The Central Defense Army (CDA) is a centrist defender alliance. The CDA was founded after the Grenvali Regional Summit of 2004, during which Southwest Asia came up with the idea for an organization that was centrist in political affiliation and policy.

Alliance Charter

The Charter of the Central Defense Army

In times of war, defenders must unite to fight against injustice. The Central Defense Army seeks to place aside personal disputes and rivalries so that we may defend together. We pledge our membership and resources to the defense and liberation of all non-invader regions and will place defense and liberation above all else. Victory, until the end of time.

The laws and procedures set forth in this document shall be abided by only to those willing member nations and regions of the Central Defense Army.

  • Definitions

a. Invasion shall be defined as the conquest of a region, through replacement of the native delegate, with the intent to exert unwanted external sovereignty over said region.

b. Defense shall be defined as the interruption of an invasion in progress with the intent to depart from the region under invasion once the invasion has been halted.

c. Liberation shall be defined as the temporary annexation of an invaded region with the intent to depart from the invaded region once the invasion has been lifted.

  • The Commanding Officer

a. The Commanding Officer shall act as the executive body and official head of the Central Defense Army.

b. The Commanding Officer shall be elected by a plurality of the Parliament on the first of January, on the first of May, and on the first of September.

c. The Commanding Officer shall appoint one Parliamentary member per department as the Secretaries of Defense, Intelligence, Internal Affairs, and State. The Commanding Officer shall not appoint himself as a departmental secretary.

d. The Commanding Officer shall approve all advisors and deputies appointed by the Secretaries of Defense, Intelligence, Internal Affairs, and State.

e. The Commanding Officer shall approve member nations of Parliament.

f. The Commanding Officer shall remove member nations of Parliament with a majority approval of Parliament.

g. The Commanding Officer shall approve member regions of the Central Defense Army with a majority approval of Parliament.

h. The Commanding Officer shall remove member regions of Parliament with a majority approval of Parliament.

i. The Commanding Officer shall veto all acts of Parliament at will with the exception of a vote of no confidence and an overriding of a Parliamentary member nation or region removal.

  • The Department of Defense

a. The Department of Defense shall be led by the Secretary of Defense.

b. The Secretary of Defense may appoint members of Parliament as advisors or deputies with the approval of the Commanding Officer.

c. The Department of Defense shall cooperate with the Departments of Intelligence, Internal Affairs, and State to coordinate defense affairs.

  • The Department of Intelligence

a. The Department of Intelligence shall be led by the Secretary of Intelligence.

b. The Secretary of Intelligence may appoint members of Parliament as advisors or deputies with the approval of the Commanding Officer.

c. The Department of Intelligence shall cooperate with the Departments of Defense, Internal Affairs, and State to coordinate intelligence affairs.

  • The Department of Internal Affairs

a. The Department of Internal Affairs shall be led by the Secretary of Internal Affairs.

b. The Secretary of Internal Affairs may appoint members of Parliament as advisors or deputies with the approval of the Commanding Officer.

c. The Department of Internal Affairs shall cooperate with the Departments of Defense, Intelligence, and State to coordinate internal affairs.

  • The Department of State

a. The Department of State shall be led by the Secretary of State.

b. The Secretary of State may appoint members of Parliament as advisors or deputies with the approval of the Commanding Officer.

c. The Department of State shall cooperate with the Departments of Defense, Intelligence, and Internal Affairs to coordinate diplomatic affairs.

  • The Parliament

a. The Parliament shall act as the legislative body of the Central Defense Army.

b. The Parliament shall consist of any nation approved by the Commanding Officer.

c. After appropriate debate, a motion of Parliament may be seconded and publicly voted upon for seventy-two hours. A motion shall be considered passed and implemented as such if said motion receives a majority approval.

d. If a motion is vetoed by the Commanding Officer, the Parliament may override said veto through passage of another motion by a two-thirds (2/3) supermajority.

e. The Parliament shall approve or deny the removal of member nations from Parliament.

f. The Parliament shall approve or deny the addition of member regions to the Central Defense Army post Commanding Officer approval.

g. The Parliament shall approve or deny the removal of member regions from the Central Defense Army post Commanding Officer approval.

  • Vote of No Confidence

a. Any member nation of Parliament may call for a vote of no confidence against any departmental secretary or the Commanding Officer.

b. A vote of no confidence shall proceed as any motion of Parliament with the exception that a vote of no confidence shall require a two-thirds majority to pass.

c. During a vote of no confidence, no member nations or regions may be removed from Parliament.

d. If the vote of no confidence passes, the departmental secretary or the Commanding Officer shall be removed from power and shall become a member of Parliament. If a department secretary is dismissed, the Commanding Officer shall appoint a new departmental secretary. If the Commanding Officer is dismissed, a new Commanding Officer shall be elected and he shall appoint his own departmental secretaries.

  • Charter Guidelines

a. The Central Defense Army shall not have the ability to declare war or to declare enemies.

b. The Central Defense Army shall not have the ability to make treatied alliances with nations or regions.

c. The Central Defense Army shall have the ability to make treatied alliances with non-nations and non-regions, including but not limited to organizations, alliances, leagues, groups, networks, et. al.

d. The Central Defense Army shall not interfere in the internal regional affairs of member regions except to prohibit alliances with invader regions.

e. All member nations and regions enter this agreement voluntarily, and may leave with two weeks due notice. f. This charter may be amended at any time with a motion of Parliament.

g. The Charter of the Central Defense Army shall be reviewed by Parliament on the first of January and on the first of July to ensure a living document, dedicated to the people, for the people.
