Located in Tortuga, the 'Coquillan Spire', contrary to its namesake, is not a spire at all, but rather a romanesque, decorative tower, from which various Costa Bravans made speeches and the like (ex. early Regents). It was destroyed in the Tortuga Incident in 1919, and subsequently replaced by the Citadel, a lumbering, giant metal behemoth, and centerpoint of the city.

The Coquillan Spire is named for the region in which Tortuga belongs, Coquille. Coquille encompasses the area immediately surrounding Barbosa Bay, and slightly westwards, into the mainland. The Coquillan Spire was constructed by the Roman inhabitants of Tortuga, then known as Sophorium, as a centerpoint of the city's forum. It served a largely decorative purpose, as to say "ha ha, look what we can build."
