The Commonwealth Secretariat for Internal Commerce is a Commonwealth Commission secretariat charged with enforcing the free trade provisions of the New Amsterdam Treaty and the whole of the Narich Treaty on Intellectual Property Rights. More generally, the Secretariat is charged with encouraging economic expansion and integration in the Commonwealth, reducing the gap between the developed and developing Commonwealth members and prevent dishonest trade practices. Because the Secretariat's purpose overlaps so heavily with that of the Commonwealth Economic Council, close cooperation between the two organizations is required at all times.

Specifically, the Secretariat gathers economic and demographic statistics on the Commonwealth and its members, analyzes them and uses them as a basis for policy recommendations to the CEC. The Secretariat also enforces specific restrictions on commerce contained in the New Amsterdam Treaty and the Narich Treaty or created by the CEC, the Commonwealth Labour Organization or some other Commonwealth body authorized to participate in the regulation of internal commerce by the New Amsterdam Treaty.
