The Armed Republic of Carcharocles is a very large, safe nation, renowned for its complete absence of social welfare. Its hard-nosed, cynical population of 177 million are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.
The government -- a sprawling, bureaucracy-choked morass -- devotes most of its attentions to Law & Order, with areas such as Social Welfare and Social Equality receiving almost no funds by comparison.
