The Atlantian Oceania Regional Free Trade Organisation (AORFTO) is a free trade organisation for nations in Atlantian Oceania, headquartered in the Bazalonian city of Drago.

History

The AORFTO started as an idea that was raised as a possibility somewhere in the Department of Foreign Affairs and Trade within Bazalonia. The idea reached the desk of the Minister of Foreign Affairs and Trade of Bazalonia, Richard Menszae, who quickly warmed to the idea. He discussed it with his Prime Minister, Stephen Hawdon, and fellow cabinet members. The idea received mixed reactions but after some discussion and debate it was decided to give this idea a go.

Letters/emails and communications of a variety of sorts were sent around the region, inviting Bazalonia's neighbors to an international discussion at the renowed BazLighter hotel in Fauxhan. A large number of nations arrived and expressed interest in the concept. Menszae put forward several drafts of the organisation’s charter, and eventually the delegates were able to settle on a charter.

The AORFTO had unfortunately failed to successfully get off the ground and has now been shut down. The reason was just as much as a lack of membership as it was for internal Bazalonian politics

AORFTO Charter

Preamble

In recognition that international trade has great importance to the economies of many nations in the region of Atlantian Oceania and that removal of many trade barriers through the region can only be beneficial to the region as a whole, while still preventing predatory actions of organisation members.

Definitions

Clause A - "Tariffs", a fee imposed on one or more goods or types of goods being imported or exported that is not to cover the cost of customs and/or quarantine required.
Clause B - "Quota", a maximum limit (or a target range) that one type of good or service may be imported from one or more nations.
Clause C - "protectionist device", a system in place by a national government to limit the inflow of any imported goods, wether or not it applies to any particular subset of the importation of those goods or not.
Clause D - "trade agreement", a proposal that has been agreed to by AORFTO according to the voting rules of the organisation that defines industries affected and how those industries are affected by the removal or reduction in tariffs, quota's or other protectionist devices.
Clause E - "AORFTO Agreement", the trade agreement currently active in the AORFTO, by which all members must abide.
Clause F - "limited sanctions", sanctions that have been approved by a 2/3 majority at the formation of the AORFTO that are available for the Trade Dispute Judiciary to use as punishments.

Membership

Clause A - There shall be 2 types of membership. Members and Executive Members; the duties, rights and responsibilities of each shall be described in following clauses
Clause B - Membership to the AORFTO shall be open to all nations that are officially recognised as being in Atlantian Oceania
Clause C - There are to be limited Executive Members, one Executive member for each recognised Atlantian Oceanian alliance, currently ASPIRE, the Strategic Alliance and the SDL. As well as one extra executive member representing all member nations that are not aligned to any recognised alliance
Clause D - A member nation may resign any time from the AORFTO, if the member is an Executive Member a replacement Executive member must be found before they can officially resign their position in the AORFTO

Trade Agreements

Clause A - A maximum of one(1) AORFTO Agreement shall be active for all members of the AORFTO,
Clause B - All agreements must specify a timeframe for the full effect of the agreement to come into force and may specify time frames for specfic aspects of the aforementioned agreement to come into force
Clause C - If there is an existing agreement a transition clause specifying a timeframe is required for members that have already implemented the previous agreement to implement the changes required for the new AORFTO Agreement
Clause D - A trade agreement proposal requires 2/3rds of all member votes to be for the proposal for it to become the AORFTO Agreement

Trade Disputes

Clause A - If a member of AORFTO believes that another member nation are using the AORFTO Agreement or processes of the AORFTO to abuse or mis-treat them then they may file a complaint against the accused nation in the Trade Dispute Judiciary(TDJ).
Clause B - The TDJ shall be made up of a legal representative from each Executive Member forming the Judiciary of the TDJ
Clause C - The TDJ will take evidence and arguments from both sides before the Judiciary deliborate together before making a judgement
Clause D - TDJ may impose limited sanctions if the case against the accused nation is proved. Any sanction imposed is legally bound to be abided by all member nations

General Trade Behavour

Clause A - A member nation may not use the AORFTO Agreement to bypass embargoes or any other trade sanction imposed by a member nation on a non-member nation.
Clause B - A member nation may impose trade embargoes or trade sanctions on another member nation, but must provide the TDJ with a reasoning, unless on opposite sides of an open war or in exceptional circumstances as decided by the TDJ.
Clause C - No sanctions will be put in place should the TDJ find against the sanctions, but the ruling will contain a time frame for the trade sanctions to be reveresed if the trade sanctions are not reveresed within that time frame.
