A consulate is the diplomatic mission of a consul. It is not usually, although it can be, the senior diplomatic mission of one country to another. That role is usually filled by an embassy. Instead, consulates are often placed about the major cities of the host nation in order to provide services to their home nation's nationals visiting that city, issue visas, and so on.
