Birmingham is a self-governing parliamentary democracy in free association with the FCSTO.

History

It was founded by the Prime Minister of the Federal Commonwealth Society, Great Britian---.

Government

Birmingham is a constitutional republic with a parliamentary system of government. Mrs Carrothead is the Premier of Birmingham, the Head of State in a role that is distinct from her position in the other FCSTO states. The Birmingham Parliament has only one chamber, the House of Representatives, which usually seats 5 Members of Parliament. Parliamentary general elections are held every three months. The 2006 December General Election created an 'underhang' of one less seat, thus the Premier used her Reserve Powers to expand the house by one extra member.

Birmingham operates through a loose system of Cabinet government, headed by the Prime Minister. The Cabinet decides all policy but important issues are sometimes put to the region to decide by referenda. Individual ministers are responsible for their own departments and the rest of the Cabinet acts as an advisory body to each minister as decisions are made.

The Birmingham Constitution is the supreme legal document in the Birmingham system, and serves as a social contract between the people of Birmingham and their government. All laws and procedures of governments are subject to review, and any law ruled to violate the Constitution by the judicial branch is overturned. The Constitution is a living document as it can be amended by a variety of methods, all of which require the approval of an overwhelming majority of the people

The judiciary includes the Birmingham Court of Law; appeals can be heard by the FCSTO Supreme Court.

Foreign Policy

Birmingham advocates a foreign policy in line with what is known as the 'defender' school of thought in NationStates. Birmingham maintains that invasions of regions should not occur under any circumstances, hence there membership to the ADN (Alliance Defence Network). Historically, Birmingham has remained fairly neutral on in regards to foreign policy
