Bateston is the capital of The Evil Empire of the Psychomaniacs. As such, it also serves the function of the seat of government for the region of Psycho Land. It sits in what was once a swamp off the slopes of Mount Luna in the northwestern part of the Psychomaniacs. It's population accounts for more than a tenth of the population of their country. It's citizens are fanatically devoted to their government, especially the Emperor, whose palace can be seen fron the eastern portion of the city. Their city-level government consists of a mayor, elected by the people of the city, and two city-ministers, appointed by the Emporer. Their right, or rather privilege, to elect the mayor is the only such one in The Psychomaniacs. It is held only because of the city's high favor with the Emporer. The city's symbol is the three headed eagle, representing the three city founders. It's flag is an arm holding a dagger, it's representation is pretty straightforward.


History

The founding:

Bateston was founded by three people, however we only know the name of one of them, Alexandrus Caesar. It is rumered that he killed the other two founders in his (successful) attempt to become the first Emporer of the country. It had only six hundred households, and the government soon turned to a new capital to govern from.

The Great Revolt:

George Chase, a freedom fighter against the government of The Psychomaniacs, began his uprising in Bateston. Seventy million people across the nation took up arms against the government in all. However the revolt was soon put down by hundreds of millions of Psychomanian troops assisted by the other nations in the future region of Psycho Land. Chase was hung in downtown Bateston.

The New Capital:

The city's roll in the revolt had caught the eye of Emporer, Watie Caesar the Wrathful. He decided to kill every member of the city not loyal to him. Soon however he decided that it would indeed be a good capital as it was now the largest city, and an economic center in The Psychomaniacs. He built his new palace in site of the city, and had other officials move to Bateston. This spurred rapid population growth in the overjoyed city.

Psycho Land:

The Psychomanian government was the sole founder of the region of Psycho Land. It almost singlehandedly brought new nations into the region. The city of Bateston was given the honor of being the capital of the new region. The Hall of Phychotus Landius, where delegates of all the nations gather, was put in central city Bateston.

Politics

The city was given the right to vote for their mayor by Emporer Alfred Caesar the Excellent. However, the city-ministers continue to be appointed be the Emporer. While the Mayor has almost all of the power in Psychomanian cities, the city-ministers however have the combined power to, if by mutual consent, impeach the mayor. This seldom happens. They also must introduce all non-priority legislation for the mayors judgment. The judges are the only other importent members of city government, their only power to decide a single case on if a person is guilty or innocent. Judges are appointed by the city-ministers, and can be overridden at any time by the Emporer.

The Mayor Elections of 2005:

As a mayor serves 25 years to death in Psychomanian cities (only the Emporer or death can otherwise remore him from office), elections are important to the city. In 2005 the mayor, Jefferson Franklin, beloved by the people, died of stroak. This set off a furious new election between Alexander Hannover and Luke Alaric. Hannover won by two votes. In twenty-five years his term will have to be renewed by the voters if he is to continue to his death. If he looses the election (each person voting "yes" or "no") a new election will begin. Thus far he is not much liked by the people. This may change though, we shall see.
