Introduction
Coconut Island is a remote paradise located in the Pacific. It was discovered by a crew of seamen after a shipwreck close to the island. With its gentle breezes, warm sun, crystal blue seas and hot sands, people flooded to the Island, forming the nations there today.
Coconut Island is a mainly capitalist region with a beautiful tropical forum. The regional history can be found on the forum along with all kinds of other information. Government
The Government of Coconut Island consist of four main bodies of power. These are the UN Delegate, the Regional Governor, the Coconut Island Parliament and the Founder.
UN Delegate
The elected UN delegate serves as the representative of the region in foreign affairs and to the UN. Alliances and embassies are the responsibility of the Delegate, along with the founder, ambassadors to other regions are appointed by the Delegate. The UN Delegate is elected monthly by the UN nations residing in Coconut Island. However, if noone announces their intention to stand against the incumbent then the incumbent is deemed to have been elected for another term. The UN Delegate is allowed to sit in Parliament if they are not also the Regional Governor.
The Delegate can approve proposals to the UN independently but must hold votes on UN Resolutions that are before the floor of the UN. The Delegate is expected to endorse all UN nations residing in the region as long as it does not take them over the endorsement limit (60% of delegates endorsements). Every UN member in Coconut Island is expected to endorse the Delegate.
Regional Governor
The Regional Governor, henceforth known as RG, is in charge of the running of the region, its security, recruitment and law making. The RG is elected on a monthly basis and any nation can stand to become RG. The RG is in charge of running Parliament, conducting votes on the forum and making decisions in Coconut Island. The RG has right of veto over laws passed by Parliament except for alliances passed with a 60% majority.
Ejections and bans from Coconut Island are put before Parliament by the RG and it is the RG's responsibility to give reason why and prosecute those who flout the laws of Coconut Island. Along with the Founder, the RG is the only one allowed to propose amendments to the constitution of Coconut Island.
Parliament
There is an elected Parliament where political parties compete for power and seats in the regional assembly. Parliament is proportional to the number of nations in existance on the island by a 1:4 ratio. Parliament is responsible for ratifying alliances, making laws, voting down laws and approving or rejecting proposed ejections from the region.
Parliament acts as the court of Coconut Island. Parliament can call and place a vote of no confidence in both the Regional Governor and/or the UN Delegate if their is cause and reason to. Up to four political parties can compete for power in the Parliament and alliances may be formed between them after elections. Their is a procedure for determining the Government and the Opposition which is detailed in the constitution.
Founder
The Founder is responsible for many areas in Coconut Island, and due to the nature of the position, is unelected (the exception being when Coconut Island was refounded). The Founder is responsible for security of Coconut Island, maintanence and activity of the Coconut Island Regional Forum. The Founder is responsible for conducting fair and ordered elections. They are responsible for recruiting along with the other political power positions.
The Founder has the authority to eject any nation in Coconut Island with the approval of the Parliament or in the event of a emergency to protect the region, or if any ejectable offences are committed as stated in the constitution. The Founder will ensure that the powers granted to the Regional Governor, the UN Delegate and Parliament are enforced by the ejection of non-compliant nations or the threat of ejection if they do not comply. The Founder will obey and respect the laws and guidelines of Coconut Island amd shall not abuse the powers granted to it by the constitution.
History
The Beginning
Although the island was discovered by a crew of seamen, the first formal nations were not set up until a lot later. The founding/original nation of Coconut Island was Coco Mango, other people’s quickly came to establish new nations on the island. These new nations were Estaag, Cheesy Breadfish, Mithandir, The Inflamable Squirrel, Arcadia Group Limited and Sniperland.
These nations were originally located on the Moon 2 but decided that the land of Coconut Island would afford their people’s a better life and more secure existence as Moon 2’s constitution was open to fraud in their opinion. Coco Mango and Estaag then set about creating a constitution to allow a good governance of the region and establish certain rules for nations to abide by.
During this time the nations of Failed Musicians and Wegason joined the island having been invited by Arcadia Group Limited. Wegason then invited Chlosia and The Hannahland to the island and the region was quickly blossoming. The constitution was put before the island and after a vote was approved by the nations of Coconut Island.
First Election
With the constitution established elections were going to be held for the Regional Governor and parliament. The UN delegate position was left for nations to decide on initially through endorsements etc and meant that it changed hands a few times between Coco Mango, Arcadia Group Limited and others before Wegason got enough endorsements to become UN delegate and has enjoyed the support of enough nations to remain delegate for quite some time now.
Just before the elections, the nations of Ladel Makers, Psycho Craziness, OwlishArgento and Cocaine Producers came to the island. The constitution stated that only three political parties could be formed and so after the constitution was approved they were quickly set up. The Socialist Party was the first party established by Estaag followed by The Robinson Republican Party which promised hard fascism. Wegason, worried that there was no conservative/libertarian party to support quickly set up the Libertarian Party.
The elections for a nation to serve as the first Regional Governor were held in conjunction with the the parliamentary elections. The candidates standing were Arcadia Group Limited, Cheesy Breadfish, Estaag and Wegason. At the end of two days of voting there was a tie between Arcadia Group Limited and Wegason who both received four votes each, voting was extended for another day and in that day Wegason won two more votes that secured victory and established him as Regional Governor of Coconut Island. In the parliament elections the Libertarian Party won 5 votes, the Socialists 2 votes and the Robinson Republican Party, which had denounced fascism by that stage, got one vote.
This meant that the first government of Coconut Island was to be run by the Libertarian Party with 3 seats and the Socialists would form the opposition with two seats. Wegason, leader of the Libertarians, would be Regional Governor and could not sit in Parliament. More nations were joining at this stage and the nations of Freedom Crazy, Fortress Island and some others were calling Coconut Island home.
The msn space for Coconut Island was set up just before the elections by Wegason, after approval by the nations of Coconut Island it was allowed to continue and provide information for the nations on Coconut Island. As the first parliament got into swing a raft of legislation from the opposition Socialists was put through parliament with approval from the Regional Governor. The education bill and trade accords were put through by the Libertarians.
Dissatisfaction
During the first term there was dissatisfaction from some of the original members of Coconut Island about the fact that Wegason was now running things, although there were other reasons. Some of these founder members then left the island, departing for either Moon 2 their old home or after Estaag left to create a new region called Gateway 312A, they went there.
With Estaag and Coco Mango gone, Wegason had complete control of the region, due to UN Delegate status, as the founder had left and Chlosia became Socialist Party leader. After a bitter dispute with Mithandir in which he spammed the civil headquarters and abused Wegason the crisis was over, Estaag came back to Coconut Island, solved the dispute with Mithandir and reassumed leadership of the Socialist Party. During the abuse, Mithandir put the same message on the civil headquarters in five languages. However, OMG yoorgai or Cocaine Producers, spotted a common English word in all of them, summarising that Mithandir had just used an internet translator to put the same message into five languages.
Constitutional Amendments
Before the second elections of Coconut Island, Wegason set about fine tuning and clearing up some issues regarding the constitution. Five Amendments to the constitution, proposed by Wegason were put before Parliament and the region. The amendments were passed after a compromise was reached with Estaag over the length of terms. Coco Mango came back and voted against all the amendments.
Second Election
After the amendments a second election was to be contested with only two main heavyweights in the region battling it out. Wegason and Estaag contested the Regional Governor election and through their parties, the parliament election. The result was a victory for Wegason in the Regional Governor election with a 4 votes to zero victory. Parliament looked the same as before as the Libertarians secured enough votes to win 3 seats but not 4 and so the Socialists maintained their 2 seats in the Parliament.
After the election Coconut Island became quieter and more settled as only the trade accords were passed by parliament. This was before the massive amount of activity that has preceded the third elections. Worried that Coconut Island was dying, with nations ceasing to exist including many of the founders, Wegason went on a massive recruiting campaign throughout the pacifics and maintains this campaign to the present day.
New Constitution and Third Election
With Coconut Island up massively in terms of nations, to the stage where on the 11th May it was over 30 nations, the future looked bright for the island. A new constitution was voted on as Wegason felt the old one with its amendments needed tidying up and some more amendments needed. The second constitution was passed but currently there is a debate over the length of terms again. The third election was contested at this time, Wegason was elected UN Delegate unopposed. The Regional Governor election ended with Wegason securing an 8 vote to 1 victory over a relatively new nation to the island in Comportia2. The parliament election, which was once again between the Libertarians and the Socialists since the demise of the Republicans before the second election, ended up with the Libertarians securing 6 votes and winning 7 seats in the 9 seat parliament. The Socialist Party received two votes and got two seats in the parliament.
With the result of the third election known, and with Wegason and the Libertarians securing a third successive term, Coconut Island appears to be very stable. The region is up to over 40 nations and things are very active and peaceful. The length of time between elections on Coconut Island has been decided and in a close run battle between those wanting two months and those wanting one month between elections, the one month advocates won six to five. The respective party leaders have finalised their MPs to sit in Parliament and the third parliament has officially started office.
On the 17th May 2005, Coconut Island established an embassy with the ADN. A embassy with Nasicournia was established by Wegason on the 19th May. This forum was set up by Wegason near the end of April 2005. Wegason was involved in talks about the setting up of a nationstates capitalist alliance to replace the three that currently exist at the time.
Refounding and ACCEL
14th June 2005 will be a memorable day in the history of Coconut Island. On this day, the region was refounded by Wegason, almost three months after Wegason first became UN Delegate. Since then, Coconut Island has gone from strength to strength. Wegason is actively recruiting and another landmark occurred in Coconut Island history. A vote was held on the joining of a new Capitalist Alliance called ACCEL (Alliance of Capitalists, Conservatives, and Economic Libertarians). The vote conducted in Parliament approved entry into the alliance by a margin of 4 to 2. Securing the 60% plus needed for it to pass.
On the 27th June 2005, at 2.02pm, The Kingdom of Wegason signed the treaty of ACCEL to announce the entry of Coconut Island into the alliance and that Parliament had ratified it. Wegason became a Director of ACCEL upon entry and hopes for the continued strength of the alliance. The refounding of the region coincided with a new constitution, the Third Constitution of Coconut Island, that dealt with unresolved matters and established rules, guidelines and other important sections that were needed now there was a founder of the region.
