The Chamber of Deputies is the larger chamber of the Confederal Assembly with 435 seats. The number of seats allocated to each Member is proportional to that Member's population although every Member, regardless of size, is guaranteed at least one seat in the Chamber. Zeng, the largest Member, has fifty-eight seats. Every Member with a population under ten million has only one seat. Proportional representation is used for Members entitled to more than one seat. Technically, the same formula is used in the single-seat Members but the results are indistinguishable from a simple preferential system.

There are currently 201 women in the Chamber of Deputies, somewhat less than half. There are currently 130 Deputies who have not previously held any political office.

The Chamber of Deputies is elected by all Confederal citizens over the age of eighteen. There are currently 6.037 billion Confederal citizens. In the last election, residents of the Confederal Sovereign Territory all voted either as citizens of Selinia or citizens of New Holland depending upon where they lived. However, the status of the Confederal Sovereign Territory in the electoral system is an issue of current controversy.
