The Federal Constitution of the Confederacy of Latao:

Preamble

We, the people of Latao want to create a basis for peace, freedom and stability. We create this Federal Constitution to support democracy, prosperity and self-determination as a free folk in the world, home in Atlantian Oceania.

Paragraph 1 – Basic Agreements

Article 1 - Confederacy

The Latin folk and the districts Virgo, Siate, Valina, Curazia, Enigma, Imporia, Novara, Luciaria, Vente, Fiona, Enea, Terium, Domenica, Mediteranea and Itonia build the Confederacy of Latao.

Amendment 1

The former colony Nyssa is a sovereign Protectorate under management of the Confederacy of Latao.

Article 2 – Districts

Each District is a sovereign Federal State inside the Confederacy of Latao, as far their sovereignty is not limited by the Federal Constitution; the Districts hold all privileges which are not subject to the Federal Constitution.

Article 3 – Organization of the Confederacy

The Confederacy of Latao is built on three separated powers: The Executive, the Legislative and the Judicative.

Article 4 – Subject

The main responsibility of the Federal Authorities shall be to support a strong and free private economy and to protect the freedom and education of the people living in the Confederacy of Latao.

This Federal Constitution shall be a slight framework to guarantee law and order, while regulating and cutting the freedom of the individual as less as possible.

Every law released on base of this Federal Constitution, must have a clear benefit to the people and/or the economy of Latao.


Paragraph 2 – The Confederacy

Article 1 – Executive

The Executive Authority of the Confederacy of Latao is a committee consisting of seven equal members, including a president.

Article 2 – Legislative

The Legislative Authority of the Confederacy of Latao is a two chamber parliament. Both chambers include a council president and a council vice president.

Section 1 – Senator Council

The Senator Council represents the Districts and consists of 45 seats; each District sends three Senators to the Senator council.

Section 2 – Confederacy Council

The Confederacy Council represents the people living in the Confederacy of Latao and consists of 300 seats; the number of citizens living in a District determines the number of representatives that District may send to the Confederacy Council

Article 3 – Judicative

The Judicative Authority of the Confederacy of Latao is the Supreme Court. It contains of 100 seats; the number of citizens living in a District determines the number of judges that District may send to the Supreme Court.

Amendment 2

No member of a Confederacy Authority may hold more than one position at the same time.

Amendment 3

The Confederacy may create additional courts under management of the Supreme Court, that deal with specific legal matters.


Paragraph 3 – Elections

Article 1 – Electoral System

All positions in the Confederacy of Latao and the Districts are elected directly by the citizens of Latao, unless something else is specified in the Federal Constitution. The majority of collected votes determines the winner.

Article 2 – Terms

All positions in the Confederacy of Latao and the Districts are subject of a four year term.

Article 3 – Council Presidents

The presidents and the vice presidents are elected by the Executive and Legislative councils in a united session for a term of one year.


Paragraph 4 – Direct Democracy

Article 1 – Stability

Every change in the Federal Constitution must be confirmed by the citizens of the Confederacy of Latao using the Constitutional Referendum even if the changes are requested by the Executive of Legislative government.

Article 2 – Constitutional Referendum

The citizens of the Confederacy of Latao may collect signatures to demand changes in the Federal Constitution.

A Constitutional Referendum can be called if at least 100.000 citizens or 5 Districts demand it.

Article 3 – Administrative Referendum

The citizens of the Confederacy of Latao may collect signatures to demand changes of Federal Law, which do not affect the Federal Constitution.

An Administrative Referendum can be called if at least 50.000 citizens or 5 Districts demand it.

Amendment 4 – Limitation of Changes

No more than ten articles or paragraphs may be changed at one Constitutional or Administrative Referendum.

Article 4 – Total Revisions

The Constitutional Referendum can not be used to change all articles or paragraphs of the Federal Constitution at once.

Article 5 – Acceptance of Referendums

A Referendum is granted if the majority approves it, regardless the number of citizen who participated the poll. The result of the poll (number of absolute votes) inside a district is the vote of the District (regardless the number of supporting Municipalities).

Section 1 – Constitutional Referendums

A Constitutional Referendum requires a double majority to pass. This means, that the majority of Districts and the majority of absolute votes (of the entire Confederacy) must be met.

Section 2 – Administrative Referendums

An Administrative Referendum requires a single majority to pass. This means, that the majority of absolute votes (of the entire Confederacy) must be met.


Paragraph 5 – Freedom & Basic Rights

Article 1 – Censorship

Censorship is prohibited.

Amendment 5 – Times of War

The Confederacy may temporarily control and censor medias in times of war to prevent further trouble.

Section 1

This act is subject to a limited period of twelve month.

Section 2

The Executive Authority may start a such period, while the two chambers of the Legislative must confirm the act within the first 30 days in a united session.

Section 3

After a period of twelve months, the Executive and the Legislative must extend the act in a united session for another twelve months, if the war is not over at that time.

Section 4

This act ends with the official end of the war.

Article 2 – Freedom of Speech

The Confederacy must not release any laws that prohibit the free speech of anyone.


Paragraph 6 – Rights of the Confederacy

Article 1 – Foreign Relations

Relations with foreign countries are exclusive subject to the Confederacy Authorities.

Article 2 – Defense

The Confederacy Authorities are responsible to the safety of the nation and its people. The Confederacy operates an army, a navy and an air force.

Article 3 – Federal Civil Protection

The Confederacy Authorities operate a Federal Police which is responsible to matters of domestic, civil security.

Article 4 – Motorways

The Confederacy Authorities may construct and maintenance inter-District motorways and releases laws which define how to use and how to finance them. The Confederacy is also responsible for constructions of intensive costs that exceed the possibilities of a single District and that are of national interest.

Article 5 – Communication

The Confederacy Authorities may construct and maintenance inter-District postal and similar communication services and releases laws which define how to use and how finance them.

Amendment 6 – Private Organizations

The Confederacy may transfer the management of federal infrastructure to private organizations, while the responsibility of their usability reminds at the Confederacy.
