Robert Elim Flibble was born on July 22, 1964 to Kirk and Beverly Flibble. After graduating high school Bob enrolled in St. Flibble University where he earned a Ph.D. in Political Science. A degree which went unused until his brother Brandon Flibble was elected Grand Poobah of The Rogue Nation of Flibbleites in 2000. Once that happened Bob suddenly found himself thrust into the international political scene when he was appointed as the Flibbleite UN Representative and shortly thereafter regional delegate for Final Fantasy.

Bob's personal beliefs often affect how he feels about UN resolutions. Most notably his belief that the UN should limit itself to legislating on issues that are directly international in nature. As a result when the formation of a National Sovereignty Coalition was proposed, Bob quickly joined. Even though the coalition collapsed within a month, Bob was undaunted and joined the National Sovereignty Organization becoming one of its leaders.

While Bob had helped others draft proposals on the forums he had never tried writing one himself until May 2005, when the first draft of Nuclear Armaments was posted for comment. After a few minor modifications and a legality ruling from the UN Secretariate, Nuclear Armaments was submitted and on July 3, 2005 became UN resolution #109.
