Duchy of Baronovia

Baronovia was a nation in transition. Until recently, there was no central government, not even an attempt at one. Each region was satisfied at ruling themselves. The only time anything resembling a government emerged, was during the summer solstice when the various Clan Cheiftains, Barons, Mayors, ect. would gather in Tristnia and discuss issues concerning their regions. For 100 years, since the end of the Rokstov dynasty, with the death of The Mad Duke, Victor III, and the fall of the Rhineland Duchy, the "Gathering" has worked well enough, well enough until recently, Baronovia was threatened at being absorbed by it's neighbors.

Though, some of the leaders welcomed the idea of being annexed, the majority were fearful that it would mean the end of their various cultures. They dicussed letting those who wished to be aborbed to be allowed to, but it was soon realized that it would not stop at them, and eventually Baronovia would cease to exist. During the last Gathering, the discussion lasted for nearly a month, and when the leaders returned home, an interm government had been established in Tristnia in the form of the Grand Council.

The Grand Council was made up of a member of each region, at the moment 31 members, who's duty was to deal with international affairs, but primarily to hammer out some kind of Constitution. The Civil Rights had been the primary concern and had been agreed apon, but what form would the government be. Some wished a weak central government, but that would mean that foreign relations would be nearly impossible, the government will not be taken seriously. Others wished a powerful government, but that type may trample on the individual rights of Baronovians and also weaken the power of the various regions. What has been agreed apon took many by surprise, the reconstitution of the Monarchy.

Though, the new "Duke" would have greatly reduced power, sharing it with some kind of parliment, it is odd that the thought would even by suggested. The last Duke became a tyrant, to take that chance again would seem illogical, but the "royalists" argue that the Rokstovs were absolute rulers, and absolute power currupts absolutely, the new Duke will be limited in his power by a Constitution, unable to enforce his will without the consent of the Parliment. After months of debate, a Constitutional Monarchy had been agreed to with the power divided between an elected Parliment and a hereditary Duke, with a Judiciary that will overwatch both.

Things looked good at the beginning, elections were held in which the 400 assmbly deputies were selected, by direct vote, the 31 regions re-selected their representatives to the Grand Council, by whatever means they have traditionally selected leaders. Once seated, the Grand Council selected the seven judges of the High Court and the 31 Provencial Tribunal judges and then set about selecting the New Duke of Baronovia. This was where things got complicated.

There were about as many suggestions as there were Councilors, many nominated themselves, that was soon rejected, it would give one povence too much power. Others suggested offering a foreigner, they were nearly laughed out of the building. It was finally decided that there was only one person, a member of the Rokstov family. Though there were no living descendants of Duke Victor, but there was another line that did live, the great-great grand son of Baronovia's most beloved ruler, Duke Manfred. He is the descendant of Manfred's youngest daughter, Richard von Rhinehardt. The Rhinehardts have been living outside the country since the fall of the Duchy, and was not easy to persude him and his family to return, but after days of negotiation, he finally agreed.

The Old Ducal Palace of Tristenoira was restored, and the corination was held in the Cathedral of Tristnia. The Archbishop of Tristnia placed the crown on the head of Richard von Rhinehardt and thus transfered the powers and duties of the Duke of Baronovia apon him. The Duchy of Baronovia was reborn.
