Cosmos Kramer is in charge of the Skankin Penguins national defense. He maintains the all sections of the Two tone army. In case of an invasion he has say to what to do, along with Dude McFarllen.
Cosmos was given the Job by Dude by a game of Risk. Cosmos showed to be superior in the game and knows much about miliatary strategy. He also is very inventive and creative, comming up with out of the box solutions for the countries problems.
