr" (work schools) that offer job training.

Population

The Ardhon-nen government claims to have a population of well over three billion. However, because of the "Equal Rights Among Sentient Creatures Act" the government must count clones and sentient machines as citizens also. The human population (including clones) is, in actuallity, only about 300 million with an average growth of .04% per year. Because of Longivity treatment humans have obtained unnaturally long lives, most are euthinized (by choice), or join cyberspace before they are 300. Family sizes are usually small being, on the average of one or two children, however, many couples choose to not have children. Children are not seen as a way to extend the blood line, to populate the earth, or for economic gain...they are simply seen as a biological function.

The Cybernetic account for the remainder of the population in Ardhon-nen. The vast majority prefer to live in cyber space, though some would rather live in the physical world among humans -mainly to work and observe. When many citizens began to upload their conscience into a vast computer network, the government gave the Cybernetic full citizenship. The Cybernetic growth rate is exploding at phenominal rate due to the discovery of the sentient algorithms, which causes much concern. However, the Cybernetic have everything they need and, because many of them used to be humans, the Cybernetic do not feel threatened by the presents of humans; therefore, they have not, nor are they plotting to overthrow humans. The founding father, Erulastannen is a Cybernet and had served as Supreme Chancellor for nearly more than 350 years, and 450 years as Foreign Minister.

Language

Sæmhail-Edhelen is the official language of Ardhon-nen's government. It has its roots in the Sindarin tongue of the ancient Elvish people. The language underwent several changes over the course of Ardhon-nen's history to produce a completely different language unique to the nationstate of Ardhon-nen. The language underwent its most drastic change when the government called for the purging of all words that promoted social inequality. The Sindarin purity act established a council to reglate grammer and usage; not only in the press, but in speech as well.

A seisable majority speek Dutch, and most people take Dutch as a second language. English is also prevailent.

It is mandetory for graduation from primary school to gain proficiency in Glorgaladhad Sindarin as well as one other language such as Dutch, English, German, French, Russian, Spanish or Chinese.

Religion

The origional founders of Ardhon-nen did not have a positive view of many modern religions such as Christianity, Islam and Jewdism. However, they addopted the policy of tolerance and welcomed immigrants who held such beliefs -so long as these immigrants did not demand special rights or political power. Once theological debates started entering into political debates the government adopted a policy of nation-wide Atheism and total seperation of state and religion. Freedom of religion was allowed; however, the government discouraged the spread of religion -especially among the youth. To this day religion is considered a "taboo" subject and is looked down upon. A majority of people, however, claim to be spiritual and believe in a soal, a higher power and an afterlife.

Political Pressure Groups

No political pressure groups exist that pose an actual threat; however the Minister of Internal Affairs has identified the ratical Cristolainen, a radical Christian group, and the blackmarket as "major political obsiticals toward freedom, peace, equality, and socialism." The CDP has shown militant behavior by blowing up a criminal rehabilitation center, burning down a gay club and spreading "un-people" propoganda. The blackmarket poses a significant threat, as it sells the strictly controled (not illegal) drugs, and goods at "market prices". The blackmarket is also renowed as a mofia that constitutes the majority of unnatural/unvoluntary deaths in Ardhon-nen.

Political Parties

  • The Technocratic Party
    • The national socialist party of Ardhon-nen. They do not display common features of most national socialist regimes; however they do advocate strong government control over personal behavior and a strong military, while taking an agressive place on the international playfield. They fell out of popularity after the fall of the Imperial Technocracy.
  • The Socialist Party
    • The Socialist Party is the most popular party in Ardhon-nen. Recently, they have taken a more liberal view on the economy and on politics. This has lead to a rise in free enterprise, and more political democracy.
  • The Green Party
    • Allied with the Socialist Party is the Green Party. They believe in building a sustainable, responsible, eco-friendly, and people friendly, capitalist economy. They are liberal socially and oppose war and Nuclear weapons.
