The Government of the Ayyubids

Head of State

The Sultan is spirit of the nation. The Head of State, signs bills into law, is the chief diplomatic officer, chief appointments officer and the Supreme commander of the armed forces. He may at any time veto any bill prior and after voting by the House of Representatives or senate. Hey may also veto any ministerial decision. When the Sultan uses his right to veto, the Supreme Constitutional Court will decide whether the veto will be executed or not. Incase the SCC finds the veto executable, the Senate can overturn it with a 2/3rd vote.

Cabinet of the President

The President of the government is the head of the government, he is the chief executive officer and has the power to disolve and summon parliament. The President is risposable for all acts of the Sultan. The President is elected by popular vote. The Vice President is appointed by the President.

The Governor-general (also known as the 2nd Vice-president) is elected by the General Council of the Union, of which all governors are member. While the President "manages" the Federal Government, the Governor-general as chief of the governors, "manages" the various national governments of the Sultanate. The Governor-general may request the Sultan to dismiss a governor. The Governor-general also has all the powers the governors have and he is himself the Governor of the Federal District of the Ayyubids. The Governor-general does not answer to the President, only to the General Council of the Union, which can request the Sultan to dismiss the Governor-General.

The Council of Ministers

The Council of Ministers collectively decides the government's policy and tactical direction, especially in regards to legislation passed by the parliament. The ministers are appointed by the Sultan after achieving a confidence vote in the House of Representatives. The Head of the Council of Ministers, the Prime Minister is elected by the House of Representatives, he then presents a cabinet to the House for a vote of confidence. Each minister has his own portofolio, with exception of the portofolio of general affairs. The Minister-president and the Vice-minister-president both have the portofolio General Affairs.
