The city of Capital City-Toro is really two different cities with one mayor. Part of the city is located in the province of Toro, while the other part is in Capital City (sometimes called National City). The city has a large population of which 92% live in the province of Toro and only 8% live in Capital City province. The city has an airport, movie theaters, office buildings, highrise apartments, and sports centers. It is a clean city and has anti-litter laws, even though it is considered one of the most disgusting places in the whole WWU.
