The Collectivist Party of Hallad is the politcal branch of the Collectivist Union -- the farmers union of Halladi commune and collective farms. It is the smallest party of the Solidarity Bloc.

The Collectivist Union

The Collecitist Union is a private organization which watches over rural Hallad, making sure it functions properly. It has a political wing, the Collectivist Party of Hallad, which is operated by rural politicians, collective farmers, and other rural Halladis. The main job of the Collectivist Union is to ensure all collective farms are producing their quotas. And, if a farm is struggling to reach its quota, it will step in and investigate. If it is found that the farmers are genuinly trying to reach their quota, they will do either of two things. First they will petition the government to lessen the quota for that farm, to ease the stress on the farmers. Secondly, they will allocate them surplus from other farms to help make up for the loss, temporarily. If that is not enough, they will ask that the government step in to either provide subsididies (an action which is rarely taken) or to take control of the farm.

The Economy

  • Halladi Socialism.

  • A progressive income tax, no sales tax.
  • Small tariffs, quotas, excises, and duties on import and export to promote fair trade.
  • Government control over basic utilities, the defence industry, and a portion of the oil industry.
  • Worker control of the economy.
  • A fair market in wages and salaries.
  • Sound, socialist market economy.
  • Collectivization of agriculture and industry.
  • Subsidies to the agriculture sector.

Social Issues

  • Abortion: Legal for the first and second trimesters.
  • Death Penalty: Retention for piracy (sea and air), and treason at the federal level, Murder and Rape on the state level.
  • Euthenasia: Only with prior consent, and a doctors approval.
  • Marriage: No government intervention, marriage shall be defined as "a contract between consenting adults."
  • Welfare: Small government safety net, designed to help those in genuine need and the agricultural sector.
  • The Right to Keep and Bear Arms: No restrictions on firearms designed to be held and fired by one man. Crew served weapons require permits. Explosive, chemical, incinderiary, biological, nuclear, and radiological ammunition to be banned. Only deactivated weapons permitted on vehicle mountings (whether land, air, or marine).

Law and Order

  • Immigration restrictions to be removed with the exception of convicted felons, threats to national security, persons carrying highly dangerous infectious diseases.
  • The property of emigrants and rebels to be seized.
  • Quarantine: Bans on importing foreign flora and fauna, excepting approved species.
  • Crimes against person: Rape and murder capital offenses, all lesser offences require prison, and forfeiture of assets sufficient to cover all medical costs to the victim(s), if assets are insufficient, then indentured servitude until the debt is discharged.
  • Legalisation of drugs.

Defence

  • Maintenance of the nuclear deterrant.
  • Maintaining a ground force of not less than 20 Regular, 20 Workers' and Peasants' Army, 10 Republican Guard, 10 Marine, and 10 Airborne Infantry divisions.
  • No draft.

Foreign Policy

  • Co-operation with friendly governments, capitalist or otherwise.
  • Support international governance.
  • Support internationalist, leftist, communist and socialist movements throughout the world.
