Capital Praetor is the heart of Eastern Europe's banking system. Capital Praetor maintains Eastern Europes largest, most powerful, most advanced Air force (also pertaining to regular aircraft and technology), and is a democratic society built on business and hard banking. The capital is Volgograd, which is situated in the southwest of the country. Citizens of Capital Praetor go by several names: Praetorians, Praetors, Capitalites, Capitalists, Praets, etc. The formal, and polite, title is Praetorian. However, once a Praetorian becomes a member of the government, such as a Senator or a Representative, the don the title of Praetor. A Senatorial Praetor would be titled as "Senate Praetor", and a House Of Commons Praetor would be titled as "House Praetor". The President of Capital Praetor is titled as "Praetor-Elect", and the Chancellor is "Praet-Authoritat".
Capital Praetor garners the largest and most successful banks in Eastern Europe. The banks of Capital Praetor operate in every nation in Eastern Europe, whether it is directly or through monopolization. Due to this fact, Capital Praetor also yields the most powerful currency in Eastern Europe. The Eastern Euro, distributed by the Grand Bank of Capital Praetor, is the most valuable currency in Eastern Europe. The largest bank in Eastern Europe, in size, number of accounts, number of affiliates, and amount of assests and money in flow, is the Grand Central Bank of Eastern Europe. Due to the incredible importance of the GCBOEE headquarters, which is situated outside of Volgograd, a full compliment of 500 Praetor Guard are garrisoned inside the banks premises.

Politics Of Capital Praetor
Capital Praetor operates on the doctrine of democracy. The national leader, the President, is elected by a majority in the House of Commons. The Chancellor is brought into power under the campaign of the President. The President affiliates himself with international and foreign going-ons, while the Chancellor takes care of the trivial and widespread internal situations in Capital Praetor. The President and the Chancellor maintain the most power in Capital Praetor, with the head generals and strategists of CPAF maintaining secondary power. Originally, the Banking Clan maintained ultimate jurisdiction over matters in Capital Praetor, however, ongoing debate and recent legislature have kept the Banking Clan on an unsturdy pedestal. Recent legislation, which barely passed a vote in both the Senate and the House, eliminated the heirarchical powers of the Banking Clan. However, bureaucratic process still legislates that laws must be passed through the members of the Banking Clan. Torrid and furious debate has encompassed nearly every Senate and House of Commons sessions.
The Parliament, or House of Commons, holds 465 representatives. Recently, there was a Corporate Parliament, opposite the now extinct Naitonal Parliament. The Corporate Parliament, which was established a few years after the "Corporate Military Contract Bill" (or the "Certificate Of Protection To Be Provided By The Trader's Guild", as it was termed 300 years ago upon its creation), held 232 representatives. However, recent reforms have abolished the Corporate Parliament. The Senate holds 465 Senators, with the Vice-President residing as head of the Senate. If the House and the Senate both agree on a bill, then it is passed. However, if one disagrees, then a second vote on the bill is held. If there are still disagreements, then a third motion will occur. If three motions do not pass a bill, then either the Supreme Court or the President himself will evaluate the situation. At present, this duty has alternated between the President and the Supreme Court.
Capital Praetor is a predominantly capitalist-oriented nation. Dominating the banking world of Eastern Europe, it obviously holds extreme wealth in it's corporate and trading enterprises. However, there is a strong liberal backbone in Capital Praetor. Civil rights and political freedoms are most respectable. However, there is an ongoing struggle for recognition of certain ugly aspects of Praetorian society. An ongoing problem for Parliament is the lack of any healthcare system. Even after the staggering Rioli's Flu outbreak, no healthcare system has been put into place. This is only one of Capital Praetor's unsightly blemishes upon it's society.
There is a running joke in Capital Praetorian politics regarding political party names. Usually, documented from the past, political parties which supported right wing policies featured the term "Praetorian" in their official title. The political parties that supported left wing policies featured "Praetor" in their official titles. However, this practice is not that mainstream anymore. But it appears to be working in some areas of Praetorian politics...
Political Parties
The Praetorian Conservative Relief Party - Centers it's campaigning around the greater implementation of foreign imports, as in the past. Seeks to bring back the old socialist reforms of the 1930's to Capital Praetor. Considers itself to be a 'relief' from the current ruling government for all Praetorians. It also seeks to eliminate the Banking Clan entirely, and to more intensely confine the interest rate levels for banks. The PCRP realizes the cultural, social, economical, and political importance that Capital Praetor's banking career holds, and therefore wishes to maintain its banking 'empire'. The PCRP claims that it traditionally holds the nickname "The True Blue", however disputes with the CPLWP continue. Traditional colours are blue and white.

The Aardvark Expansionist Party - This party associates itself with strict military policy and the sad and insane economic policy of devoting every single Praetorian dollar to outland defense. That is, an army to take over it's neighbours. The expansionist party also wishes to eliminate the districts and provinces in Capital Praetor, in a bid to 'bring everyone together in civilized unity' and to no doubt lower the number of seats in Parliament and Senate. In many ways it represents a refined and up-to-date Spartan society. Traditional colours are white and red.

The Bird King Party - An oddball party, this party has a rather suprising number of members in Parliament. The Bird King party wishes to eliminate the CPAF in fear of the danger being caused to CP's bird population due to the catastrophic jet engines. Obviously a twisted party. However, many ex-party members say that the Bird King Party really wants to overthrow the Banking Clan, whether through democratic or violent means. The Bird King party holds 5 major corporations in it's membership, and each of these corporations maintain a rather well-equipped Corporate Army. There are rumours that the Bird King Party is run by internationals who want to hand over Capital Praetor to another nation in Eastern Europe. And not as a gift. Also, it should be noted that the BKP is a strong propponent for the implementation of the NBC Deutschmark as an official currency. Traditional colours are white, red, and green.

The Praetor Protectionist Party - This party is based on direct spending to the defense budget, health budget, and welfare budget; all in attempts to protect the Praetorian. The PPP has allied itself with The Praetorian Capital One Party, the governmental party in CP. Because of this, the PPP directly funds CPAF, and on the new CPAF aircraft being manufactured, a small branding can be seen below the cocpit viewport reading "PPP". Traditional colours are blue, white, and black.

The Praetor Reformation Party - The PRP used to be the ruling party in Capital Praetor. It lead a productive and qualitative government for about 12 years. The PRP was responsible for the well articulated acquisition of the western Kozaki territory, which was purchased for a very very hefty amount from the regional satraps and counties that occupied the region. The PRP campaigns for several new corporate laws to lower the funding for corporations and companies provided by the government. It is also acquisitioning for less lenient gun laws, more funding for clone research and healthcare development, and an increase in direct-government funding for CPAF retiree's and the citizen retirees of CP in general. Traditional colours are blue, white, and orange.

The Praetorian Capital One Party - The PCOP is the current party in government. It has majority rule in Parliament, but rules only a 1/4 of the Senate. 5 of the 12 Banking Ministers in the Banking Clan are members of the PCOP. The PCOP favours: the abolishment of taxes, which it has managed to do without batting an eyelash; the national promotion and advertisement of the Capital Praetor Air Force, as well as a major increase in funding for CPAF; the increase in national minimum wage, which it has painstakingly done; the domestication of the endangered Praetor Aardvark; and the delicate increase in education and healthcare spending; just to name a few party objectives. The PCOP has an unofficial alliance with the PPP, which the PCOP uses to it's advantage during Senate debates and votes. The PCOP has been dropping in popularity, however, as the government's inability to properly take care of every Praetorian was more than disgusting, to say the least. Many Praetorians are turning towards the PPP as an alternative. The PCOP dons the traditional nickname "The Fighting Whites". Traditional colours are blue and gold.

The Praetor Green Earth Party - The PGEP is a liberal-based party. It acquired official party status 2 years ago, in regards to the consistent ink and vinyl run-off being produced by Praetorian printing companies. The PGEP has been welcomed by many young Praetorians, and has substantial voting power in the Senate. The party rallies for greater care being given to the environment in regards to fuel testing for aircraft and air pollution from factories. It wants greater protection for the Praetor Aardvark, the creation of national forests and parks in CP, the official recognition of the 'tree' as a Praetorian citizen, and more money being spent on education and environment. It shows fanatical support for Green Peace, Praetor. Traditional colours are blue, white, and green.

Le Parti Du Monarch Avec Les Lingos - 'The Monarchist Lingoist Party' - The MLP is related to the oldest, and therefore the first political party assembled in Capital Praetor. That is the Lingo Party (circa 1825), The Party Of Lingo (circa 1843), The Lingoist Praetorians Party (circa 1876), and finally The Lingoist Party (circa 1928). The Lingo party was a party comprised of members and close friends of the Lingo family, who owned five major textile factories and two major shoe factories in Capital Praetor. During one of CP's "down-time" eras, the Lingo's and friends gathered together and rallied the CP government to hand over the government decisions to citizens. The Lingoist Party is historically famous for re-envigorating the term and title 'Praetor', and for promoting the regularization of banks in CP. The Monarch party is the 22nd Century spin to the Lingoist Party, in that it wishes to apply the Lingoist mob mentality to solidify rule under a single certain individual. The Banking Clan would be obselete, and a Lingonian would be crowned Supreme Praetor, or King, of Capital Praetor. Democratic ideals would still be in place, however in a less substantial format. The MLP also wishes to solidify French as the official language of Capital Praetor. The MLP has close ties with the Bird King Party and the PCRP. Traditional colours are white, red, and gold.

Russian Unification Party - The Russian Unification Party is a new party in the political scene. It was created after the formation of the gigantic Russian Federation. It immediately attracted an ample sum of Praetorians, who recognize the influence and weight that the Russian Federation carries in international affairs. It currently has no members in Parliament or Senate, seeing as it was created after general elections. It has a sudden and strong following. Traditional colours are blue, white, and red.

Capital Praetor Liberal Workers' Party - Also known as "The True Blue", however disputes over the authenticity and origin of this nickname are currently being moderated between the CPLWP and the PCRP. The CPLWP was the second major political party in Capital Praetor. After the Lingos got into power, excessive abuse of legislative powers began and continued into the late 1900's. The CPLWP united from migrating parties and solidified a steady grasp of power in Capital Praetor. They eventually came into power in 1926, years before a volatile stock market crash occured in Capital Praetor. However, the events of this same market crash caused the CPLWP to lose it's hold on government, as it was blamed for the destructive aspects of the crash (However, bankers and those with trusted banks prospered well). The CPLWP has struggled to regain it's stature in the Capital Praetor political morass. It currently has no seats in either of the legislative bodies. Support for it has grown over the last five years, however. Traditional colours are blue and white.

CPAF
CPAF, or Capital Praetor Air Force, is the main arm of Capital Praetor's defensive and offensive forces. CPAF maintains control over the Praetor Guard and the Capital Praetor Navy. CPAF orchestrates the armed forces of Capital Praetor, and is the first response to any threat in relation to Capital Praetor. CPAF utilizes over 15,000 single-seat jet fighters, over 2000 jet bombers, and over 5000 rotary aircraft. An estimated 13 trillion Eastern Euros is spent on CPAF alone, with the remaining budget filtering down to Praetor Guard and CPN budgets.
There are over 650 active aircraft squadrons in CPAF, with well over 100 more in reserve and on rotational duty. Duty in CPAF, CPN, or PG is compulsory as soon as the Praetorian turns 16. After the Praetorian turns 16, 4 years of mandatory duty must be served. Failure to do so before the Praetorian turns 50 can result in a criminal record. 30% of Praetorians are actively involved in CPAF, and another 25% maintain a 4 year rotational duty. This means that every 4 years, the Praetorian will return to his CPAF squadron for 4 years of duty. This carries on until the Praetorian reaches the age of 52. After this, the Praetorian may enter elective retirement, where the Praetorian can choose to retire with full honours, short of a Praetorian Life Time Achievement Award, or may continue active military service for another 4 years. If the Praetorian chooses to continue his military service, he will complete it at the age of 60, where he will be honourably retired from the military with a Praetorian Life Time Achievement Award. Following this principle, the Praetorian will serve in CPAF a total of 4 to 5 times; if rotational duty is contracted.

Occupational Eligibility
Capital Praetor utilizes a progressive occupational system. Every Praetorian must acquire a Gray Card if they wish to hold a job or standard occupation. To acquire and run their own business, the Praetorian must recieve a Green Card. Further advantages and situations apply as a Praetorian progresses through the card system. The card system of occupational authorization was introduced by the Capital Praetor Reformation Party, amid much backlash from the liberals of Capital Praetor. The system is considered unnecessarily bureaucratic. However, proponents of the system argue that it is essential for identifying illigitimate businesses and for filing lawsuits and claims against businesses. The card system is operated by the Grand Central Bank Of Eastern Europe, which gets its authorization from the Parliament. Its requirement is scheduled for debate in Parliament in one years time.
Gray Card - Allows the Praetorian to both be employed and employ. The Gray Card provides the Praetorian with minimal employee insurance, employee taxes of 5%, and the ability to join unions and other workforce-related organizations.
Green Card - Allows the Praetorian to register for their own business. The Praetorian then recieves an automatic government investment of $20, 000 , and the government must purchase at least 100 stocks from the business prior to it's registering into the Praetorian Stock Market. The Green Card is non-transportational, and is void when the business crosses the border.
Blue Card - Allows the Praetorian and his business to cross the border, and still receive benefits from the Praetorian government. Taxes are 20%, and the card carrier has to commit to Praetorian-oriented business and services above all others.
Stripe Card - A blue and white striped card that signifies the carrier as a CEO or Manager who may assemble a Corporate Amry. Only through heavy funding to the government may anyone acquire such a card, and this only pertains to getting the card. The carrier must follow, very closely, the rules and regulations of the Corporate Military Contract Bill (CMCB), which is signed by every carrier. The original CMCB from 300 years ago is the document that the carriers must sign, and betrayal of such a document requires swift and brutal punishment to the carrier and his companies/businesses.
The Banking Culture
Capital Praetor is infamous for it's passion for banking and investing and providing excellent investment sources and partners. Investments and banking, largely international, has helped the Eastern Euro to become the most valuable currency in Eastern Europe. Capital Praetor's banking and investment ethics have milked down to the national attitude. Generally, children recieve a bank account, at a bank of the parents choice, care of the Praetorian government. Following this, a bond of $5000 is deposited into the account to be recieved upon adulthood. Furthermore, investing is encouraged and taught as early as grade two. However, to allow this, math is being taught with great vigour. This explains why Capital Praetor is also home to some of the top math whizes in Eastern Europe.
Over 100 international and outernational (banks with services primarily for other nations) banks have their home headquarters located in Volgograd or elsewhere in Capital Praetor. Because of this, Volgograd is currently the richest city in Eastern Europe (followed by Die Eine Stadt, Marsden III). Youth and young adults are often preoccupied with financing themselves, and the poverty level has dropped drasticly because of the governments progressive stance on economics and banking/investing.
