The Council is - for all practical purposes - the executive branch of the government of Laurasia. Currently, almost no knowledge is known about the Council other than the fact that it is composed entirely of Inner Party members. Yet, no actual roster or member list is available. Most speculate that the Council is merely a group of advisors to Father in order to help effectively keep Laurasia orthodox. Others add that the Council has no defined membership or roster. This seems to have some truth due to no particular individual serving as advisor or administrator of the Cooperatives. This also seems logical as to allow for constant flow of knowledge, new policies, and more knowledge into the Council.

History

Not much information is known about the Council; however, most speculate that the Council in its present form was created directly after the Soviet Reformation and the founding of Laurasia by Father. Most international historians, however, speculate that the concept of the Council began in the late '40s - directly after World War II. Yet, even if most historians agree with the approximate time of the idea behind the original Council's creation, most do not agree with the purpose for its creation. Some speculate it is for global domination; others think it is for the protection of mankind - the latter usually being influenced oligarchical collectivists.

The original concept of the Council was founded after World War II as the an extra-executive branch or shadow government behind the Political Bureau. This group began to evolve over time, its own goals slowly becoming more evident. During the Woomera Incident, true goals and the creation of Laurasia were openly discussed amongst the twenty-or-so members of the Council. Yet, this large group of open conspirators and powerful men would not remain for long. During the Soviet Reformation, most of the members of the Council were captured and executed. It is speculated that the Council shrank from twenty to twenty-five members to five to ten.

The Council returned to its raw form after the Soviet Reformation and the creation of Laurasia. It currently serves as the executive branch of Laurasia and the group tasked with keeping the entirety of the Party orthodox. Some also state that the Council has ties to a controversial (and a questionable) possible organization known as the WISEMEN. This organization is expected to be made up of individuals from the nations of Laurasia and Delta Green Such as:

In relation to WISEMEN, the Council also seems to be made up of Father, Robert Pacitania, Hashim Al-Farik, Selene Seagrove, Yuri Minovsky, Cancer Man, and others. Yet, due to the inability to obtain information surrounding the Council, no official member list has ever been compiled or released by the Party. Due to this, some speculate that the roster of the Council varies for the most part. Most seem to believe that only core members are always at all meetings, while others are filled with Inner Party officials from various Cooperatives, agencies, bureaus, etc. This allows for a constant flow of information to the Council.

Controversy

"Men who can do whatever they want, whenever they want, to whomever they want."

A famous quote by the late conspiracy theorist Danny Casolaro that encompassed the scale of power displayed by the Council. Rumors surround the Council and their ability to have enemies abroad simply disappear. International investigations have never been conducted, however, due to the secrecy and influential power of the group. Most political theorists and historians do believe that the Council is willing to do whatever is necessary to reach their prime directive.

Assassination attempt on Timothy Ell

Before the shrinking support for the Communist Party of Pacitalia, some evidence shows that the Council was attempted to set up an assassination of the incumbent Prime Minister. Due to the shrinking support and the banning of international groups financially supporting Pacitalian political parties, support dropped quickly and the plan was dismantled. It is currently unknown whether steps were taken to either cause the assassination or prevent it (on the part of the Pacitalian government).
