The Office of the Cabinet Secretary was created by the Civil Service Creation Act. The Cabinet Secretary was also the head of the Civil Service. Officially the role is entitled Secretary of the Cabinet. Note this is an article related to The Land of Kings and Emperors.


Appointment

The first Cabinet Secretary had to be appointed by the Lord Chancellor. However all succeeding Cabinet Secretaries were to be appointed by their predecessors, and also needed to get the approval of a majority in the House of Commons. The motto of the Cabinet Office is 'Unum Necessarium' i.e the One Necessary, symbolising the importance of the Office.


Portfolio

Initially the Cabinet Secretary was also head of the Civil Service, appointing Permanent Secretaries, and helping to manage the affairs of administration and government. However with the passing of the Government Reform Act (2nd March 2007) the Civil Service was almost completely dissolved, with only the LKE Intelligence Service (LKEIS) and Cabinet Office surviving. Thus the Cabinet Secretary only became responsible for Cabinet Minutes and implementing Cabinet policy. The Minutes of Cabinet that the Secretary makes are eventually published.


Position Advantages

The incumbent of the Office of Cabinet Secretary has a number of key benefits. The CS has the right to vote in a Cabinet meeting, which means that he can help shape Government Policy. In addition being in Cabinet meetings allows for the gaining of valuable information. Cabinet Secretaries also, by custom, tend to get Knighthoods, if they do not already have them. The CS also gets to use the Cabinet Room as an office, though the Cabinet may also use it, and it has been argued that it is more the Prime Minister's Office than CS's Office. Lastly the Cabinet Secretary also gains a private Office (Greycourt), which is located in the Ministry of Government Affairs.

Onderkelkia was the first Cabinet Secretary, in office from February 4th to March 10th 2007. As he led the Cabinet Office at the time of its Civil Service height he was in charge of a very powerful organisation. He also used this to greatly managed and enhance the LKEIS, at that time a branch of the Civil Service. In addition Onderkelkia used his position to influence the Cabinet towards his point of view. He also created Greycourt as the natural home of the Civil Service. OnderKelkia resigned to return to Politics however retained the role of Director General of the LKEIS which later became the Imperial Intelligence Agency.

Westiana is the present Cabinet Secretary. He has been the CS since March 10th. He, like his predecessor, tends to attempt to influence Cabinet towards what he feels is right, though he also moves to position himself closer to the Prime Minister of the day. It is sometimes accused of Westiana that he is the 'Emperor's eyes and ears in Cabinet'. This claim has never been confirmed.
